Measuring the Quality of Contributions of Saudi Authors to LIS Journals Using Journal Impact Factor (JIF), SCImago Journal Rank (SJR), and Google Scholar Metrics (GSM)

This research study evaluates the quality of articles published by Saudi and expatriate authors in foreign Library and Information Science (LIS) journals using three popular metrics for ranking journals—Journal Impact Factor (JIF), SCImago Journal Rank (SJR), and Google Scholar Metrics (GSM). The reason for using multiple metrics is to see how closely or differently journals are ranked by the three different methods of citation analysis. However, the 2012 JIF list of journals is too small, almost half the size of the SJR and GSM lists, which inhibited one-to-one comparison among the impact factors of the thirty-six journals selected by Saudi authors for publishing articles. Only seventeen journals were found common to all the three lists, limiting the usefulness of the data. A basic problem is that Saudi LIS authors generally lack the level of competency in the English language required to achieve publication in the most prominent LIS journals. The study will have implications for authors, directors, and deans of all types of academic libraries; chairmen and deans of library schools; and the Saudi Library Association. Hopefully these entities will take necessary steps to prepare and motivate both academics and practicing librarians to improve the quality of their research and publications and thus get published in higher ranked journals.     

基于层次分析和移动窗口方法的济南市建设用地适宜性评价

快速城市化使城市建设用地快速增长,但城市土地资源的有限性要求城市土地必须集约利用和合理开发,以实现城市可持续发展.进行城市建设用地适宜性分析有助于优化城市土地配置.本文以济南市为例,应用SPOT和ALOS高分辨率遥感数据进行土地利用解译与分类,基于ArcGIS、Fragstats软件平台,采用层次分析(AHP)与移动窗口相结合的方法,将景观指标融入建设用地适宜性评价因子中,并结合城市土地利用的自然和其他限制因子,对济南市2004年城市建设用地的适宜性进行了评价和等级划分,最后利用2009年土地利用现状图对评价结果进行有效性和可靠性分析.评价和分析表明,2004年适宜于城市建设用地的区域主要分布在城市中心以及东西部区域,2009年新增加的建设用地分布范围与2004年适宜性评价结果大致吻合,评价结果具有一定准确性和实用性.研究结果可为城市建设用地增长管理提供参考依据和决策支持.     

Five Challenges Confronting Library-Related Research and Researchers

Instead of presenting a research agenda, this article identifies five challenges of importance to anyone conducting research or wanting to use the results for planning or decision-making purposes. Four general areas that, over time, library researchers have often examined are viewed in terms of these challenges. Coping with these challenges is important as the profession continues to produce theoretical and action research.     

Stealing meanings – does measuring quality in the arts mean imposing cultural values?

ABSTRACT

An examination of the community youth theatre practice of two groups of culturally and linguistically diverse emerging artists from refugee backgrounds reveals the importance of ‘messages’ in their work and the strong connection to social context. This connection is illustrated by comparing the emerging artists’ perception of the meaning of their art-making (in terms of cultural representation and identity politics) to community audiences’ response to performances. This complex social dynamic is contrasted with the growing practice of using of standardised categories and metrics in an attempt to quantify the value of such arts practice. This approach is problematic because it imposes cultural values on communities and can distort the meaning of community arts performances reducing their social value. The concept of intrinsic value is analysed in relation to the current theoretical discourse on this subject and the criteria used for measuring it are scrutinised and critiqued. The article argues for the importance of allowing community audiences to respond to performances in their own terms because this is integral to the process of how meaning is generated through performance.

Getting the Measure of Measurement: Global educational opportunity

Abstract

Although measurement is widely misused in education, it is indispensable in addressing the problems of injustice in global educational opportunity. Considering how the case can be made for legitimate use of measurement in normative analysis and argument, we explore ways in which metrics have featured in the formulation of theories of justice, with particular attention to resourcist and capabilities approaches. We then consider three means of addressing global inequality and defend a reconstruction of the public sphere in which objective measures of justice, deliberatively constructed, could supersede prevalent assumptions about measurement.     

Examining the influence of international large-scale assessments on national education policies

This paper examines whether, to what extent, and how international large-scale assessments (ILSAs) have influenced education policy-making at the national level. Based on an exploratory review of the research and policy literature on ILSAs and two surveys administered to educational policy experts, researchers, policymakers, and educators, our research found that ILSAs, with their multiple and ambiguous uses, increasingly function as solutions in search for the right problem – that is, they appear to be used as tools to legitimize educational reforms. The survey results pointed to a growing perception among stakeholders that ILSAs are having an effect on national educational policies, with 38% of respondents stating that ILSAs were generally misused in national policy contexts. However, while the ILSA literature indicates that these assessments are having some influence, there is little evidence that any positive or negative causal relationship exists between ILSA participation and the implementation of education reforms. Perhaps the most significant change associated with the use of ILSAs in the literature reviewed is the way in which new conditions for educational comparison have been made possible at the national, regional, and global levels.

论文层面指标（ALMs）是信息学和科学学领域的前沿课题,主要适用于单篇论文的影响力测度,具有重要的理论价值和应用领域。利用文献调研和内容分析等方法对ALMs研究动态进行解读与评价。研究认为：ALMs是一个较为复杂的影响力指标集合,国外较为成熟的4种工具都有其自身的优缺点和特色,尚未形成一致认可的、标准化或权威性的评价方案。从实证案例的分析结果可知,ALMs的可信度和有效性有待进一步提升。

面向对象系统进展过程的测度方法研究

软件测试方法用于测量系统开发过程中的软件质量。本文提出了测量面向对象系统进展过程的三种测度方法，系统设计不稳定性（SDI），类实现不稳定性（CII）和系统实现不稳定性（SII）。这些测度方法的结果有助于实时调整工程计划。此外，还对测度方法的应用提出了几点设想。
