欧盟一体化进程中的移民政策及其效用

“二战”结束后,英法等国领导人为和平发展而创建了欧共体,其中关于统一关税、市场开放和经济合作等方面的规定,为欧盟一体化奠定了基础。在欧盟形成和发展过程中,尽管各国围绕内部边境开放、人口流动和外围边境控制等问题反复争论,延缓了移民政策体系的形成,但各国在求同存异的前提下最终签署了许多合作性条约与协议。当这些重大文件付诸实践后,其总体效果参差不齐,成员国之间的人员流动比例与规模有限。第三国移民平等权因形形色色的歧视而毫无保障。这意味着欧盟国家同化外来移民的任务任重道远,在控制外来移民方面仍面临着艰巨的挑战。     

移民与东江客家文化形成初论

根据移民与族群及其文化形成的相互关系,阐述东江客家文化是历次中原移民南下,与土著文化相结合的产物。其中秦代进军岭南,东江作为首途之区,产生客家先民;东晋南朝移民,孕育了客家文化;宋元移民高潮,以主客户比例变化,共同经济模式和共同心理素质,以及客家方言的形成等为标志,显示东江客家及其文化个性定型成熟,与梅江客家一起出现在岭南文化版图上。

生存环境是一个民族赖以生存发展的基本条件.甘南牧区生态保护和建设工程是生活在这一区域的各民族特别是藏族发展进程中的重大事项,它对藏族千百年沿袭下来的生产和生活方式的改变将产生十分重大的影响.随着生态移民工程的实施,甘南牧区生态移民在生产生活方式、思想观念等方面发生着巨大变化,文章试图运用社会融合、社会距离等理论就生态移民各方面发生的变化和由此带来的问题予以解析,以便为生态移民更好地融入迁入地新的生活环境提供一定的借鉴.     

生态移民区家校协同中的失范行为与调节——以宁夏为例

协同教育作为一种新的家校协作教育理念,被视为未来教育的方向。通过实证调查与日常观察,对当前制约农村家校协同教育顺利发展的失范行为进行归纳分析,从农村家庭教育与学校教育协同发展的本质内涵出发,对农村家庭教育与学校教育两者间主体地位失衡、家庭教育与学校教育两者间协同内容狭窄、家庭教育与学校教育两者间评价规范失实等各种阻碍家校协同教育发展中各种失范行为进行剖析,并提出针对性意见与策略,以期完善家校协同教育的发展机制。     

Documenting Russian and Eastern European Immigrant Culture in American Manuscript Repositories: Private Philanthropy Archives

SUMMARY

The archives of private philanthropic organizations provide information about the history of immigration into the United States via documents related to the foundations' sponsorship of research, social, and educational programs aimed at absorbing a large number of newcomers. In addition, when U.S. foreign policy or world events stimulated philanthropic activities relating to the immigrants' country of origin, foundations reached out for support from existing ethnic communities in the U.S., or for expertise from individual émigré scholars. The records of Carnegie Corporation of New York and of Carnegie Endowment for International Peace from the first half of the twentieth century illustrate the use of private philanthropy archives for scholarly research into the history of Eastern European immigration to the United States.

苗族原是生活于黄河下游和长江下游之间的民族,史称“九黎”;夏商周时被迫迁于长江中下游一带,被称“荆蛮”;秦汉至唐,被称为“武陵蛮”、“五溪蛮”;史载唐代已有苗族居于滇东南,并向南诏提出“立边城自为一国”;明清时期苗族被迫大量徙滇,支系繁多,受制于所在地主要民族,没有独立的经济区域,居地分散.截到1954年,人口在5000人以上的有15个市县;人口在1000人以上的有34个市县.从上述市县所处的区域看,居滇苗族主要分布在滇东南,滇东北次之,再接下来就是滇西.     

Legitimising inequality? The governance of ‘Others’ through participatory initiatives in schools

This article discusses how the call for families’ active participation in school can be understood as a form of regulatory act producing neoliberal subjectivities based on responsibility, entrepreneurship and rational calculation. The analysis draws on the results of two projects aiming to improve the relationship between families of Spanish Roma and immigrant background and the school. Results suggest that the idea of participation is presented as an element for the transformation of the schools. Nevertheless, the programmes are implemented without questioning the power structure present in school, and so put even more responsibility on the families, and make more visible their supposed deficits. Approaching participation as a key feature of neoliberal governmentality, our analysis highlights how these participatory initiatives foster a type of assimilationist diversity approach and legitimise the existing status quo in schools.     

An Audio-Visual Approach to the Spanish Transition

Tele-revista was a biweekly Swiss television broadcast for Spanish immigrants living in Switzerland. It dealt with labour and migration-related issues in Switzerland, information about Spanish cultural manifestations, political rights and interviews with committed immigrants and key figures of Spanish politics in transit on Swiss soil. First aired in 1973, in the final years of General Franco's authoritarian regime, the TV magazine, initially broadcast on the three Swiss TV channels, is an unique source of the Spanish transition to democracy, seen through the eyes of Swiss TV-makers with the collaboration of some Spanish journalists. Tele-revista was aimed for a better integration of Spaniards within Swiss society, who were considered worse integrated than the Italians. The paper pursues to present a general portrayal of the broadcast with a special attention to the years of the Spanish transition to democracy by means of focussing on the information about social, cultural and political issues.
