大数据时代,信息安全保障能力的提升与制度体系的完善,是世界各国奋力攀登的制高点和国家战略。本文运用文献分析法、比较分析法,对中外信息安全保障概念、立法原则及其法律制度的演化路径进行深入分析。信息安全保障是大安全观下对信息内容安全、数据安全、物理安全、网络安全和信息基础设施安全等的积极防御措施;其法律制度建设正在由分散走向统一,由单纯立法走向“立法与实施机制”并进;其保障体系正在形成一个由技术、管理、法制、文化等多元素、跨国跨区域、全方位的主动积极防御整体联动框架。中国特色的国家安全体制机制,以及“总体安全观”下以《国家安全法》为基准的信息安全法律体系正走向健全与发展之路;新型信息安全保障体系的构建正在成为前沿课题。图2。表5。参考文献105。 相似文献

Librarians in Sweden are facing huge challenges in meeting the demands of their organisations and users. This article looks at four key areas: coping with open science/open access initiatives; increasing demands from researchers for support doing systematic reviews; understanding user experiences in Swedish health science libraries; and the consequences of expanding roles for recruitment and continuing professional development. With regard to changing roles, there is an increasing shift from the generalist towards the expert role. Academic libraries have always strived to be purposively involved in the university's mission attainment efforts. Today, the increase of retention levels is paramount, and, in many cases, it is at the center of higher education institution's strategic plans. For Andrews University, for example, the goal is to reach 80% in the next five years. In the United States, student retention efforts become even more critical due, in part, to declining enrollment numbers set off by soaring higher education costs. Academic librarians are aware of the library's role in the university's overall efforts to increase persistence rates and curtail attrition. Through a literature review, this article highlights how academic libraries are participating in this process. Digital inclusion is a strategy pursued to foster social inclusion of those who have been sidelined from the mainstream of information society due to lack of access to digital technologies and the skills to use them. Libraries have been working to close the gap by providing access to computers, the Internet, digital content, and digital literacy programs. However, research reveals a new type of divide where digitally competent people could be digitally excluded. This shows the need for a better conceptualization of access and literacy. This paper commits to exploring the concept of access to digital content from the perspective of people with print disability. It involved in-depth interviews with ten participants with print disability where the International Classification of Functioning, Disability, and Health was used as a framework for data analysis. The overall analysis shows that digital inclusion would be more meaningful if it involved providing content in alternative formats and empowering users to make informed choices. Issues such as flexibility and adaptability in content presentation and design of content discovery tools are among those discussed. 相似文献
