欧洲研究基础设施路线图的制定及启示

文章对欧盟理事会制定研究基础设施路线图的机构及程序、遴选项目概况、意义等方面进行了深入调研和分析,梳理了我国重大科技基础设施路线图的制定情况,在此基础上提出建议:(1)用路线图方法制定未来设施规划并定期进行更新,立足基础性、战略性、前瞻性科技问题来部署新的设施,解决当前设施学科布局和结构尚不合理的地方,凝练国际合作的方向和重点;(2)建立完善的路线图制定的程序和规章制度,包括成立专门的路线图制定机构,设置规范的程序和章程,加强路线图专家库的建立,引导专家队伍的沟通与协调;(3)多层面协调管理,确保路线图的实施。     

The 9/11 families,the passage of the Justice Against Sponsors of Terrorism Act (JASTA), and the pursuit of <Justice> in the Saudi legal cases

This paper offers a critical rhetorical analysis of the counterterrorist arguments that were presented by 9/11 families and their representatives when they sued Saudi Arabians for their role in the 11 September 2001 terrorist attacks. By drawing from Foucault’s concept of governmentality, and by extending the work of critical security studies scholars who critique populist support for the Global War on Terrorism, the authors argue that supporters of the eventual passage of a bill known as the Justice Against Sponsors of Terrorism Act were able to interrogate official notions of <sovereign immunity>. By taking advantage of their social capital, their victimage status that was based on their traumatic experiences, and their moral authority, empowered 9/11 family members allowed the National September 11 Memorial and Memorial Museum to function as a governmentality that helped produce contested public memories and particular types of subjectivities. Visitors and defenders of this hallowed site were invited to become freedom fighters who vigilantly engaged in counterterrorist practices by questioning more official historiographies and public memories of 9/11 as they sued Saudi conspirators.

依据第41届体操世锦赛和第11届全运会体操比赛实况录像及其相关资料,系统分析了中外女子跳马动作的编排特征及中国的优势与不足.发现：以第2组结合第3组（或第4组）动作及采用第4组结合第5组（或第2组）动作而搭配成具有高D分价值的两跳动作组合,分别是中、外优秀跳马女选手搭配两跳动作的主要编排特征;中国跳马动作的类型选择相对外国更具有可发展性,且顶尖选手的两跳难度也超过众多世界顶级优秀选手,但两跳动作的完成姿态、规格和质量及落地的稳定性等方面,均缺乏高水平竞争力,而且目前除程菲之外,中国尚没有可抗衡国际大赛的实力选手.     

基于ZigBee的ICU温湿度监测系统设计

为了对ICU的环境温湿度进行实时监控,本文设计了一种基于ZigBee的温湿度检测系统。该系统由监测计算机、CC2430射频芯片和温湿度传感器SHT11搭建,系统稳定、可靠,在成本控制和数据检测精度上都符合设计要求,并可广泛应用于工农业生产环境的温湿度监测中。     

The Internet and the Demand for News

This paper looks at the demand for Internet news sites before and after September 11. Analyzing information obtained from actual click-stream activity, support is found for the view that the events of September 11 changed the way households used the Internet to obtain information and news. These changes are observed long after September 11.     

Live Television's Disaster Marathon of September 11 and its Subversive Potential

Television's coverage of the tragic events of September 11 can be viewed and understood as a paradigmatic disaster marathon. The salience of the attack's visual images, their exclusivity on the screen for a protracted period, and the invisibility of their perpetrators enhanced the attack's effectiveness. The paper highlights a number of problems that the September 11 disaster marathon poses to the profession of journalism and to society, and points out possible remedies for the future. It ends with a short discussion of the ways in which television's coverage of the event both resembled and differed from the media-event model, and of theoretical aspects of its unique dimensions as a disaster marathon.     

Diffusion of News of the Terrorist Attacks of September 11, 2001

We report findings here from an audience survey in New Mexico of the diffusion of a spectacular news event, the terrorist attacks on New York and Washington on September 11, 2001. This news event was perceived as very salient, and it diffused rapidly. The first terrorist attack occurred at 6:45 am (New Mexico time); within three hours almost all respondents had heard about the news event. Individuals reacted to this news in an emotional way, with many respondents praying, participating in a memorial event for the victims, contributing money and donating blood. The terrorist attacks also evoked a strong sense of patriotism. Compared to the news events studied in 52 previous investigations, the September 11 terrorist attacks caused stronger, and more emotional, audience reactions.

全面的发展观是科学发展现的基本要求,它强调经济、政治、文化、社会协调发展,这与构建政治合法性多元基础整体契合。当前,中共必须促进国民经济又好又快发展,不断提高执政的经济发展绩效;稳步推进政治体制改革,不断体现社会主义公平正义;建设社会主义核心价值体系,不断增强社会主义意识形态的说服力和凝聚力,才能夯实执政合法性多元基础,进一步巩固执政地位。     

The workforce of pioneer plants: The role of worker mobility in the diffusion of industries

Does technology require labour mobility to diffuse? To explore this, we use German social-security data and ask how plants that pioneer an industry in a location – and for which the local labour market offers no experienced workers – assemble their workforces. These pioneers use different recruiting strategies than plants elsewhere: they hire more workers from outside their industry and from outside their region, especially when workers come from closely related industries or are highly skilled. The importance of access to experienced workers is highlighted in the diffusion of industries from western Germany to the post-reunification economy of eastern German. While manufacturing employment declined in most advanced economies, eastern German regions managed to reindustrialise. The pioneers involved in this process relied heavily on expertise from western Germany: while establishing new manufacturing industries in the East, they sourced half of their experienced workers from the West.
