How to detect indications of potential sources of bias in peer review: A generalized latent variable modeling approach exemplified by a gender study

The universalism norm of the ethos of science requires that contributions to science are not excluded because of the contributors’ gender, nationality, social status, or other irrelevant criteria. Here, a generalized latent variable modeling approach is presented that grant program managers at a funding organization can use in order to obtain indications of potential sources of bias in their peer review process (such as the applicants’ gender). To implement the method, the data required are the number of approved and number of rejected applicants for grants among different groups (for example, women and men or natural and social scientists). Using the generalized latent variable modeling approach indications of potential sources of bias can be examined not only for grant peer review but also for journal peer review.     

Striving to Be King of Mobile Mountains: Communication and Organizing Through Digital Fitness Technology

This study considers fitness-tracking applications as settings for communicative performances. Qualitative interviews and observations with 41 users of a cycling-focused fitness application revealed communicative themes of qualifying, social sharing, and withholding. Users also assessed other members through social-group comparing and upward comparing. This study develops theory by revealing how individuals use the technology to communicate about their physical acts, and how the context of use facilitates organizing processes. We argue that use of this fitness application extends our understanding of how communication can constitute a community of practice (CoP; Brown & Duguid, 1991; Lave & Wenger, 1991). Primarily, the hybrid online/offline nature of Strava complicates the traditional understanding of communication and CoPs.

本文回顾了GIS在户外游憩规划、游憩地理信息系统、游憩管理决策、游憩环境监测中的应用状况;指出了GIS在户外游憩管理与规划中应用的局限性,包括(1)因缺乏专业技术人员而导致数据来源和质量难以保证;(2)在户外游憩管理与规划中的应用水平仅停留于数据库管理层次;(3)因建立GIS数据库需要大量的人力、物力,使其推广与应用受到很大限制;提高终端用户的平台界面设计的友好程度,加强游憩管理与规划专业模块的开发与设计,以及提高游憩管理与规划机构利用GIS技术的意愿等措施是促进GIS在户外游憩管理与规划中应用的关键。

美国的教育技术专业研究并不局限于学校教育,也关注教育技术在企业组织中的应用。文章剖析了佛罗里达州立大学教育技术专业面向企业应用的现状,认为:面向企业的教育技术应用是美国教育技术专业研究的重心之一,其核心理论基础是绩效技术,其主要工具是创新技术应用,其实践领域是组织项目设计。借鉴美国教育技术专业面向企业应用的理论与实践,对于拓展我国教育技术专业发展的方向具有重要意义。     

What determines the duration of patent examination in China? An outcome-specific duration analysis of invention patent applications at SIPO

Although China is now the largest patent filing country in the world, research on the duration and outcomes of patent examination remains scarce. In this study, we conduct a replication and extension of Harhoff and Wagner’s (2009) work on the determinants of patent examination duration at the European Patent Office (EPO), using a rich dataset covering the population of about 1.1 million invention patent applications to China’s State Intellectual Property Office (SIPO) from 1993 to 2006. By considering all three competing examination outcomes (grant, withdrawal, and refusal) simultaneously, our competing risks analysis replicates many of the results in prior research and confirms that a number of the determinants have differential effects on pendencies for different outcomes. Our analysis also reveals several applicant and application characteristics whose effects on pendencies for specific outcomes differ from prior research. Finally, by incorporating a number of new determinants, we report a set of new findings about their effects on the examination duration for the three outcomes at SIPO.
