Nations can be distinguished in terms of whether domestic or international research is cited. We analyzed the research output in the natural sciences of three leading European research economies (Germany, the Netherlands, and the UK) and ask where their researchers look for the knowledge that underpins their most highly-cited papers. Is one internationally oriented or is citation limited to national resources? Do the citation patterns reflect a growing differentiation between the domestic and international research enterprise? To evaluate change over time, we include natural-sciences papers published in the countries from three publication years: 2004, 2009, and 2014. The results show that articles co-authored by researchers from Germany or the Netherlands are less likely to be among the globally most highly-cited articles if they also cite “domestic” research (i.e. research authored by authors from the same country). To put this another way, less well-cited research is more likely to stand on domestic shoulders and research that becomes more highly-cited is more likely to stand on international shoulders. A possible reason for the results is that researchers “over-cite” the papers from their own country – lacking the focus on quality in citing. This article presents the results of a study into the factors governing success and failure in innovative projects in the area of sustainable transport. This can be regarded as an important example of ‘social learning by doing’. Data obtained through interviews with key players in eight ambitious innovation cases for the Netherlands are analysed. Common factors are identified and a statistical correlation analysis of success and failure factors is performed. We find that it is predominantly the political, process-related, socio-cultural and psychological factors that determine whether a project succeeds or fails. Technical/content-related and economic factors appear to be less important. Administrative/legal factors play an intermediate role. 相似文献

Whereas early modern migration history has been traditionally based on citizenship rolls, marriage registers, censuses and myriad other sources, this research explores the value of eyewitness reports before the Antwerp criminal court in the eighteenth century. On the face of things, these proceedings of the hoogere Vierschaer corroborate earlier findings. Due to the economic slump, Antwerp merely drew an endless stream of humble, unskilled labourers from its rural fringe; immigrants who were often relegated to the most menial, dirty and low-paid jobs. Acts of xenophobic violence against these new arrivals, who spoke a (slightly) different language or had different habits, were no exception. Most migrants seemed to have left town after they had saved a penny. Yet, the files of the Vierschaer also shed light on some slow-burn processes of integration, which have been less thoroughly scrutinized in the past. Some migrants blended smoothly into their new environment, by finding a permanent job (mostly as publican, peddler, or unskilled labourer); by mastering new skills (literacy and language); by seizing opportunities for (modest) social rise; or by establishing strong bonds with their new neighbours, friends, colleagues or parishioners. AbstractAnalyzing Dutch criminal cases of adultery in the eighteenth and nineteenth centuries, this article shows that the legal definition of adultery as well as its prosecution changed in this period. Until 1811 both men and women received equally hard punishments and were prosecuted in similar numbers. Only with the introduction of the French Code Pénal in the Netherlands in 1811 did the double standard find its way into laws on adultery. But at the same time, sentences became more lenient and prosecution declined. The changes in the laws, as well as the discrepancies between the law and prosecution practice, show adultery’s constructed character and its differing meanings, the variability of the double standard and the precarious nature of heterosexuality. 相似文献

Performance measurement and communicating about it with the broader public is not self-evident if one looks at public services organizations (Hernon, P., 1998. The government performance and results act. Government Information Quarterly, 15: 153–156). In Belgium and the Netherlands, one organization that has been under constant surveillance from its stakeholders is the railroad company. Originally a national public service, it has changed through a European directive to operate in a liberalized transportation market. In this paper, we present the results of a qualitative study into what the Belgian and Dutch railway companies measure about their performance towards travelers, how they measure it, and specifically how they communicate it to their employees and stakeholders. Although we might expect the Dutch railway company (NS) to be more transparent than the Belgian railway company (NMBS/SNCB), in reality the two organizations do not differ that much from each other. 相似文献
