行刑社会化与非政府组织的联结

监禁刑的执行将受刑人置身于隔离社会、有别于社会的监狱这种行刑机关的环境中渡过法定刑期,目的却是使其回归社会后能够适应社会生活,这形成了监狱行刑目的与实际效果的矛盾。行刑社会化是克服这种“监狱行刑悖论”的良方。借鉴各国监狱行刑制度下和出狱人保护制度下的行刑社会化模式,笔者认为,行刑社会化制度化的模式应在政府主导下,不限于其他社会主体不同程度与不同层面地参与行刑,通过制度化的措施以组织化的方式具体参与承担行刑。此即为行刑社会化模式之行刑社会化与非政府组织的联结。

Alexandria in the Ninth/Fifteenth Century: A Mediterranean Port City and a Mamlūk Prison City

Abstract

While modern scholars, medieval European and anachronistic Arab sources paint a portrait of Mamlūk Alexandria as a bustling and thriving international port, contemporary Arabic writings of the second half of the ninth/fifteenth and the first quarter of the tenth/sixteenth centuries present quite a different image. This article analyses Arabic chronicles to demonstrate that, from the Cairene perspective, Alexandria was a frontier city that was utilised as a jail for banished political prisoners. In contrast to other parts of their realm, investment in Alexandria by the Mamlūk regime was largely limited to fortifying it against seaborne threats; the sultans did little to embellish the city for civilian or religious purposes. Thus, the city was marginalised, politically and socially, even while still maintaining its role as a gateway to Egypt.

To Whom It May Concern: Epistolary political philosophies and the production of racial counterpublic knowledge in the United States

This article explores the philosophical underpinnings and implications of the idea of the public in the US state processes of knowledge production and control. In it we take up questions of public and counterpublic political philosophical knowledge production and mediation in relation to an expanding state. Specifically, we examine the political philosophies of racialized counterpublics since the 1960s, considering the particular knowledge production genre of the political prison letter. We suggest that the philosophical principles of the dominant public in the US have a proclivity to merge with state mechanisms of domination and to thwart counterpublics and their modes of political knowledge production.     

中国同意签署朝鲜停战协议之外部因素

中国在选择签订朝鲜停战协议的时机上面临着一些外在压力,这在很大程度上左右了当时的局势。它不仅有来自苏联对战争态度的大转变所带来的影响,还有来自北朝鲜因战争持续进行所经受打击承受力的减弱,更有来自敌方、主要是美国逐渐增强的军事威胁的压力。各种合力作用在一起,最终促使中国在并非最佳时机同意签订朝鲜停战协议。

‘Never really had a good education you know,until I came in here’: educational life histories of young adult male prisoner learners

This article focuses on the educational life histories of nine prisoner learners aged between 18 and 21 years which were collated as part of doctoral work which sought to access the life histories of adult male prisoners who were attending a prison school while incarcerated in prison. The nine life histories of the young men were collated not only in two Dublin prison sites: St. Patrick's Institution (mainly) but also Mountjoy Prison and their educational life histories are explored in this article with the specific aim of offering insights into young adult male prisoner learners' experiences of education. Negative experiences of compulsory education were reported by the nine prisoner learners interviewed, none of whom had completed upper second level education. The average age of the young adults was 19 years. Two had no experience of secondary school education and six of the nine reported being expelled from school. The intergenerational impact of imprisonment and cycle of disadvantage was illustrated across many of the life history interviews. Prisoner learners reported having experienced stressful events in their childhood, events which included, inter alia, the separation of parents, being removed from parental care and witnessing alcohol and drug misuse and violence in the home. Two of the prisoner learners reported learning to read and write in the prison school and a profile of one prisoner learner, Nick, aged 20, is included in this article.

Exploring Educational Opportunities for Foreign National Prisoners in Europe

ABSTRACT

To gain insight into the educational opportunities for European foreign national prisoners, an online survey was distributed among educational providers and prison managers (N?=?108). The results demonstrate that courses for learning domestic languages are most frequently offered. Other educational courses mostly relate to primary education and psychosocial courses. Based on the online survey, four organizations are investigated in depth to gain more information about how they work. We conducted 12 semi-structured individual and one group interview with professionals and prisoners. The results of the hybrid thematic analysis showed that different models exist to organize education for FNPs. The findings make contribution to the development of European pilot projects that provide distance education to FNPs offered by their home country.
