Deliberating International Science Policy Controversies: Uncertainty and AIDS in South Africa

International science policy controversies involve disputes over cultural differences in the assessment of knowledge claims and competing visions of the policy-making process between different nations. This essay analyzes these dynamics in the recent controversy surrounding AIDS policy in South Africa. It develops the notion of an epistemological filibuster, an appeal to uncertainty in order to delay policy implementation, and shows the key role it played in producing an argumentative stalemate between President Thabo Mbeki and Western orthodox AIDS scientists that threatened millions of HIV-positive South Africans.     

The impact of HIV/AIDS on primary education in Botswana: educating children as agents of change

HIV/AIDS can no longer be regarded solely as a public health issue as its impact extends well into all spheres of life, sectors of society and levels of the education system. This paper argues that not only is it paramount to draw on children's understanding of the impact of AIDS on their lives, but it is equally important to draw on their solutions in order to foster their agency. Using the ‘draw and write’ methods, this research explores children's perception of the impact of HIV/AIDS and their understanding of the capabilities needed in order for them to become active change agents. The findings indicate that short-term intervention programmes are insufficient in curbing the HIV trends and in mitigating its impact. The authors argue that there is now a paramount need to re-evaluate the role and goal of education to allow it to serve as a prophylaxis for HIV/AIDS.

目的、方法：通过回顾襄阳市艾滋病防控工作历程,分析该市艾滋病流行特点和防治的现状、存在的问题和对策。结果：襄阳市艾滋病疫情涉及面广,有明显的地域聚集性,发病和死亡者逐年增多,传播模式已转为性传播为主,流行因素广泛存在,防治形势依然严峻。襄阳市认真贯彻落实科学发展观,坚持预防为主,强化宣传教育,加强监测监管,提倡人文关怀,实施综合治理,艾滋病防治工作取得比较显著的成绩,有效遏制了艾滋病疫情快速增长的势头。结论：现阶段艾滋病防治工作还需要加大经费投入,完善工作机制,加强能力建设,加大关怀力度,强化宣传教育,全面提高襄阳市的艾滋病防治能力。

在当代泰国,旅游业逐渐成为经济发展的重要支柱。为了吸引游客刺激经济的发展,公开的或隐蔽的性交易迅速泛滥开来,卖淫被看作是一种可接受的职业。泰国的性旅游业多年来持续不衰,从而为泰国带来了巨大的经济效益,创造了大量的外汇收入,但很多外国游客到泰国是为了寻花问柳,随之带来了致命的艾滋病。艾滋病的蔓延给泰国的社会环境造成了不同程度的污染,对经济发展与社会繁荣构成了严重威胁。

当前，歧视艾滋病感染者已成为社会乃至整个世界的一种普遍现象。本文通过对歧视艾滋病感染者的行为表现及原因的分析，辨证地评价这个问题产生的风险，并就如何解决对艾滋病感染者的歧视和如何控制艾滋病的传播等问题提出一些相应的对策与建议，使大众加深对艾滋病患者的理解，并能够洁身自爱，远离艾滋病的侵扰。     

A Study of the Relationship Between Child Care Providers' Use of HIV/AIDS Information Sources, Knowledge of HIV/AIDS, and Attitudes Toward Caregiving Policies

The human immunodeficiency virus (HIV), the virus that leads to acquired immunodeficiency syndrome (AIDS), has been a part of American society for over two decades. Today, HIV/AIDS touches all demographic groups, including young children. It is for this reason that child care providers need to be informed about HIV/AIDS and related policies that impact their work with young children. The purpose of this study was to examine child care providers' use of different HIV/AIDS information sources in relationship to their knowledge about HIV/AIDS and their response to common childhood behaviors and classroom situations involving an HIV-infected child. Results suggest that different types of information sources are associated with different aspects of providers' knowledge about and response to pediatric HIV/AIDS. Implications for the planning and delivery of HIV/AID training involving child care providers are discussed.

目的了解泰州师专学生艾滋病相关知识知晓情况，以便为开展学校艾滋病健康教育提供依据。方法随机抽取泰州师专在校学生159名，采用匿名问卷形式现场调查。结果学生对艾滋病相关知识的总体知晓率为82．35％，男女生无明显差别。结论部分学生对艾滋病相关知识认识不足，应进一步加强学校艾滋病健康教育工作。
