联邦资助的科学研究是今日美国研究型大学的突出特点。一般而言,联邦政府支付科研活动的全部费用,包括大学因承担科研项目而发生的间接成本。起源于二战时期政府资助大学的科研合同,间接成本制度自20世纪50年代以来逐渐发展完善,成为美国联邦政府资助大学科研活动的政策工具。透过间接成本制度可以揭示政府-大学关系在过去60年中的巨大变迁。  相似文献

This article describes the effects of participating in European Union Framework Programmes (EUFPs) at the level of research units and researchers. We consider EUFPs as policy instruments that contribute to the Europeanisation of academic research and study the changes they produce with respect to: 1) the organisation and activities of Departments, 2) the type of knowledge produced, and 3) the ways of doing research. The analysis is based on a case study of the Sapienza University in Rome. We also discuss the extent to which EUFPs produce different effects at the level of scientific fields. This pilot study analyses changes driven by EUFPs from an institutional perspective and uses the concept of institutionalisation to explain how these changes are translated into rules and practices by research units and researchers. Our preliminary investigation supports the idea that EUFPs do not trigger a process of Europeanisation and lead, within academic institutions, to highly diversified institutional responses by scientific fields rather than to undifferentiated ones. They strengthen leading research groups and Departments, already competitive at the EU level, by enhancing existing international behaviours and practices. However, they do not support and, at times, even decrease competition opportunities for less experienced participants and they do not promote the participation of new groups. Moreover, the absence of relevant organisational changes at the University level and the lack of incentives for EUFP participation seem to strengthen these trends. What emerges is the need for decisions at the University level, taking into account differences across scientific groups.  相似文献

Abstract

This paper examines the responses of Kenya's public universities to resource dependence difficulties arising mainly from public finance challenges. The study shows how Kenya's public universities have attempted to hedge against declines in state funding by actively, and purposively exploiting the opportunities in their institutional environments. The universities have not only managed to creatively circumvent a rather restrictive policy environment to pursue economic self-determination, but have also assumed an entrepreneurial institutional behaviour characterized in the main by some form of revenue diversification and market-like behaviour. Through this entrepreneurial behaviour, Kenya's public universities have managed to shift the locus of their resource dependence to the market, to various extents.  相似文献

This study explores new faculty members' and librarians' perceptions of a program that provides each new faculty member with funds to purchase materials supporting their teaching and scholarship. The article describes the results of a survey of perceptions of the faculty and librarians who have participated in the program at Illinois State University. The findings suggest that the program has not been successful as a recruitment tool but has been very valuable for establishing early and strong subject liaison relationships with new faculty members.  相似文献

The Community Heritage Grant Program (CHG) run by the National Library of Australia is an institution in the Australian cultural heritage landscape, providing foundational support to many small organisations who work in community memory-making. In this paper, the author presents the findings of her research into who and what is being funded by the CHG Program, and what the program highlights about community memory-making needs. Drawing from 23 years of public data, this research raises questions about the CHG Program model and its validity and purpose in a changing social and technological environment. Ultimately, the lesson from this study is that more research is required to identify and better understand Australian perspectives of community archives and memory-making.  相似文献
