进入网络时代,独家新闻理论与实践有了新的内涵。历史地看,独家新闻先有其“史前时代”,而后进入它的“纪元时代”。“纪元时代”的独家新闻,一是“争时”,二是“找料”,三是“挖室”。 网络时代的独家新闻继续其历史演进之势,主要成于多点位地深入挖掘新闻信息。独家新闻进入网络时代,弱化其当初的原始性与纯粹性,强化了特色性与智识性。     

完善对侦查机关"不应当立案而立案"监督制度的构想

现行法律关于立案监督的规定存在逻辑意义上的矛盾,公民的"人权"难以得到有力保障,不利于立案监督工作的正常开展,"不应当立案而立案"违法行为未能得到有效遏制.必须明确赋予检察机关对侦查机关"不应当立案而立案"违法行为进行监督的职权,并实行侦查机关立案报备制度.     

How university student–teachers for primary school learn about Department of Education Policy on child sexual abuse,and mandatory reporting: the sources of their professional information

Many regional and local Departments of Education in many countries now require their primary school teachers to be mandatory reporters of child sexual abuse. However, many student–teachers are not provided with courses on child protection and its policy requirements during their pre-service university education. So, how do student–teachers source, and develop, their professional information about this important role? This study examines an Australian university cohort of final 4th year bachelor of education primary school student–teachers, asking them to identify and clarify the nature of any relevant professional information they accessed over the 4 years of their teacher education. The results show that, in the absence of formal child protection courses, such professional information was scarce and sporadic. Student–teachers consistently indicated a pattern of not learning about essential Department of Education policies and procedures whilst at university. These results, although disappointing, provide a rationale for university curriculum planners to design appropriate pre-service university training courses that initiate, develop, and enhance student–teachers’ professional competencies as mandated reporters of child sexual abuse.

蓝牙组件在公交车实时定位自动报站系统中的应用

在构建基于实时定位的公交车自动报站系统的方案中,应用蓝牙无线模块ROK101008,成功地解决了车载子系统对站点子系统的感应和识别,实现了公交车站点自动定位和语音报站,适应并促进了公交管理规范化和自动化的发展.     

关于研究生导师评价的几点思考

对研究生导师的评价是当前我国高等教育中一个非常重要但又十分困难的课题。针对目前导师评价中存在的问题,认为评价的内容应以学生的发展为中心,即评价的出发点和归宿点都应该是学生;评价的形式可以尝试开放式述职评审,既可以增加评价的透明度又可以促使导师自我约束、互相学习;评价的结果应该公开,并尝试建立导师综合声誉榜,以激励导师不断自我完善,提高研究生培养质量。     

汉英广播新闻语篇主位推进模式的对比分析

现今广播仍是人们获取新闻信息的一个重要渠道,因此,本文以国内外学者提出的主位推进模式为指导,总结了六种主位推进模式,对汉英广播新闻报道语篇的主位推进模式进行了对比研究。基于语料对比,本文主要分析了汉英广播新闻报道中各自的语篇对主位推进模式选择的异同之处,并探究了造成差异的主要原因。     

基于EGRL的管理信息标准博弈分析

运用两阶段斯塔克伯格博弈模型研究EGRL在政府部门管理信息相关者之间的扩散问题。分析了EGRL技术标准的采用对主要职能的机构和大众群体相关者信息共享以及享用的影响。结果表明:当部分利益相关者采用EGRL时,主要相关者获得的信息量以及所享用的利益大;对信息获取者来说,获得信息量大得到利益就大,当得到者信息量较少时享用减少,而采用足够多时享用增加;对未得到者来说,享用变低,信息量变小,总体享用降低。对主要管理者、相关者和大众群体来说,部分采用而不是所有相关者都采用EGRL技术标准才是最佳结果,也就是存在最优的采用数量使得主要人员在EGRL技术扩散中获得最大量信息。

In 1845 John Lewis Ricardo was among a group who bought the Cooke and Wheatstone British patents for the electric telegraph at a current cost of £10 million. Although many people have examined the history of the telegraph no one seems to have asked the question ‘Why?’ Ricardo was a Member of the Stock Exchange, financier and a leading politician campaigning against monopolies. This paper postulates that his prime objective, while the largest shareholder for the first three and executive Chairman of the Electric Telegraph Company for its first 12 years, was to build a network, obtain and then distribute financial intelligence to its own newsrooms, adjacent to all the Stock Exchanges in Britain. It was not an afterthought as has been widely assumed. Newspapers in the regions took advantage of this new media. When the telegraph companies later formed their own cartel/monopoly, and substantially boosted prices charged to newspapers, Ricardo changed sides and secretly campaigned for their nationalization.
