中美政府CIO制度比较及对我国的启示

美国是最早实施政府CIO制度的国家之一,也是世界上政府CIO制度发展最为成熟的国家。通过建立政府CIO制度,美国的电子政务项目取得了显著的效果。本文通过将我国与美国政府CIO制度进行比较,分析我国目前在政府CIO制度中的不足,并从中得到许多有益启示。

Educational Research for Policy and Practice in Japan – With Particular Reference to Youth Education

Based upon the Fundamental Law of Education, Japanese school education system has long been a source of pride for the country as a result of the high school participation rate, the homogeneity of compulsory education throughout the country. However, the confidence of the people in its schools is now showing severe signs of strain and fatigue. In recent years, there have been many reports about the growing seriousness of a number of educational problems having to do with young people in their childhood and adolescence. Since the mid-1970s, a number of problems have been highlighted. They include violent behavior, juvenile crimes, bullying, refusal to attend school, dropping out at secondary level of education, and corporal punishment. Against the above background, based on recommendations from such advisory bodies as the Central Council for Education and the National Commission on Education Reform, the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) has adopted a range of policies and launched a series of educational reform programmes. For instance, what is called “Rainbow Plan”, based on the final report submitted by the National Commission on Education Reform, provides the country with basic guidelines for the educational reform in the near future. Roles of educational research for making policies have been of significance. Research initiated by the National Institute for Educational Policy Research (NIER) and the National Federation of Educational Policy Research Institutes (NFERI) is an example of contributions to the development of educational qualities in the country. Shifting codes: education or regulation? Trainee teachers and the Code of Conduct and Practice in England

In 2009, the General Teaching Council for England (GTCE) introduced a revised Code of Conduct and Practice (2009) for registered teachers. The code also applies to all trainee teachers who are provisionally registered with the GTCE and who could be liable to a charge of misconduct during their periods of teaching practice. This paper presents the results of a small-scale piece of research that utilises Q-methodology to ascertain trainee teacher alignment with the code. Our research concludes that trainee teachers in the sample have a high degree of homogeneity in relation to prioritising specific areas of the code, namely those pertaining to ethical behaviours. They do not prioritise those areas of the code relating to classroom-based skills which they have yet to develop. The paper questions the efficacy of a code which represents an aggregate of a code of conduct, a code of ethics and a set of standards for practice.     

Assessing the Library Homepages of COPLAC Institutions for Section 508 Accessibility Errors: Who's Accessible,Who's Not,and How the Online WebXACT Assessment Tool Can Help

ABSTRACT

The Council on Public Liberal Arts Colleges (COPLAC) libraries websites were assessed for Section 508 errors using the online WebXACT tool. Only three of the twenty-one institutions (14%) had zero accessibility errors. Eighty-six percent of the COPLAC institutions had an average of 1.24 errors. Section 508 compliance is required for institutions receiving federal funding. While this study shows the need to correct the existing errors, the low error rate shows that COPLAC institutions have generally been conscious of accessibility standards and are working toward achieving fully accessible websites. Studies of the connections between average accessibility errors and the geographic locations of these institutions, the amount of federal funding received, and size were inconclusive. The main aim of the study is to demonstrate the need to check library websites using the free WebXACT tool. This tool offers suggestions for accessibility that should serve to decrease the number of pages that are inaccessible to patrons.

Web Accessibility Assessment of Urban Public Library Websites

In an age of ubiquitous information and communication technologies, urban public libraries are some of the only places to provide free Internet access for all members of the community regardless of ability or disability. This study provides a website accessibility assessment of the 127 U.S. public library members of the Urban Library Council, using the World Wide Web Consortium’s Web Content Accessibility Guidelines to establish the level of Web readiness of urban public libraries to meet the needs of individuals with disabilities. Findings suggest these libraries require additional and ongoing maintenance to be digitally inclusive.
