Semiotic Principles for Metadata Auditing and Evaluation

Metadata auditing is a common practice used to assess quality by drawing on a selection of documents to create a representative sample of the corpus. This article examines common techniques involved in auditing and argues that underlying semiotic principles should be considered before remediation and transformation work are undertaken. This article provides an inquiry into the structural nature of metadata, records, and corpora to analyze the semiotic processes and boundaries that can affect audits. Suggestions for effective auditing practices are offered as well as what can be obfuscated when transformations are undertaken without concern for the sign-functions of metadata.     

Developing Standards for Emerging Forms of Assessment: The NISO Altmetrics Initiative

New types of calculation methodologies, called altmetrics, which is short for alternative metrics, are increasingly being used to measure and analyze the scholarly communication networks of researchers, librarians, publishers, and funding organizations. By applying altmetrics to emergent online forums like Twitter, Academia.edu, Mendeley, and ResearchGate, studies have shown that early measures of social attention to a work or body of work can be correlated with later usage and citation statistics to predict the diffusion and impact of research output. However, standards for altmetrics are needed to build confidence and trust among the information community.     

基于学科规范引文影响力与同行评议相关性的科学评价实证研究

[目的/意义]分析学科规范引文影响力在科学评价中的可行性及其与同行评议的相关性,为负责任计量及以其为支撑的同行评议提供借鉴。[方法/过程]选取F1000以及InCites平台,将29 850篇细胞生物学文献、30 326篇生物技术文献的CNCI （学科规范化引文影响力）与被引频次进行相关分析,对其中956篇细胞生物学论文的CNCI与F1000分值进行斯皮尔曼相关系数检验。[结果/结论]研究结果表明,从统计学视角看CNCI与被引频次呈高度正相关,与F1000分值呈显著正相关,同时亦存在二者相悖的情形。因此,CNCI在一定程度上能够反映同行评议结果、能代偿实施学术影响力归誉的功能,并适用于跨学科比较;但同行评议或CNCI单独作为科学评价标准都会有失偏颇,以CNCI为代表的新一代负责任计量指标为支撑的同行评议将成为未来科学评价的主流。     

Integer Linear Programming for Constrained Multi-Aspect Committee Review Assignment

Automatic review assignment can significantly improve the productivity of many people such as conference organizers, journal editors and grant administrators. A general setup of the review assignment problem involves assigning a set of reviewers on a committee to a set of documents to be reviewed under the constraint of review quota so that the reviewers assigned to a document can collectively cover multiple topic aspects of the document. No previous work has addressed such a setup of committee review assignments while also considering matching multiple aspects of topics and expertise. In this paper, we tackle the problem of committee review assignment with multi-aspect expertise matching by casting it as an integer linear programming problem. The proposed algorithm can naturally accommodate any probabilistic or deterministic method for modeling multiple aspects to automate committee review assignments. Evaluation using a multi-aspect review assignment test set constructed using ACM SIGIR publications shows that the proposed algorithm is effective and efficient for committee review assignments based on multi-aspect expertise matching.

[目的/意义] Altmetrics诞生十周年之际，对其前期发展情况进行总结，有助于推动其往积极方向发展。[方法/过程] 利用文献计量方法进行量化研究以展现Altmetrics领域的总体研究和发展情况；从术语变迁、定义等方面揭示其内涵；提出三种理论假说寻求Altmetrics存在合理性的理论支撑；划分不同阶段梳理其发展程度；分析它与其他学科的关系以明确学科属性及价值。[结果/结论] Altmetrics为计量学提供了一种新思维、新方法；开放科学假说、数字学术假说和学术传承假说符合新环境Altmetrics发展的新特点，有效支撑了Altmetrics的存在与发展；Altmetrics发展迅速，但现阶段处于发展初期，且国内外发展程度存在差异；在辨析与其密切相关学科之间关系的基础上，认为需推动Altmetrics自身学科纵深发展以及加强跨学科的合作研究。     

Surviving to Thriving: Advancing the Institutional Mission

ABSTRACT

Academic research libraries can employ several approaches to advance the institutional mission. First, libraries can shift from goals focused on collections and traditional library services and instead align with their campus academic plan and an emphasis on supporting the institution's strategic initiatives. A second approach is for libraries to modify their organizational structures from being function-based on the tasks that traditional libraries performed (e.g., public services, technical services, collection development) and move instead toward organizational units that directly support their university's missions (e.g., undergraduate education; graduate and professional education; research, scholarship, and creative activity; and public engagement). The key is to have library staff engaged in work that contributes to vital institutional outcomes such as student success and faculty research productivity. Academic research libraries should also continue to work towards an assessment program that demonstrates the value of the academic research library in providing quality services that advance the institutional mission.     

Living the Future: Organizational Performance Assessment

ABSTRACT

Organizational performance assessment is a practice-based framework that builds on the synergy between planning and assessment, and results in the discernment of impact and value. It promotes a set of practices that enables the library to effectively integrate planning, strategy, performance, assessment, and organizational development in order to advance the parent institution's mission. This article discusses some foundations of organizational performance assessment, useful practices, and examples from libraries that are “living the future.”
