This article gives the background to the introduction of a statutory system of staff appraisal in schools in England. It explains and provides insights into the various stages of the appraisal process from a management perspective. It begins from the premise that a manager is responsible for the performance of staff which he or she manages. The article relates the experiences of one large comprehensive school in its first year as a member of a pilot Local Resource Management (LRM) scheme. It considers some of the difficulties, the training implications and some of the advantages and disadvantages which have already come to light. Through two school case studies in Cyprus, in this paper I explore the role of small internal collaborative networks in promoting school improvement. The analysis of the two cases revealed a series of interrelated themes which indicated issues related to school improvement, and actually, it provided evidence that small internal collaborative networks could contribute to school improvement. This contribution was related to the development of interest in the learning of children coming from vulnerable groups, to the creation of conditions for more effective leadership and management within the schools, and to changes in the culture of the schools.  相似文献

The importance of strategic planning in education has been increasingly recognised but observations of school principals have shown that little time is apparently devoted to reflective planning. This case study of a secondary college principal, aimed to discover if the reflective practitioner exists by extending non‐participant observation to include the content and timing of a principal's thinking periods. The evidence from observation was also used to find out if planned strategies were translated into actions.  相似文献

While educational leadership and management has experienced impressive development over the last three decades the fact that a robust comparative branch of the field has failed to emerge is equally conspicuous. This article builds a case for comparative and international educational leadership and management, arguing that the development of conceptual frameworks and instrumentation are imperative if the field is to keep abreast of globalisation of policy and practice. Accordingly, a conceptual framework is described and justified based on a cultural and cross-cultural approach focusing on the school level as the baseline unit for analysis. Specifically, the proposed framework is architectured around the interrelationship between two levels of culture, societal and organisational, and four elements comprising schooling and school-based management, namely, organisational structures, leadership and management processes, curriculum, and teaching and learning. Finally, limitations and implications of the model are discussed, including the need for the framework to be operationalised by developing appropriate research instruments.  相似文献

The paper argues that in respect of the day‐to‐day work activities required in being a headteacher, and in the work relationships involved in running schools, the occupational culture of headship has changed fundamentally. Using the accounts of 20 headteachers, interviewed in respect of their career histories in 1990 and followed up by means of a postal questionnaire in 1992, the paper illustrates the changes experienced and identified by this group of heads. It is argued that a new headteacher is required; that aspects of educational leadership have diminished dramatically in the work culture of headship.  相似文献
