紧紧把握与时俱进这一精髓--学习党的十六大报告的哲学思考

江泽民同志关于“马克思主义具有与时俱进的理论品质”这一崭新的哲学命题，是对马克思主义基本特征的科学概括。坚持解放思想、实事求是、与时俱进是党的十六大报告的精髓。我们学习贯彻十六大精神，必须紧紧把握这一精髓。     

论全面建设小康社会的重点和基本思路

全面建设小康社会是跨入新世纪后全国各族人民的奋斗目标。全面建设小康社会的内涵可以从时间、空间和质量三个层面上来界定。其建设重点应该体现在农村、农民工作中,体现在西部大开发的战略中,体现在扶贫开发、城镇化建设和可持续发展的过程中。为此,须明确今后主要工作的思路。     

"十五"期间湖南省中等职业教育资源配置状况分析

“十五”期间,湖南省中等职业教育经费总投入虽有所提高,但增长速度缓慢,保持“个人和政府投入为主、社会投入为辅”的成本分担格局,“三个增长”和“两个比例”完成情况并不理想。因此,地方政府应提高对中等职业教育的认识,加大宣传力度,制定相应的政策和配套措施,进一步完善多元化职业教育投资体制。     

高校科技成果转化促进创新型人才培养演化博弈研究

运用演化博弈理论方法,基于创新型人才培养视角探索高校科技成果转化促进创新型人才培养的行为演化规律及稳定策略,结果表明,高校积极推动科技成果转化促进创新型人才培养是最优均衡策略选择,其中高校科技成果转化积极作用于创新型人才培养的成本与消极对待科技成果转化促进创新型人才培养行为所造成的损失是影响高校行为演化稳定策略的调节因素。因此,有必要从强化理念引领、激发企业主体和深化体制改革等方面来引导高校的行为向积极推动的方向演进。     

The innovative performance of in-house and contracted R&D in terms of patents and utility models

The standard empirical framework for analysing the R&D-patents relationship is widened both by examining the different role of in-house and contracted R&D in the innovative performance of firms, and by considering patents and utility models counts as measures of innovation output. Patents and utility models are considered to approximate for significant and incremental innovations, respectively. Applying count data econometrics to a panel data set of Spanish manufacturing firms surveyed in the period 1990-1996, a transcendental production function is estimated, which allows for non-constant elasticities of the R&D inputs. The results indicate that significant innovations are mainly gestated in-house, whereas contracted R&D seems more orientated towards innovations of incremental nature.     

进一步提高自然科学基金资助项目的创新性之研究

中国国家自然科学基金委员会(NSFC)成立十年来,大力支持基础研究,强调了支持创新的政策,结出了丰硕的成果,证明科技体制改革迈出的这一步是十分正确的.但通过问卷调查,也发现目前无论是从体制、评审程序、资助政策、专家的遴选使用和管理上,都还存在一些不利于创新的因素.如何克服这些不利因素,文中提出了13点具体改进措施     

Convergence of national science and technology policies: the case of Finland

It is a commonly held view that differences in national histories, cultures, political contexts, and the timing of a country’s entry into the industrialization process are reflected as diversity among countries in their goals, priorities, boundaries, directions, ranges, instruments and also in the performance of science and technology policy. This article, which examines development processes of Finnish science and technology policy, concludes that instead of divergence there is such startling convergence of organizational forms and practices. Finland has largely adopted its policy doctrines and instruments from the countries, which from the Finnish perspective, have been considered legitimate and successful.     

Replacing points by compacta in neural network approximation

It is shown that cartesian product and pointwise-sum with a fixed compact set preserve various approximation-theoretic properties. Results for pointwise-sum are proved for F-spaces and so hold for any normed linear space, while the other results hold in general metric spaces. Applications are given to approximation of L_p-functions on the d-dimensional cube, 1?p<∞, by linear combinations of half-space characteristic functions; i.e., by Heaviside perceptron networks.     

Influence of social media on operational efficiency of national scenic spots in china based on three-stage DEA model

An increasing number of national scenic spots around the world use social media, such as micro-blogs and Twitter, to promote their popularity and improve their operational performance. National scenic spots may adopt different social media behaviors that lead to unbalanced operational performance. This study takes the perspective of social media adoption in national scenic spots by looking into the influence of social media adoption behaviors on operational performance based on the three-stage data envelopment analysis model. We found that most of the national scenic spots in China have low pure technical efficiency and that operational performance, including social media popularity and operational performance, is significantly determined by various social media adoption behaviors.     

基于IAP框架的我国动漫游戏产业三维推动模式研究

基于帕森斯AGIL模型和经典的SCP分析范式,设定相关假设,探索性地构建了IAP(Institution-Ability-Performance)的分析框架。在此框架下,提出了我国动漫游戏产业发展的三维推动模式,并具体分析了各维度的运作机理,包括：双向产业链发展：以品牌授权和知识产权质押为核心的经济推动;新平台应用：以数字技术应用为引导的技术推动;社会网络效应：以“生产者——消费者——研究者”社会网络为基础的社会推动。在以上分析的基础上,进一步探讨了三维推动模式的实现机制。
