Commercialization of patents and external financing during the R&D phase

Using a unique database on Swedish patents owned by small firms and individuals, survival models estimate how different factors influence the decision to commercialize the patents. Such an analysis has seemingly never previously been undertaken. Since the owners know more about the patents than potential external financiers, problems related to asymmetrical information are present. To overcome these problems when inventors and small technology-based firms need financing, Sweden has for a long time relied on government support rather than private venture capital firms. The empirical results show that the larger is the share of patent-owners’ costs covered by government financial support during the R&D phase, the lower is the probability of patents being commercialized. This lower degree of commercialization is likely to depend on (1) the soft terms of the government loans, where the patent owner can avoid paying back the loan if the patent is never commercialized and/or (2) that the government is not able to select promising projects. The first explanation is related to moral hazard and the second one to adverse selection. The policy suggestion is for government to change the design of the loans, to base them on firms rather than projects.     

固网运营商ICT业务转型的SWOT分析

随着新技术的发展和移动通信对固定通信的替代,以中国电信和中国网通为主的固网运营商面临传统业务下滑的形式,另一方面随着技术进步而产生的通信技术与信息技术的融合又为固网运营商提供了新的发展机遇。本文以SWOT分析工具,对固网运营商ICT业务转型从优势、劣势以及潜在机遇、面临挑战四方面进行分析,并提出相关建议。     

智慧阅读服务概念界定及国内相关研究评析

[目的/意义] 对智慧阅读服务概念进行界定,梳理国内近3年的相关研究成果,为该领域的研究发展提供参考。[方法/过程] 在CNKI对2017年以来国内的相关研究成果进行检索,梳理相关研究文献,分析研究热点,归纳智慧阅读服务的分析框架,并对未来的研究进行展望。[结果/结论] 2017年以来国内智慧阅读服务研究成果主要包括智慧阅读服务系统与平台、用户、服务内容与策略、服务评价、服务管理等,智慧阅读服务内容与策略、用户是其中两个研究热点方向,研究较多的热点信息技术是大数据与人工智能技术、虚拟现实技术。智慧阅读服务将是未来的研究热点,技术与用户是未来研究的重点方向。     

《上博五·三德》简札记二则

《上海博物馆藏战国楚竹书》第五册里有一批简被命名为《三德》。简1中的"句■",整理者读为"後奮",我们认为"句"应该读如本字,古侯切,今音gōu。句,屈生也。奋,发也。"句奮"的意思就是指草木发芽生长。简6中的"■"字,目前学者们有四种通假意见。四种意见虽各有道理,但并不能令人完全信服。我们根据楚地出土古文字材料中的谐声例证,认为"■"通为"虑",训为"乱"。     

基于G—L指数的中德产业内贸易分析

文章结合产业内贸易理论,利用G—L指数模型对中德1996—2010年双边贸易进行实证分析,结果表明,SITC5、SITC6、SITC7、SITC8这四类工业制成品贸易的主要形式是产业内贸易,而且中德双边贸易呈现由劳动密集型向资本密集型转变的趋势。同时,通过计量分析得出,中国的市场规模及德国对中国的直接投资是影响中德制成品产业内贸易的主要因素,但对不同类型制成品的产业内贸易水平的影响程度不相同。     

‘I'm ready for a new chapter’: The voices of young people with autism spectrum disorder in transition to post-16 education and employment

This study explores the views and experiences of 12 young people with autism spectrum disorder (ASD) in transition to post-16 education and employment, in light of the changes introduced by the new special educational needs and disability (SEND) legislation in England. The extension of provision until the age of 25, and the introduction of person-centred education, health and care (EHC) plans, have given a significant place to the views of young people with SEND and their families. The views, wishes and aspirations of young people must be captured in the newly developed plans, reflecting the statutory requirement for local authorities to systematically record these in a biopsychosocial way, focusing on participation and well-being. Twelve semi-structured interviews were conducted with young people with ASD attending specialist settings or receiving specialist support under the new EHC plans. These were analysed inductively, through thematic analysis. The findings suggest that at the time of transition, young people with ASD want to become increasingly more independent, present ambivalent feelings about their future and acknowledge the relevance of support systems in their lives. Implications for practice and future research are discussed, in light of the new English policy context.

介绍了汽车车身集中控制系统的硬件和软件设计,以PIC16F74单片机为控制器,对工作状态信息进行检测,读取测速脉冲数,根据需要满足的功能进行运算处理,发出的相应控制信号经驱动和放大电路来控制门锁、闪光器、蜂鸣报警器等电器元件.将分散的控制功能进行集中整合和扩展,使所有功能在一块单片机上进行控制.整个系统体积小、重量轻、功能完备.     

G20机制化的原因探析

在应对金融危机与经济衰退的过程中,G20从“财政部长及中央银行行长会议”升级为首脑峰会,在匹兹堡峰会上迈出了机制化的第一步。G20机制化原因,从国际体系层面看,是由于国际关系行为体之间相互依赖加强造成的决策不自主;从国际格局视角看,起因于世界政治多极化进程深入发展;从国际秩序角度看,是世界进入多元文明国家竞争与合作的时代的结果。在当前全球治理机制改革步履维艰之时,中国应积极推动G20机制化不断完善。     

基于3G技术的移动学习及其应用研究

首先简要介绍3G技术的相关知识,然后在分析移动学习现有定义的基础上提出新定义,接着对移动学习的特征和国内外研究现状进行分析,最后提出基于3G技术的移动学习应用模式和应用框架。
