要探寻中西对外政策的差异,需对双方的内部社会结构及演变过程进行比较。西欧和中国在历史上分别形成了按阶级对峙的市民社会和按阶层分立的市民社会,市民社会以其内部冲突促成扩张性对外政策,以其内部和谐促成保守性对外政策。在当代,市民社会发生的变化使西方国家的对外政策呈保守和扩张的双重取向,中国多阶层社会则依旧维持内部和谐状态及保守性对外政策取向。  相似文献

The relationship between research and policymaking has been discussed repeatedly. However, the debate tends to be in general, abstract terms or from a macroeconomic perspective with any examples described in a fairly cursory way. Despite the inherent complexity of the research-policy interface, analyses tend to homogenise ‘research’ and ‘policy’ as coherent entities with discussions often focusing on products (research and policies) rather than on the relationships between producers (researchers and policymakers). Here, we take one piece of research on qualifications that has influenced policy rhetoric over the last 5 years. We trace the career of the research from its production in the late 1990s in order to understand the conditions of its dormancy, re-emergence and use over the ensuing years. The paper serves to document the case, which is important in its own right, but also proposes a typology of ways in which research gets adopted and adapted into policy.  相似文献

In recent years, countries of the Pacific have been moving strongly towards enhancing inclusive educational practices within a previously segregated education system. Through the Pacific Education Development Framework (PEDF) approved by 14 Pacific Island Education Ministers in 2009, the implementation of regional policies of inclusive education is a priority. To ensure that progress is measurable, these countries have been working collaboratively with several Australian institutions to develop a set of contextually appropriate indicators for measuring disability-inclusive education. This article describes the process adopted in developing these indicators and initial findings regarding the key outcomes. The research is guided by three key principles of collaboration, a need for systemic change and ‘nothing about us without us’. The process adopts a three-stage approach which is outlined and key issues and implications discussed.  相似文献

This paper analyzes the challenges embedded in the conflict between the right to accessible education, which implies a prohibition on discriminatory practices in school admission, and the right to adaptable education, which accommodates children’s cultural affiliations. It shows that a normative lens, which examines the ways by which legal rules correspond to conflicting rights and interests, cannot fully capture the tension between legal prohibitions on discrimination in education and the sociocultural norms in religious communities. Thus, the paper offers a socio-legal lens, which focuses on the context of admission policies to Jewish religious schools. Based on three test cases of admission policies to Jewish religious schools in Israel, England, and Flanders, Belgium, the paper demonstrates how the legal rules regulating the admission policies are influenced by social forces. In Israel and England, these forces have facilitated a descent down slippery slope, originating with religious criteria, but concluding with discriminatory criteria. They also shaped admission practices reflecting the asymmetric power relations between the institutional school systems and individual families. The paper highlights the benefits of the Belgian policy, which proscribes religious classification of school candidates. This policy circumvents the ambiguous distinction between religion, ethnicity, and social class, and expands educational choices.  相似文献

The affordability of private education is a contentious issue. While the extent of ‘low-cost’ private schooling is widely accepted, there is no agreement on what ‘low-cost’ means in this context and how this relates to affordability for poor families. This paper addresses the lacuna in the literature by defining ‘low-cost’ in relation to what poor families could afford if they were to send all their children to school while restricting their expenditure on schooling to a fixed proportion of their total family expenditure. This approach links the definition of ‘low-cost’ to internationally accepted poverty lines. Two examples from recent research in South Sudan and Liberia illustrate the flexibility of the new method. The paper also addresses the ‘conundrum’ in the research literature, which suggests low-cost private schools are unaffordable for poorest families, when the same literature typically shows some of the poorest using these schools.  相似文献

Globalized English proficiency tests such as the International English Language Testing System (IELTS) are increasingly playing the role of gatekeepers in a globalizing world. Although the use of the IELTS as a ‘policy tool’ for making decisions in the areas of study, work and migration impacts on test-takers' lives and life chances, not much is known about its own policy and policy logic. With the growing call for listening to test-takers' voices, specific policy aspects of the test have recently been scrutinized. This article seeks to contribute to this area by drawing on test-takers' perspectives on the IELTS retake policy and developing an understanding of how policies of global English tests are perceived, interpreted and given new meanings by its key stakeholders. Although the truth-value of the emic views of test-takers may be debated, their experiences and perceptions problematize the reliability claims of the testing agency by locating commercial motives at the center of their policy and thereby raising theoretical, professional and ethical questions.  相似文献
