Foreign aid and inclusive education in the Pacific island nation of Kiribati: a question of ownership

ABSTRACT

This study examines the influence of foreign aid and local ownership in the introduction of inclusive education in Kiribati. The data reported in this paper were collected through interviews with key local stakeholders and these data are part of a larger study. Data were analysed under the major theme of ownership, and were grouped into the four sub-themes of: local responses to inclusive education initiatives; support for inclusive education principles; local attitudes regarding the contribution of Australian Aid; and, sustainability with or without aid support. The results indicate that a positive commitment towards inclusive education is emerging and that Australian Aid provided essential advocacy for children with disabilities in Kiribati through direct management of initiatives by the expatriate administered Kiribati Education Facility. Inclusive education initiatives remain dependent on Australian Aid for direction and sustainability. Sustainability of inclusive education initiatives in Kiribati will depend on continued development of local ownership including community support and commitment by the Government of Kiribati, particularly budgetary support.     

贫困大学生教育援助探究

现有的贫困大学生教育援助措施主要是针对贫困生的经济状况及由此引起的心理问题和就业问题制定的,这些措施在解决贫困生问题上只是治标而未能治本,要彻底地解决贫困生问题除了解决整个社会公平问题外,更重要的是在帮困的过程中提升贫困大学生的能力,做到帮困、助学、助人相结合。因此,要有能综合解决贫困生经济、心理、能力和就业问题的创新制度。     

浅谈法律援助与司法救助衔接机制的确立

法律援助和司法救助是公民权利保护的两项重要的制度,但是由于种种原因,司法行政机关的法律援助和法院的司法救助没有很好地衔接。不但影响法律援助功能的充分发挥,也使司法救助受到很大影响,使受援人得不到全面、高效的法律帮助。鉴于此,本文试从法律援助与司法救助的发端、异同、不衔接等方面来探讨如何确立法律援助与司法救助的互相衔接机制。     

Utilizing Federal Funds for Experiential Education: The Job Location and Development Program

The way in which the government defines financial need does not always account for the individual decisions families make when sending a student to college. Many students who do not qualify for federal financial aid must still pay for part of their educational expenses, and need a part-time job in order to do so. The Job Location and Development (JLD) program was designed to help these students find the employment they need, to pick up where federal work study leaves off. Since 1979, the MU Career Center and the Office of Student Financial Aid at the University of Missouri–Columbia have together operated a JLD program on campus that, since its inception, has helped more than 25,000 students find employment while in school. Those employment opportunities serve to not only assist students in funding their education, but also to provide students the opportunity to learn about themselves—their strengths and weaknesses, their career interests, perhaps what major they ought to choose—as well as valuable skills they can use after graduation.     

社会转型期建立社会互助子系统的对策研究

在社会转型及非单位化的社会发展新形势下，社会互助子系统的社会保障功能不断扩张，逐步承担了国家和单位转移的许多社会功能，在社会保障体系建设中发挥着越来越重要的作用。文章对建立社会互助子系统的必要性和构成主体作用发挥情况进行了深入分析，并提出建立多方位、多层次的社会互助子系统的对策建议。     

Using texting to nudge urban public school students to and through college

Abstract

This study investigates how a network of New York City public schools use texting to increase enrollment and persistence in college. Text messages include tips and reminders to fill out the Free Application for Federal Student Aid as well as college tips. Our multiple regression results suggest that although when the texting began did not appear to matter, the texting program increased enrollment and persistence in college. In addition, response rates were positively associated with enrollment and persistence. Finally, we find that the content of the messages themselves as well as individual characteristics affected response rates.     

高师开设"教育辅导"课程的思考

心理健康目标的实现只有学校配备心理专家才能完成 ,依靠学校全体教师进行心育只能流于形式 ;教育辅导是社会发展对学校教育的必然要求 ,它能有效地实现心理健康的部分目标 ;教育辅导的内容与学校教育内容有较强的通融性、理解性 ,师范教育具有开设教育辅导课程必要性与可能性。     

浅析高等学校在国家助学贷款中的责任范围

目前国家助学贷款实施过程中，存在着银行要求高等学校承担一定的连带责任而学校不愿承担的问题。究其原因，这是由于国家助学贷款中的几个主体——政府、银行、高校、学生之间的权利与责任界定不清晰所致。从高等学校的功能和权利义务对等两个角度对问题的成因进行分析，有助于廓清高等学校在国家助学贷款中的责任范围，并提出解决问题的政策建议。     

对中小学计算机辅助教育管理的思考

从实施前期审查、更新管理观念、注重管理过程性和随机性、建立激励机制、改革评聘制度等方面论述了计算机辅助管理在中小学计算机辅助教育教学中的重要性。     

欧盟对非洲的援助简述

欧盟对非洲的援助经历了一个长期的过程．期间又出现几个不同的时期。本试图以时间为序,通过回顾欧盟成立前欧共体国家对非洲的援助,对比分析欧盟成立后对非洲援助的战略、援助方式和现阶段对非援助的特点,对欧盟援非前景做出预测。
