The USA PATRIOT Act: Archival Implications

ABSTRACT

In October 2001, Congress passed the USA PATRIOT Act to strengthen the ability of the U.S. government to combat terrorism. Unfortunately, some sections of the Act strike at core values and practices of libraries and archives, especially in the areas of record keeping, privacy, confidentiality, security, and access to the collections. This article addresses several crucial issues with focus especially on Section 215 of the Act, privacy and confidentiality concerns, record keeping practices, and the development of policies and procedures to prepare archivists for a request from the Federal Bureau of Investigation for researcher records.

美国《卡尔.柏金斯生涯和技术教育修订案》自颁布以来经历了3次修订。2006年新的修订法案特别将性别平等和妇女发展作为重点内容,关注特殊人口职业教育,提倡生涯教育,强调普职融通、整合学术与职业能力培养,并加强了职业教育的政策领导与经费支持。其对我国职业教育政策制订具有启示意义。     

应试导向的NCLB对美国教师教育的影响

NCLB法案培育的"成绩文化"变革着美国K-12课堂教学和教师教育.美国的教师教育项目正承受着NCLB所带来的应试教育之痛:对"高质量教师"的界定使考试成为惟一入职门槛,教师的同质化趋势与学生多元化趋势之间的矛盾日益加剧,承受"成绩问责"考验的中小学制约了教师教育项目学生的实习过程,大学的教师教育项目必须在迎合NCLB成绩至上和秉持教育本质属性之间寻求平衡.     

Library Services for Persons with Disabilities: Twentieth Anniversary Update

The Sauls Memorial Virtual Library closed its physical space in 2012. This article outlines the reasons for this change and how the library staff and hospital leadership planned and executed the enormous undertaking. Outcomes of the change and lessons learned from the process are discussed.     

Are Physical Activity Resources Understandable as Disseminated? A Meta-Analysis of Readability Studies

ABSTRACT

Readability studies routinely report that resources with physical activity-related content exceed the eighth-grade reading level (RL), the maximum recommended for health education resources. The objectives of this meta-analysis were to determine the extent that findings in the literature represented true differences and whether production sources differed in their average RL. Fourteen studies met the study inclusion criteria. The main analysis involved 819 print and web article resources produced by government and nongovernment sources. The average RL was greater than eighth-grade (M = 10.25, 95% CI = [9.62, 10.91], p < .001), a nearly substantial magnitude of difference (g = .75), with a substantial percentage of the observed effects representing true differences (I² = 79.79%). No differences were observed between productions sources, Q(5) = 2.56, p = .767. Publication bias and publication date did not meaningfully affect the main findings, nor did variations in study methodology or quality. The implications of these results for kinesiology are discussed and recommendations for future research are presented.     

论完善网络广告的法律规制

迅猛发展的网络广告创造了巨大的经济价值,同时也存在着一些问题,如内容违法广告问题、虚假广告问题、广告骚扰问题,这些问题在传统媒体中同样存在,但在网络环境中更易发生。相关的法律规范的不完善是主要原因,如未明确将网络作为广告媒体;未将个人纳入广告发布者范围;未明确网络广告的专门办理;未禁止通过网络发布烟草广告;《广告法》与《广告管理条例施行细则》适用关系不明确。应当修改法律规范,建立广告诚信档案和悬赏举报制度,以此完善网络广告的法律规制。     

道德规范与图书馆事业

美国图书馆协会的《职业道德规范声明》提出了以图书馆事业为中心的具体原则,其《图书馆权利法案》则明确了图书馆的责任和义务。目前,美国社会和政治环境的变化为图书馆职业带来了越来越多的忧虑和压力。"9·11"后出台的《爱国者法案》明显与图书馆职业道德规范中所阐述的重要原则相冲突。因此,美国图书馆协会决心抵制《爱国者法案》对知识、信息自由开放以及行使个人隐私权的限制。     

论罗斯福的《农业调整法》及农业政策

在20世纪30年代的大危机中,美国农业也受到其严重影响。罗斯福为解决农业危机颁布了一项重要的法案,即《农业调整法》。这项法案也体现了罗斯福在农业上的一些政策。2008年以次贷危机为导火索引发的金融危机使人们又重新回归研究罗斯福"新政"时期的各种政策,其在农业方面的政策更可为我国这样的"农业大国"提供借鉴和启示。     

关于运动员抗观众心理影响的对策

本文通过分析观众的心理及行为的影响，同时着重探讨运动员三个抗观众心理影响的对策：（1）对运动员个性特征的对策。（2）对运动员抗观众干扰的对策。（3）抗观众心理影响的对策。观众的心理和行为是现代体育社会心理学近年主要研究课题之一，探讨这一问题无论在理论上还是实践中，对提高我国运动员竞技水平都有着重要意义。
