本文研究面向政府部门的电子政务成熟度评估体系.以国际电子政务成熟度模型的思路精髓为评估指标体系的总体依据,设计了该评估体系的具体指标细项,计算各级指标体系的权重,提出了成熟度评估的计算模型.进而,选择上海市的八个政府部门为实证分析的评估样本,对评估指标中的各个维度的成熟度分别进行实证数据分析,得出评估样本在每个维度的成熟度水平.然后,以八个评估样本为分析对象,计算电子政务的总体成熟度.本文的目的是利用成熟度指标体系来诊断、考核和引导政府部门电子政务的建设,推进其向健康的方向发展. 相似文献

The Newtonian gravitational constant G, which is one of the most important fundamental physical constants in nature, plays a significant role in the fields of theoretical physics, geophysics, astrophysics and astronomy. Although G was the first physical constant to be introduced in the history of science, it is considered to be one of the most difficult to measure accurately so far. Over the past two decades, eleven precision measurements of the gravitational constant have been performed, and the latest recommended value for G published by the Committee on Data for Science and Technology (CODATA) is (6.674 08 ± 0.000 31) × 10−11 m3 kg−1 s−2 with a relative uncertainty of 47 parts per million. This uncertainty is the smallest compared with previous CODATA recommended values of G; however, it remains a relatively large uncertainty among other fundamental physical constants. In this paper we briefly review the history of the G measurement, and introduce eleven values of G adopted in CODATA 2014 after 2000 and our latest two values published in 2018 using two independent methods. 相似文献

According to the statistics of the World Health Organization, an estimated 17.9 million people die from cardiovascular diseases each year, representing 31% of all global deaths. Continuous non-invasive arterial pressure (CNAP) is essential for the management of cardiovascular diseases. However, it is difficult to achieve long-term CNAP monitoring with the daily use of current devices due to irritation of the skin as well as the lack of motion artifacts suppression. Here, we report a high-performance skin-like optoelectronic system integrated with ultra-thin flexible circuits to monitor CNAP. We introduce a theoretical model via the virtual work principle for predicting the precise blood pressure and suppressing motion artifacts, and propose optical difference in the frequency domain for stable optical measurements in terms of skin-like devices. We compare the results with the blood pressure acquired by invasive (intra-arterial) blood pressure monitoring for >1500 min in total on 44 subjects in an intensive care unit. The maximum absolute errors of diastolic and systolic blood pressure were ±7/±10 mm Hg, respectively, in immobilized, and ±10/±14 mm Hg, respectively, in walking scenarios. These strategies provide advanced blood pressure monitoring techniques, which would directly address an unmet clinical need or daily use for a highly vulnerable population. 相似文献

The field of educational measurement has evolved considerably since the first doctoral programs were established. In response, programs have typically tacked on courses that address newly developed theories, methods, tools, and techniques. As our review of current programs evidences, this approach produces artificial distinctions among topics and techniques that are in fact a tightly coupled whole. This position paper advocates a redesign of the scope and sequence for doctoral programs focused on the preparation of the next generations of educational measurement specialists; a redesign that reflects the full life‐cycle of instrument development and use. 相似文献

ABSTRACTThis research adapted the Life Skills Scale for Sport (LSSS) into Portuguese and provided evidence for its construct validity. Study 1 included four translators and five academics who developed a Portuguese version of the LSSS (P-LSSS). During this study, evidence for the content and substantive aspects of construct validity was provided using an expert panel and 25 sports participants. Study 2 included 413 participants that completed the P-LSSS. Within this study, evidence for the structural aspect of construct validity was provided via factor analyses. Study 3 included 134 participants who completed the P-LSSS and a measure of motivation. This study provided evidence for the external aspect of construct validity, with results showing more self-determined motivation had positive relationships with participant’s life skills development. Overall, our findings provided evidence for the construct validity of P-LSSS scores. Researchers and practitioners can use the P-LSSS to assess life skills development within sports participants. 相似文献

Methodological Choices in the Content Analysis of Textbooks for Measuring Alignment With Standards 下载免费PDF全文
With the recent adoption of the Common Core standards in many states, there is a need for quality information about textbook alignment to standards. While there are many existing content analysis procedures, these generally have little, if any, validity or reliability evidence. One exception is the Surveys of Enacted Curriculum (SEC), which has been widely used to analyze the alignment among standards, assessments, and teachers’ instruction. However, the SEC can be time‐consuming and expensive when used for this purpose. This study extends the SEC to the analysis of entire mathematics textbooks and investigates whether the results of SEC alignment analyses are affected if the content analysis procedure is simplified. The results indicate that analyzing only every fifth item produces nearly identical alignment results with no effect on the reliability of content analyses. 相似文献
