Partners in Power

This historical analysis examines the relationship between investigative journalists and official sources through the prism of Pulitzer Prize archive materials from 1917 through 1960. Most prize research has focused on the content of winning stories, but this study provides a fuller picture of the process of newsmaking—and policymaking—through an exploration of deliberative material created by prize juries. While the role of the press in these decades and beyond has been conceptualized alternately as a passive lapdog or an aggressive watchdog, this essay offers a more nuanced view of newspapers that are fully entangled with power in society—sometimes collaborating with a faction of power, sometimes confronting a faction, and, often, both at once. Detailed jury notes on the nominations tell the stories behind the investigations, revealing a press that sometimes leads and other times takes the lead from those in positions of official power. The paper adds to the literature on policy and media agenda building, arguing that through investigative reporting, journalists have often been active rather than passive partners in systems of community standard maintenance.     

农村文化信息资源建设——基于文化共享工程省级分中心网站的调查

[目的/意义]全国文化信息资源共享工程是我国实施的一项国家重大文化惠民工程。在建设过程中，核心始终是资源建设；而在文化共享工程的主旨之一"改善城乡基层文化服务"的指导下，选择农村网络资源建设的角度以窥农村文化信息资源建设一隅，并在了解当前农村文化信息资源建设现状的基础上发现问题，提出改进措施。[方法/过程]对文化共享工程各省级分中心网站的农村文化信息资源建设情况进行调查分析，对网站中农村信息资源的分类、建设情况及可利用性等问题进行揭示，在分析现存问题的产生原因后提出相应解决对策。[结果/结论]目前资源建设内容无法切实满足用户需求，网站建设存在许多问题。指出未来文化共享工程在信息资源建设，尤其是主要适用于我国农村的共享信息资源建设方面还应提高资源建设关注度，加大开发资源力度，使得文化共享工程真正得以在广大农村地区助力民生经济发展及文化水平提升。     

“Tightening the Knots” of the International Drugs Trade in Brazil

Much academic analysis of media representations of drugs-related violence in Brazil has focused on their role in perpetuating violence and societal divisions. There is less research on how the country’s traditional news media can shape information in order to foster dialogue between people and potentially resolve conflict. This article aims to address this gap by exploring the possibilities and challenges for printed news media to acquire “mediated” social capital. The concept is understood here as a specific resource of power that has the potential to connect people from diverse social, cultural and economic backgrounds. In order to do so, we analyse how a popular Rio newspaper has used its symbolic power to produce social capital with an investigative series about Brazil’s involvement in the international drugs trade. It is argued here that the series paints a complex picture of its causes and consequences and is an important step towards a deliberative process about possible solutions to drugs-related violence in Rio and beyond.

据统计，近代小说共有2671种，由时间分布看，明清两代共544年，其中，从鸦片战争到辛亥革命后72年问世的小说为前472年的3倍，在这72年中，小说创作的分布也不均衡，前55年的速率基本与前数百年无异，自甲午战争起陡变；就空间分布看，又集中于上海。其中自有政治、经济、化上的原因。

侦查权利救济措施探析

没有救济的权利,公民权只能是光鲜的一纸具文。在刑事诉讼法中既规定有侦查机关调查证据、查获犯罪嫌疑人的权力装置,也有防止国家刑事侦查权被滥用,防止公民权利被侵害的装置。在现实中,由于对前者的规定缺乏有效的监督制约机制,没有建立起侦查权力违法的制裁机制,而后者的权利规定中,不少又只具有原则性、概括性或宣誓意义,当犯罪嫌疑人的权利受到损害时,往往是救济无门,造成了在侦查阶段权利和权力的失衡状态。要扭转这一状况,必须完善侦查权利救济权的立法机制,切实保障犯罪嫌疑人在侦查阶段的救济权。要建构司法中心主义下的侦查权利救济制度和人身保护令制度,确立特殊救济措施——人身保护令制度。     

高职学生恋爱观和性观念的调查分析及教育对策——以广西卫生管理干部学院为例

以广西卫生管理干部学院的学生为研究对象,对学生的恋爱观和性观念现状进行问卷调查。通过调查发现,现在的高职学生与以往高职学生相比较,其初恋的时间普遍提前,性成熟时间提早,性观念、性行为较为开放,但性知识比较缺乏,情感困惑、性问题成为影响高职学生学习、生活、思想及校园稳定的主要因素之一。加强对高职学生的恋爱观、性观念教育刻不容缓。
