My Life in Libraries

The article is a memoir of the author's career, which she spent primarily at the University of Illinois at Urbana‐Champaign. As Slavic Bibliographer there, she organized the Slavic Reading Room in the Slavic and East European Library and was the first head of the Slavic Reference Service. She reinvigorated the American Bibliography of Slavic and East European Studies (ABSEES). She was a founding member and/or was very active in virtually all of the national and international Slavic librarians' organizations. In addition, she served as president of the American Association for the Advancement of Slavic Studies (AAASS). Beyond just Slavic librarianship she established the Mortenson Center for International Library Programs at the University of Illinois and served as its founding director. She was also a member of George Soros's Network Library Program Board, part of his Open Society initiative.     

The permanent secretary as policy-maker,shaper, taker,sharer, and resister in education – reflections on Sir James Hamilton as a centralising outsider

Given that elevation to permanent secretary is widely recognised as the apotheosis of a career in the Whitehall bureaucracy, it is remarkable that so few have been the subject of sustained biographical research and that this key role remains largely un-theorised. As such, this paper reports on aspects of a longitudinal study which set out to examine, evaluate, and categorise to what extent, and how, permanent secretaries influence policy. Based on recorded interviews with those who held this office at the DES from 1976 to 2002, along with those they served and others, it argues that if the role of senior civil servants can be labelled ‘meta-political’, they do influence policy in significant ways. As such, it suggests that their praxis can be interrogated in terms of their activities as makers, shapers, takers, sharers, and resisters of policy in education. Focusing on the career of a committed centraliser, James Hamilton, it examines the contribution he made as permanent secretary to a variety of departmental policy initiatives including the pursuit of voucherisation and the case for a national school curriculum.     

The Rhetorical Limits of Satire: An Analysis of James Finn Garner's Politically Correct Bedtime Stories

By July 1994, Politically Correct Bedtime Stories had appeared for the third time on the New York Times bestseller list with sales exceeding 100,000 copies. One year later, there were almost 1.5 million copies of Politically Correct Bedtime Stories in print as it continued to excite public commentary. This popular book is an ideal case study for exploring the benefits and limits of satiric humor, the book's primary rhetorical strategy and the focus of this essay. We argue that because of its polyvalent nature, the use of ironic satire as a rhetorical strategy to debunk a position is unpredictable. In fact, as this essay demonstrates, some forms of humor may facilitate audience acceptance of the very ideas the satirist intends to disparage. In this case, Garner's use of satiric humor may have facilitated acceptance of moderate forms of political correctness.

James Moffett’s Mistake: Ignoring the Rational Capacities of the Other

Using Alasdair MacIntyre’s theory of tradition-bound rationalities, this essay analyses James Moffett’s depiction of the censors who opposed his Interactions textbook series in the Kanawha County, West Virginia, schools. Many reviewers have found Moffett’s analysis of the censors in Storm in the Mountains even-handed and respectful. Such lauding of Moffett’s work obscures the ways in which his understanding of the censors and their motivations inadequately considers the cultural history of the Appalachian region, its relationship to literacy, and the rationality underlying the censors’ stance. A critical look at Moffett’s representation of the censors permits a reconsideration of his theory of literacy, and moves us closer to understanding how to realize pluralistic education in resistant locales.     

The strength of strong ties in the creation of innovation

There is an ongoing debate in innovation research as to which type of social capital is more conducive to innovation: structural holes as proposed by Burt or network closure as proposed by Coleman. Although Coleman focused on the quality of relationships, Burt argued that the structural configuration of relationships was more important. I argue that, instead of being alternative substitutes, Burt's social capital theory complements Coleman's theory. More precisely, I demonstrate that, in the presence of strong ties, weak network architectures (structural holes or a peripheral network position) leverage the strength of strong ties in the creation of innovation. This implies that weak network architectures have no value without strong ties, whereas strong ties have some value without weak network architectures but are leveraged by this type of structure. The findings indicate that innovation research tends to overestimate the impact of weak network architectures in the creation of innovation. By pointing to the necessity of strong ties, the results may be of particular interest for research on open innovation. They suggest that open innovation will not work if closed innovation principles are pushed back.
