我国图书馆学情报学期刊的发行

调查和分析我国图书馆学情报学期刊发行现状,指出入世后我国图书馆学情报学期刊发行面临的机遇。在此基础上,提出我国图书馆学情报学期刊应注重提高质量和联系读者,并可采取以邮局发行为主自办发行为辅、代理发行、网络出版发行、读者俱乐部、研究会、差别定价、异业渠道发行、编委宣传等多种行之有效的发行方式。

综合布线系统是智能图书馆建筑的基础，为确保其质量，图书馆必须加强对工程质量的检测与验收。提出对综合布线工程的验收应贯穿于工程的所有环节，包括设计图的验收、施工材料和设备的验收、施工质量的验收、施工结束的验收，对工程各环节的验收进行了详细论述。     

Search boundaries: human flesh search,privacy law,and internet regulation in China

This research examines privacy law and Human Flesh Search (HFS) on the Chinese Internet. HFS is spontaneous, widely participated search and publication of targeted individuals’ personal information on the Internet. This research sees HFS as an important form of non-institutional information gathering and publication, and argues that the regulation of HFS is not only about privacy but also line-drawing for information collection and dissemination in the digital setting. Therefore, legal instruments and court cases in relation to HFS and online privacy must be assessed as important components of the Chinese state’s Internet regulatory scheme. This research finds that the paired concepts of ‘flexibility and populism,’ key features of legal reform and development in contemporary China, are highly relevant to analyze the growth of digital privacy laws in China. The political-legal authorities’ experimentation and innovation in the development of the law shed important light on how China’s Internet governance adapts to changing circumstances and strives to keep pace with profound social transformations in new technological environments.     

Clinical Medical Librarian Licensure: Pros versus Cons

In hospitals and clinics, anyone who “touches” a patient has a license authorizing them to do so—from the phlebotomist to the cardiologist, from the genetic counselor to the social worker, and so on, except for the clinical medical librarian. This column discusses the intent versus the realities of occupational licensure for clinical medical librarians and provides recommendations for next steps.     

试析中外信息安全保障体系的演化路径

大数据时代,信息安全保障能力的提升与制度体系的完善,是世界各国奋力攀登的制高点和国家战略。本文运用文献分析法、比较分析法,对中外信息安全保障概念、立法原则及其法律制度的演化路径进行深入分析。信息安全保障是大安全观下对信息内容安全、数据安全、物理安全、网络安全和信息基础设施安全等的积极防御措施;其法律制度建设正在由分散走向统一,由单纯立法走向“立法与实施机制”并进;其保障体系正在形成一个由技术、管理、法制、文化等多元素、跨国跨区域、全方位的主动积极防御整体联动框架。中国特色的国家安全体制机制,以及“总体安全观”下以《国家安全法》为基准的信息安全法律体系正走向健全与发展之路;新型信息安全保障体系的构建正在成为前沿课题。图2。表5。参考文献105。     

生存分析法在学术期刊评价上的应用初探

期刊评价中文献老化理论视角的研究相对薄弱。本文探究生存分析法在学术期刊评价上的应用,在理论上 克服了因领域差异导致的壁垒,并选取CSTPCD中30家中文物理学科期刊作为样本数据集进行实证研究。通过对论文 被引时序数据进行分析,研究物理学科文献老化规律,并选取样本期刊进行对比分析,以探究期刊评价的新思路。     

Technological research in the EU is less efficient than the world average. EU research policy risks Europeans’ future

We have studied the efficiency of research in the EU by a percentile-based citation approach that analyzes the distribution of country papers among the world papers. Going up in the citation scale, the frequency of papers from efficient countries increases while the frequency from inefficient countries decreases. In the percentile-based approach, this trend, which is uniform at any citation level, is measured by the e_p index that equals the P_{top 1%}/P_{top 10%} ratio. By using the e_p index we demonstrate that EU research on fast-evolving technological topics is less efficient than the world average and that the EU is far from being able to compete with the most advanced countries. The e_p index also shows that the USA is well ahead of the EU in both fast- and slow-evolving technologies, which suggests that the advantage of the USA over the EU in innovation is due to low research efficiency in the EU. In accord with some previous studies, our results show that the European Commission’s ongoing claims about the excellence of EU research are based on a wrong diagnosis. The EU must focus its research policy on the improvement of its inefficient research. Otherwise, the future of Europeans is at risk.

介绍了雪与滑板的测量系统和利用单片机对数据采集系统。为了提高实验精度,对光电门进行了改进,大大缩短了电平跳变时间,同时对雪与滑板之间的摩擦系数作了比较系统的实验研究。实验结果为制作雪的模型材料提供了基本依据。     

我国体育行政执法方式改革研究

新时代对体育强国和体育法治建设提出了新要求，行政执法作为体育强国建设的重要抓手也面临着方式革新的机遇和挑战。简政放权背景下，体育执法面临着“应不应该管、怎样管”的尴尬处境，广为体育行政执法主体运用的强制性执法手段极易加剧执法矛盾，执法的社会效果得不到保障。由于传统执法方式难以适应新时代体育市场监管的现实需要，革新体育行政执法方式就显得尤为必要。面对时代课题，应遵照由“形式优化”到“实质革新”的逻辑，并树立行政平衡、服务合作和正当程序的理念，从引入信用工具、推广非强制性执法和全程说理式执法3个方面推进改革，实现体育行政执法方式的精简化、多元化和法治化。

Mr. Robot is a cyber-thriller television show that premiered on USA Network during the summer of 2015. Apart from quickly becoming a cult hit, the show was lauded for accurately portraying hacker culture. The goal of this article is to isolate three specific cybersecurity issues that recur through the first season of Mr. Robot: personal cybersecurity, corporate cybersecurity, and remote access Trojans; and to determine what laws the characters are in violation of as well as recent case law that can be applied to them.
