From objects to subjects: Repositioning teachers as policy actors doing policy work

Within policy discourses, teachers are positioned as objects of reform who enact policies under rational systems of observation and accountability and are, therefore, situated as de-professionalized actors lacking expert knowledge. This research project asks relatively straight-forward questions: If practicing teachers were given a voice in political debates over urban education policy and reform, what would they say? What macro-level policy problems would they identify as being important? Findings indicate the primary policy problems include Systemic Inequity and Bad Policy. The primary policy solutions include, Schools as a Community Resource; Shared Decision-Making; Contextual Goals; and Time, Space and Resources.     

A qualitative investigation of design knowledge reuse in project-based mechanical design courses

ABSTRACT

The interpretation and reuse of previous design solutions, or precedents, is central to design. This paper describes qualitative research conducted over three years at two institutions, aimed at investigating the role of design knowledge re-use in project-based mechanical design courses. Research data were collected through participant observation, student interviews, anonymous questionnaires, and website analytics. The paper identifies challenges that must be addressed in order to support novice engineers in rehearsing the types of knowledge required to successfully reason about and engage with design precedents. Two categories of design precedents are identified: concept precedents and detail precedents. Providing students with access to the latter is identified as a particular challenge, as is providing students with access to engineering communities of practice. Approaches to addressing these challenges are discussed.     

Can social integration in schools be mandated: Evidence from the Right to Education Act in India

Although Affirmative Action policies have been enforced in many countries, their consequences are highly understudied, especially in the context of developing economies. Section 12(1)(c) of the Right to Education (RTE) Act enforced in 2009 is the first attempt to introduce affirmative action in primary schools in India. The act requires all private schools to reserve at least twenty five percent seats for children from economically weaker sections. To understand the effect of the act on i) social integration and ii) academic outcomes, we asked 1500 children (grades one to three) from four schools to answer friendship surveys and short tests in Mathematics and English. The schools in our sample vary considerably in constitution and were intentionally chosen to understand the impact of the act in different school settings. The friendship surveys show strong homophily i.e. non-RTE students cite other non-RTE students as friends, while RTE students chose to be friends primarily with other RTE students. Trends in test scores reveal that students admitted under the RTE quota score significantly lower than non-RTE students. However, RTE students who have a higher share of non-RTE friends have better test scores, suggesting that affirmative action may have a positive influence on learning outcomes for RTE children. Further we note that commitment from the school authorities and systematic monitoring and evaluation of the implementation of the act will go a long way in bringing out some of the benefits that this act was designed to achieve. Our findings have important policy implications with respect to ensuring proper implementation of the Section12(1)(c) of the RTE act in schools across the country.

中国图书馆学教育百年历史分期研究

以1920年文华图书科的创建作为中国现代图书馆学教育诞生的标志,中国图书馆学教育已经走过了百年的历程,回望中国图书馆学教育百年的发展历史,可以分为六个时期:①发轫期(1920年—1941年7月);②成长期(1941年8月—1949年9月);③转型期(1949年10月—1966年4月);④停滞期(1966年5月—1976年10月);⑤恢复发展时期(1976年11月—1992年9月);⑥突破变革时期(1992年10月—)。中国图书馆学教育百年历史演进路径为:①专业化、规范化不断提升;②学校教育由单层次向多层次再向高层次演进;③培训教育始终是图书馆学教育的重要形式;④图书馆学教育盲点效应愈演愈烈。参考文献35。

福建高校体育教育专业球类课程教学改革思考

为了适应新形势下福建省高校体育教育学专业篮、排、足三大球类课程设置的需要,采用文献资料法、问卷调查法、访谈法等方法,分析了福建省高校体育教育学专业三大球类课程教学内容的选择、教学方法的运用以及考核方式等方面的改革思路。结果表明：福建省篮、排、足三大球类课可通过改进教学目标、优化教学内容、丰富教学方法、改革传统考核模式、强化实践以及改变成绩评价体系等方式实现课程教学的改革。
