县域农业产业创新绩效研究

科学技术创新与县域农业产业的结合是壮大县域经济、解决“三农”问题的必然选择。在产业创新相关理论的基础上,结合县域农业产业创新过程,本文分阶段地探讨县域农业产业创新绩效,得到了县域农业产业创新绩效评估的指标体系。以济南市历城区核桃产业创新过程为案例进行分析。研究结果表明该县域农业产业创新绩效评估体系在评价县域农业产业创新绩效上是可行的,具有一定的指导价值和现实意义。     

高校及科研院所机构协同创新绩效的影响因素研究——基于社会网络的视角

本文以联盟管理、社会网络理论为基础，以参与“2011计划”协同创新中心的合作单位为研究对象，从组织声誉、联盟经验和网络中心性三个维度，对高校、科研院所的产学研合作协同创新绩效的影响因素进行了研究。在对国内外相关理论研究进行梳理与回顾的基础上，提出研究问题并建立实证研究模型，并利用二手数据进行分析验证。最终得到以下结论：（1）高校及科研院所的组织声誉与协同创新绩效之间的关系不显著；（2）高校及科研院所的联盟经验与协同创新绩效之间存在显著的正相关关系；（3）高校及科研院所在协同创新合作网络中所处位置的中心性对其联盟经验与协同创新绩效之间的关系起部分中介作用；（4）政府合作对高校及科研院所在协同创新合作网络中所处位置的中心性与其创新绩效之间关系的调节作用不显著。     

The ex ante assessment of knowledge spillovers: Government R&D policy, economic incentives and private firm behavior

This paper investigates the role of government R&D subsidy programs in stimulating knowledge spillovers. R&D subsidies are an effective public policy instrument when knowledge spillovers exist yet ex ante it is difficult to identify projects that have the greatest potential to increase innovation and economic growth. This paper derives a set of project and firm attributes that the literature finds generate knowledge spillovers and uses data on project proposals to estimate the degree to which a government R&D program conforms. We find that projects that were awarded R&D subsidies were more likely to have attributes such as participation in new research joint ventures and connections to universities and other firms. Following the post-award activities of firm, we find that receipt of a government R&D subsidy increased the funding from other sources when compared to firms that were not awarded funding.     

信息管理人才的信息素质教育

文章就信息管理人才的培养问题，论述了信息素质教育的目标，探讨了信息素质教育的基本内容及其特征，提出了实施信息素质教育的基本对策。     

绿色技术创新功能源研究

有利于生态环境的绿色技术创新在可持续发展战略中居有核心地位，而传统的单一制造商创新源观点已经大大束缚了创新管理的视野，十分不利于推动我国的绿色技术创新。故本文从创新功能源入手，在实证调研的基础上分别研究了我国各类绿色技术创新功能源的分布以及功能源分布差异的经济机理，并给出了对我国当前绿色技术创新管理与政策设计的启示。     

Determining factors in the success of R&D cooperative agreements between firms and research organizations

The purpose of this paper is to analyze the impact of a series of contextual and organizational factors on the success of 800 cooperative agreements between Spanish firms and research organizations, run between 1995 and 2000. Findings show that the most outstanding factors are, in the case of firms, commitment, previous links, definition of objectives and conflict, whereas for research organizations previous links, communication, commitment, trust and the partners’ reputation are more relevant. These study not only provides a comprehensive theoretical model to analyze the success of these agreements but is useful both for improving management of cooperation and for fostering collaboration both at a national an international level.     

Taiwanese IT firms’ offshore R&D in China and the connection with the global innovation network

Although it is evident that technology is becoming increasingly globalized, resulting in the expansion of R&D internationalization by firms, despite this discernible trend, the substantial body of literature in this area is based mainly on the experience of the developed country. This paper aims to contribute to the understanding of this issue by examining the R&D internationalization of a newly-industrializing country, Taiwan being a prime example, and its connection with the global production network. We begin with an examination of the literature on R&D internationalization and globalization, based upon which we propose a conceptual framework adapted from Dunning’s eclectic paradigm. In doing so, we set out to develop arguments based not only on the reasons why cross-strait R&D internationalization may be undertaken by Taiwanese information technology (IT) firms, but also the likely patterns of their R&D portfolios across the strait. Drawing on an original questionnaire survey and firm-level interviews, the paper presents and discusses empirical data on the cross-strait R&D deployment of Taiwanese IT firms. It then goes a stage further, using the ‘smiling curve’, to put forward a ‘holistic’ view of the cross-border innovation network in the IT hardware industry, in order to determine what cross-strait R&D internationalization means to the global production network.

社会的发展与时代的进步要求高校思想政治理论课教学工作必须进行深层的改革与创新,其内容涉及教师队伍、教学理念、教学形式、教学方法、教学载体及教学考评等诸多方面.只有与时俱进,加强教师队伍建设、转变教育教学理念、创新教学途径、改革教学方法、更新教学载体、完善对学生学习的综合考评.才能进一步提高思想政治理论课的教育教学实效.     

双语聋教育中聋听教师合作关系的研究

双语聋教育作为一种新的聋教育理念与方法,其成功实施需要聋人教师与听人教师的密切合作。采取质的研究方法,通过对N校双语聋教育实验项目的个案研究,指出我国目前双语聋教育在聋听教师合作方面所存在的一系列问题,并在此基础上针对"如何建立起聋听教师间积极的合作关系"提出了相关的管理建议。
