A Publisher Perspective: How One Publisher is Responding to the Changing World of Scholarly Communication

For this talk, Marks was tasked with summarizing the important trends in scholarly publishing in 45 minutes. The speaker reflected on the rapid changes that have occurred in journal publishing, which followed more than 300 years of relatively slow progress. Marks discussed key technology trends such as data curation, Open Access (OA) mandates, and the changes occurring in the global landscape of scholarly communications and library budgets. Wolters Kluwer Health has been responding to these trends with new publishing experiments including a Platinum OA model in emerging markets. Marks discussed the ways that publishers and libraries need to alter their traditional practices and instill a focus on their customers and communities.     

面向应急决策的智慧城市情报工程实践与应用

［目的/意义］将情报工程思维运用至城市突发事件应急领域,旨在强化智慧城市应急决策中的情报支持作用,推进智慧应急的科学化与民主化。［方法/过程］分析当前智慧城市应急情报需求特性,在此基础上引入情报工程理念,从事实数据、工具方法与专家智慧3个层面和学科、社会与政府3个视角论述面向应急决策的智慧城市情报工程实践与应用等。［结果/结论］在大数据时代,以智慧应急为“主位”,以情报工程为“述位”,构建以大数据资源为基,以情报融合为核,以专家智慧为支的智慧应急情报工程体系架构尤为必要。

具有非期望输出决策单元的有效性评价

针对具有非期望输出决策单元DMU的相对有效性 ,提出对其进行评价的非径向FDEA模型 ,并给出模型的相对有效性理论证明 .结合实际算例 ,指出FDEA模型在实际生产过程中对于节约生产资源 ,提高期望输出 ,降低非期望输出 ,特别是减少环境污染有重要应用价值 .

应用大数据推进城市社区的治理创新研究——以贵阳市“社会和云”平台为例

贵州省贵阳市在“新型社区·温馨家园”的战略部署下,将全市94个社区全部建成“文明社区”“绿色社区”“平安社区”。贵阳市在社区建设上所取得的成绩,得益于“社会和云”社会治理大数据云平台在助推基层社区治理中所发挥的重要作用。“社会和云”平台通过对基层数据进行信息化、数据化、自流程化、融合化,解决社会治理当中不同程度地存在的底数不清、情况不明、针对性不强、效率不优等问题。其好处在于,第一,打通基层数据通路,社区遇到问题不再通过请示汇报的方式向上级反映,只需通过社区治理平台将问题上传到“社会和云”平台即可,真正实现了“让数据跑路,给社区减负”。第二,通过“一张图+一张表”的实时动态跟踪查询功能,为各级政府开展基层治理提供了“空间可视”。第三,政务数据、社区信息、公共服务在“社会和云”平台上实现全数据融通,为搭建社区治理的多元融合模式提供了必要的保障。

The Florida Geographic Data Library: Lessons Learned and Workflows for Geospatial Data Management

The University of Florida GeoPlan Center has been organizing, standardizing, and distributing geospatial data since 1998 through the Florida Geographic Data Library (FGDL), a collection of Florida geospatial data from various agencies, as well as data developed in-house. With funding from the Florida Department of Transportation (FDOT), FGDL serves as a public distribution mechanism for hundreds of Florida geospatial data layers. Since 2004, FGDL layers have formed the data foundation for FDOT's interagency application known as efficient transportation decision making (ETDM), which facilitates the review and permitting process for proposed transportation projects. Data layers are standardized and inspected to ensure that the data are adequate for use in analysis and decision making. To efficiently manage the geospatial data and workflows, a quality assurance/quality control (QAQC) process and relational database schema was developed to track the standardization procedures, lineage, versioning, and archiving of the data layers. This article details the history of the Florida Geographic Data Library, challenges of managing a large geospatial data repository, development of a QAQC process and database schema, and lessons learned.
