In H.264, computational complexity and memory access of deblocking filters are variable, dependent on video contents. This paper proposes a VLSI architecture of deblocking filters with adaptive dynamic power, which avoids redundant computations and memory accesses by precluding the blocks that can be skipped. The vertical and horizontal edges are simultaneously processed in an advanced scan order to speed up the decoder. As a result, dynamic power of the proposed architecture can be reduced adaptively (up to about 89%) for different videos, and the off-chip memory access is improved when compared to previous designs. Moreover, the processing capability of the proposed architecture is in particular appropriate for real-time deblocking of high-definition television (HDTV, 1920× 1080 pixels/frame, 60 frames/s video signals) video operation at 62 MHz. Using the proposed architecture, power can be reduced by up to about 89% and processing time by from 25% to 81% compared with previous designs. 相似文献

近些年来,中亚因其丰富油气资源和独特地缘战略地位引发了激烈的大国博弈,揭示和探究中亚能源地缘政治格局的演变过程对于理解全球能源格局变化、各国对中亚战略调整和制定中国利用中亚能源的对策具有重要意义.本文在阐释中亚油气资源及其在全球能源格局中地位的基础上,以中国在中亚能源地缘政治格局演变的力量变化为主线,并结合各国对中亚能源的争夺,对中亚能源地缘政治格局的演进过程进行了分析,将其划分为四个阶段,刻画了各演进阶段的地缘政治格局特征和各国对中亚能源的争夺局势,阐释了中国对中亚能源的利用状况以及中国力量在格局演变中的变化.最后,从中亚能源出口国、进口国和输送过境国三个方面探讨了中国对中亚能源地缘政治格局演变的影响,并提出了中国的应对策略. 相似文献

This paper advances a framework for making rudimentary need, impact, and cost–benefit assessments of municipal high-growth high-tech entrepreneurship policy. The framework views ecosystem support organizations like accelerators, incubators, and hubs as components in a city’s venture pipeline. A component’s pipeline size, raise rate, and cost per raise measure its performance. In total, the framework consists of eight objective and reproducible measures based on quantities and qualities of venture capital investment and 16 definitions of related terms-of-the-art. These measures and definitions are illustrated in 26 real-world policy examples, which assess initiatives in Houston and St. Louis over the last 20 years. The examples reveal an enormous variation in welfare effects, and some policies appear welfare destroying. Many non-profit organizations claim success (and win awards and acclaim) using non-standard measures despite performing at less than half benchmark levels. Policy cartels, which control startup policy in many U.S. cities, also engage in non-market actions to protect their rents. 相似文献

长输油气管线的修建对于沿线地区的资源及其环境具有的一定的破坏作用。本文应用环境经济学的方法如市场价值法、恢复和防护费用法等方法,评价修建油气管道对环境资源影响的经济损害程度。以陕-甘天然气输气管道为例,从农作物产量损失、林地和草地资源的损害、水土流失损失以及沙漠化对土地资源的损害4个方面评估了修建该管道对资源的经济损害。结果表明,管道施工对林业资源和土地资源的危害程度最大,影响力也比较长久。同时也表明传统的环境影响评价方法容易忽视管理工程对资源环境影响的潜在因素,往往低估了对资源环境的经济损害程度,这对于环境资源的保护与恢复是极为不利的。 相似文献
