南京国民政府时期湖南省的团防建设

南京政府时期,以何键为首的湖南新军阀当局为加强县级地方应付农村革命的实力,并配合正规军队的＂清乡＂,建立起一套完备的地方团防体系,并逐步实现准正规化。在湖南的＂清乡＂体系中,由县政府领导的团防武装负责行使区域联防和清查户口、办理联结的清乡善后工作。湖南团防的基本功能,除表现为在正规军队＂清乡＂期间,承担辅助作战任务外,还是决定区域联防效果和推行清查户口的关键。在＂清乡＂过程中形成并伴随其始终的团防制度,一方面是湖南新军阀当局倚重的＂清乡＂体系的关键基础环节,另方面却又是妨害新军阀当局长远政治效果、制造新的社会危机的无法遏止的源泉。     

Local human capital externalities and wages at the firm level: Evidence from Italian manufacturing

We exploit presumably exogenous variation in the availability of college-educated workers at the province level produced by a reform that increased the supply of higher education to estimate human capital production externalities for Italian manufacturing firms. We show that when the potential endogeneity of local human capital is addressed, the elasticity of white-collar workers’ wages with respect to the local college share is around 0.1, while we find no evidence of a positive effect of local human capital on blue-collar workers’ wages.

Single-Record versus Separate-Record Approaches for Cataloging E-Serials in the OCLC WorldCat Local Environment

Libraries have been making decisions on whether to use a single- or separate-record approach for cataloging e-serials based on what works best in their local library integrated systems and which approach is likely to save cataloging time. However, in the new network-level cataloging and OCLC WorldCat Local environment, we need to make cataloging decisions based on what works best in a network-level platform. This article discusses the OCLC WorldCat Local environment, the concept of network-level cataloging, and why Washington State University has responded by migrating from a single-record to separate-record cataloging policy for e-serials.

Twenty Steps to Marketing Your Library Online

ABSTRACT

Libraries are quite practiced at outreach activities in the physical world, but now, just as our services and resources have moved online, so must our outreach efforts. This article provides a list of twenty practical things libraries can do to begin to delve into the world of online outreach. Topics covered include listing your library in Wikipedia, listing library events in local community calendars, listing librarians in expert-finding directories, pushing newsletters out via RSS, being present in online game and other environments, and much more. The requirements for online outreach at libraries will always be evolving, but this starter list will provide a place for all libraries to begin their foray into online outreach and marketing.     

Evaluating the Intersection Between WorldCat Local and Student Research

The College of St. Benedict and St. John's University Library have used WorldCat Local as a discovery tool since 2008. After four years of use and numerous anecdotes about the difficulties encountered with this product, a committee was formed to test the tool's usability and effectiveness. Seven female and six male students were asked to find appropriate materials within WorldCat Local for a mock research assignment. The students’ research and thought processes were recorded and studied. The recordings were analyzed by the committee, and the search strategies as well as the materials selected by the students were evaluated and scored. Although the sample size limits generalizability, the videos provided an in-depth look into the students’ research processes and their evaluation of what they found. Students generally fared well when asked to identify suitable books for their research topic, but they encountered many difficulties interpreting article records and identifying appropriate articles. Some WorldCat Local interface features appeared to be either the source of student problems or were not used effectively. Anyone wanting to replicate this study in his or her own evaluation of a discovery tool will want to be aware of the issues encountered in this evaluation of WorldCat Local.

网络计量在局部Web空间中的应用

网络计量学的研究领域之一是通过对网络信息本身或网络结构单元的计量,从虚拟的Web空间反映现实空间的社会问题。这类研究将Web视为一个人和组织的网络。对目前网络计量在局部Web空间中的应用现状进行分析,将局部网络空间划分为学术空间、商业网站空间、政府网站空间和特定主题网络空间,研究重点主要体现为共链分析、网络影响因子、简单链接统计等方面,由此推论现实空间中的社会现象。数据可靠性和有效性较低以及分析工具的缺乏是当前研究的主要不足。
