Public service broadcasting,children’s television,and market failure: The case of the United Kingdom

Domestically produced children’s television is frequently highlighted as both an area of market failure, and also as an area where children’s changing consumption habits necessitate new and different ways of thinking about funding children’s content across a range of platforms. In the light of a recent U.K. proposal to set up a Public Service Content Fund to support “genres” under threat, including children’s programming, this article considers how you fund diverse high-quality children’s content in a more challenging media environment where children’s content is arguably still a market failure “genre.” The first part of the article provides context by outlining the market failure characteristics of children’s content as a framework for analyzing the validity of market failure arguments across a range of platforms. It then investigates the causes of perceived market failure in the U.K. children’s television production market. The final part examines the implications of recent U.K. policy responses to provision for children that seek to address market failure through (1) the possible introduction of a contestable fund for public service content; (2) more stringent obligations on the British Broadcasting Corporation; and (3) the re-imposition of quotas on commercially funded public service broadcastings (ITV, Channel 4, Five). Drawing on regulatory and stakeholder responses, it concludes that attempts to overcome market failure in U.K. children’s television appear unsuited for funding the longer-term curation, distribution, and discovery of new types of content on platforms other than broadcasting.

Part of imperial communications

From 1934 to 1941, three British-governed radio stations were established in the Middle East: Egyptian State Broadcasting (ESB) in Cairo (1934), the Palestine Broadcasting Service (PBS) in Jerusalem (1936), and the Near East Broadcasting Service (NEBS) in Jaffa (1941). These three stations were modeled on the BBC and run as colonial or imperial stations—but they were also considered national stations. As a result, they operated as hybrid entities with overlapping and sometimes conflicting mandates. Through the three case studies—a contentious hire at the ESB, the PBS' ‘Jerusalem Direct News Service’, and the NEBS' Islamic broadcasts—this article charts the evolving relationship between Great Britain and its Arab-world radio stations, examining these three stations in tandem tension between national and regional broadcasting mandates, as well as the challenge that managing each station raised for British officials in the UK and in-country. It moves away from a focus on the disembodied spheres of ideology and propaganda, and toward the messy administrative decisions that reflected British officials' on-the-ground efforts to navigate the administrative control and programming decisions in the perplexing world of semi-independent radio broadcasting stations in the Middle East. It closes by noting that while UK-based British officials saw these three stations as operating under the aegis of British governance and on the model of the BBC, the ESB and the PBS, in particular, reflected and projected not a British imperial identity but an Egyptian and a Palestinian nationalist one.     

Finding Democracy in Spain

Between General Franco's agony (October/November 1975) and the constitution's approval (December 1978), European media reported intensively about the democratisation process in Spain. The present paper deals with its examination through the Radio della Svizzera di lingua italiana broadcasts. As the only Swiss Italian-speaking broadcaster, it tried to provide in-depth information and opinion on a country whose solid ties with Switzerland were based on economy, migration and tourism. The study of this non-commercial radio allows us to determine the way the democratisation was approached and portrayed for a Swiss audience and offers a genuine case for transnational historical research.     

Associated Canadian Theological Schools: Building an Online Graduate Information Literacy Course Without a Blueprint

SUMMARY

Associated Canadian Theological Schools is a graduate seminary consortium affiliated with Trinity Western University. Since its beginning in 1988 it has had a required one credit research course as a prerequisite for all programs. Several factors demanded the creation of an online version of the course as an alternative to the ongoing live course, but the literature on graduate level for-credit information literacy courses was sparse, and for online courses of this type was virtually non-existent. A process of trial and error since the online course's inception in 2000 has created a more mature offering that now meets the desired criteria for education that is learner-focused and interactive, with a priority on skill development through assignments using student-selected topics. While several hard lessons have had to be learned, the course is achieving its desired ends.     

Conservation from conception: Commissioning an installation by Cai Guo-Qiang

Over a period of six years, the Queensland Art Gallery / Gallery of Modern Art and Chinese artist Cai Guo-Qiang developed and realized the major art installation Heritage (2013). The artwork comprises 99 life-sized imitation animals congregating at a waterhole and covers 1104 m² of floor space. This paper reviews aspects of the commission, construction, and completion of Heritage – a very large-scale, technically complex contemporary installation. From commission to acquisition, the project was a highly collaborative undertaking and is an interesting example of unconventional conservation. This paper, written from curatorial and conservation perspectives, describes this cooperative endeavour.
