大学章程:构建和谐高校的制度保障

高校在改革和发展的过程中,滋生了很多不和谐的现象。如果从制度供给的角度来看,大学章程的缺失或“虚位”可以说是高校不和谐的重要根源之一。为此,必须把大学章程建设作为构建和谐高校的重要内容。大学要有独立自主地探索自己教育哲学的意识,强化师生员工照章办事的意识,建立健全大学章程的制定和修改机制,依据章程加强学校制度体系建设,这是加强大学章程建设、保障和谐高校的重要环节。     

浅议家庭暴力

家庭暴力是发生在家庭成员之间的暴力行为,日益严重的家庭暴力危害了受害者的身心健康,侵犯了受害者的合法权益,破坏了社会的稳定和发展,已引起全社会的广泛关注,为了给予家庭暴力的受害者更全面、更具体、更适当的协助,以取得更好的社会效果,必须建立法律、社会、观念、心理等各层面的社会支持体系。     

发展院校研究，建设现代大学

院校研究是把高等教育研究与管理研究的成果应用于高等学校管理，以提高和改进高校管理工作为基本目标的研究。这种研究是偏重于自我研究和应用研究，而不泛指高校的一切学术研究。伴随着美国高等教育的发展历程，美国的院校研究经历了个人自发阶段、科学管理和学校调查运动阶段、黄金阶段以及普及化阶段。根据美国的经验，从我国高等教育的大众化、市场化、国际化等方面阐明我国需要院校研究的原因及可能出现的问题。最后指出，我国院校研究应坚持4个原则：有用、有效、开放、创新，并应从4个方面入手：建立有利的高等教育公共治理环境、建立有利的高等学校管理制度、建立专业人员培养制度、坚持从实际出发，着手解决当前高校管理的重大问题。     

屯堡乡村旅游开发模式的隐患探析——以贵州省平坝县“天龙模式”为例

在天龙村乡村旅游的整个开发过程中,作为货币资本持有者的公司始终占据主导地位,形成公司主导型的产权制度和利益分配机制.为此,作者有针对性地提出淡化组织资源的主导地位、弱化货币资本的社会能量、强化文化资本的结构地位等改进建议,以保证“天龙模式”中各利益主体获得最大的效益,从而促进天龙乡村旅游的可持续发展.     

Return journey: ‘snakes in the swamp’

In 1985 Falmer Press published my first book, a classroom ethnography entitled Initial Encounters in a Secondary School, which helped establish me as an academic. However, it has long concerned me that the decade-long Victoria Road Lower School Project (as it came to be called) contained two resounding ‘silences’:

• Silence 1 concerned the changing autobiographical, authorial ‘selves’ that lay behind it.

• Silence 2 concerned the unknown impact ‘Initial Encounters’ had upon Lower School and the subsequent careers of the teachers who had featured in it. To investigate this last year I managed to trace and interview some 60% of the staff (15 in total) who had featured in the original study.

‘Return Journey’ is best regarded as an experiment in ‘retrospective ethnography’, raising issues relating to both the autobiographical self and the ethics of ethnography, neither of which were accorded much significance in the late 1970s at the time of the initial research.     

新旧《普通高等学校学生管理规定》之比较分析——从高校学生身份处分权的制度安排出发

所谓“高校学生身份处分权”,是指高校依据法定事由剥夺学生的法律身份及其受教育权利的一种管理权力。与旧版《普通高等学校学生管理规定》相比,2005年新版《普通高等学校学生管理规定》在高校学生身份处分及其权利救济的制度安排上,体现了注重保护学生合法权益的法治精神。新版《普通高等学校学生管理规定》主要不足之处,则在其排除了学生寻求司法救济的可能性。     

A Critical Analysis on China’s Cultural Regime Reform under the Context of Cross-cultural Communication

Against the backdrop of globalization in the modern time,cultural boundaries have been blurred by the trends of economic integration,global population movement and the development of information technology,which facilitated intercultural exchanges in a more extensive and profound way.Under the new cultural background,our country has called for cultural institutional reform by striving to strengthen the soft power to grow into a culturally strong country.The author holds that it is hard to realize the goals of conducting cultural institutional reform under the current political and economic systems and has proposed some points in this thesis.     

论基本公共服务均等化的实质

从客观结构系统、主观结构系统与价值结构系统三方面作出基本公共服务均等化的制度假设能为政府寻求与市场、社会的合作路径以及推进与实现基本公共服务的均等化提供理论基础.在基本公共服务均等化的目标追求中,社会公正与制度和谐是优先考虑的问题.制度和谐是社会公正的前提条件,社会公正意味着不仅要确立形式平等,更主要的是实现实质平等.基本公共服务均等化的实质在于发挥政府保障全体社会成员的基本权利的职能,它要求通过深化改革提高政府的制度化程度,落实政府责任,完善政府服务精神,根据合作社会的要求构建一个合作的社会治理体系.它是罗尔斯作为公平的正义观在中国当前推进社会建设方面的直接运用和实施.
