论村民委员会选举与居民委员会选举的区别与经济成因

本文旨在通过列举村委会选举与居委会选举中存在的区别,从而探寻它们之间产生差别的经济原因。由此推论,任何民主选举都必须真正反映民意,即人民的利益。否则,选举成了走形式,民主也成了虚假的民主,民众的选举积极性会遭到严重挫伤,国家管理则走向专制,难以跳出王朝兴衰更迭的"周期率"。     

村民选举中的竞选策略--浙江经验之研究

全国农村经过了多届的村民选举。现在村级选举的问题不是法律程序的执行问题了,选举过程中所发生的问题不少与竞争有关联,而政治竞争越来越成为村级政治中的重要内容。本文以2002年浙江省临海市T村两委换届选举个案和对浙江省有关村庄选举的调查为基础,描述该村两委换届选举过程中各路精英与人马的竞选过程,总结与分析村级精英竞争过程中所采用的手段与策略。指出在选举的博弈过程中精英描绘了村级政治的画卷,而且塑造与深化了村级民主选举的机制,从而改变和重组了村级政治力量的结构。研究村级选举竞争策略无疑是乡村民主研究深入的一项重要内容。     

工会改革与中国基层民主的新发展——非公有制企业工会直选的案例分析

近年来，在我国一些地方的非公有制企业中，出现了由这些企业工人自主建立的工会组织，并且实行了工会组织负责人的直接选举，这是继农村村民自治和城市社区居民自治之后我国基层民主发展的又一个新动向。案例分析表明，非公有制企业工会组织的建立和工会直选，是工人维护自身利益的客观需要，是协调劳资关系、维护地方社会稳定的积极因素。非公有制企业工会组织的发展和工会直选对我国工会组织的改革与发展具有重要的启示，昭示了未来我国工会组织发展的新趋向。

THE JOURNALISTIC CONSTRUCTION OF VOTERS IN THE SPANISH GENERAL ELECTION CAMPAIGN 2008

This article examines the mediated construction of citizens during an electoral campaign, a political period in which citizens are normatively expected to play a fundamental role. From a social constructionist, discursive approach, this article qualitatively explores the representation of citizens in the press in the coverage of the main Spanish newspapers (El País, El Mundo, and Abc) during the campaign for the Spanish General Election of 2008. It is understood that the media's portrayal of citizens contributes to spreading and legitimising certain discourses about citizens, about citizens' political behaviour, and also about the reasons behind citizens' political attitudes and motivations. On occasions, these discourses are based on pre-electoral polls or previous research, although many rest only on inferences about the public. The newspapers put forward a reductionistic set of ambivalent discourses naturalising uninformed voting and legitimising the vote for major parties, while sympathising, at the same time, with disenchanted voters, justifying citizens' distrust in politicians.     

Teaching the Election with Purpose: Toward a Framework of Racial Media Literacy and [Socio] Political Consciousness When Discussing Elections in the Social Studies Classroom

Infusing content about elections has not been an issue for social studies teachers, but rather contextualizing race discourse in discussions of elections has served as a curricular cessation for social studies teachers. This is especially concerning given that teachers' attempts to remain neutral with regards to race consequently results in a lack of racial awareness and sociopolitical consciousness pertaining to political issues among students. This article advocates for pedagogical frameworks of racial media literacy and (socio)political consciousness to address systemic issues of race as they are discussed in the election. The author argues that students, especially students of color, should be afforded the opportunity to critically interrogate media outlets, messages, and candidates' positioning of race as an effort to promote political consciousness that could potentially impact their immediate or future political decision making. Suggestions for enacting these frameworks are provided within the broader discourse on acquiring knowledge, political disclosure, and inquiry pedagogy.

村委会选举的相关法律制度是加强基层民主建设的制度基础和重要保障。由于现行的农村民主选举制度的历史还很短,缺乏历史和文化的根基,各项制度和法规还不健全,需要在实践中不断完善。对我国村民委员会选举制度的发展历程进行梳理,就村委会选举发展中暴露的法律制度不足等问题进行探讨,提出健全和完善我国村委会选举相关法律制度的建议。     

违法选举的表现、原因及治理对策

选举是由选民依照法律规定的程序和方式推举民意机关代表或国家公职人员的政治活动。违法选举是相对于依法选举而言的。违法选举危害极大,严重破坏民主选举制度的健康发展,危害社会主义民主法制建设,在广大人民群众中造成很坏的影响。为了更好地治理违法选举,本文试就这一问题进行粗浅探讨。
