Environmental policy increasingly resorts to market-based instruments in order to meet sustainability objectives. The ‘carbon market’ instituted by the European Emissions Trading directive from 2003 is a canonical example, which has been described, and critiqued, as a delegation of policy objectives to market exchanges. In this paper, we examine the complex ways in which the operationalization of policy objectives and the organization of markets are intertwined, focusing on two other examples of European environmental regulation. The first one is the Integrated Pollution Prevention and Control directive from 1996, which defined the ‘best available techniques’ to curb emissions in air, water and soil. The second one is the Renewable Energy Directive from 2009, which introduced criteria for the definition of the sustainability of biofuels. Through the analysis of the design and implementation of these two directives, we identify a central concern for the coexistence of various objects, and various initiatives undertaken by European institutions, member states and private actors. We use the notion of coexistence to describe a European political and economic ordering that is inherently hybrid, and cannot be reduced to a mere delegation of policy objectives to the market, or a legal constraint imposed on all European actors. It grounds its political legitimacy and economic rationality on the distribution of roles and responsibilities across public and private actors, and on the ability to ‘keep things different’ according to local variabilities. 相似文献

We intend to present the partial issues resulted from the development of the European Project DelnTRA "cooperation for innovative training methodologies deployment in the European Labour Market"--Stage 4: Identification of good practices in the implementation of innovative learning methodologies. This project is included into the Lifelong Learning Programme Leonardo da Vinci, Partnerships, DG Education and Culture during the period 2008-2010. The partnership (formed of eight different multi-agent organizations, directly linked to training, entrepreneurial and social environments) has identified more than 20 good practices in the field of innovative learning methodologies and has elaborated the report of stage 4. Our specific contribution is represented by the three best practices identified for Romania, under the comparative frame developed by the partnership. 相似文献

The aim of this cohort study is to analyse the effect of three types of treatment: (i) exercise training with multicomponent exercise (E); (ii) pharmacologic treatment with oral hypoglycaemic drug – metformin (M); and (iii) a combined therapy – exercise and metformin (E?+?M) on health-related quality of life (HRQoL) and mood states in older adults with type 2 diabetes (T2D) with comorbidity in an early stage of the disease. Participants (n?=?284) underwent 1 of the following 3 conditions: (i) E (n?=?59) trained three times/week; (ii) M (n?=?30) used 850?mg of metformin twice daily; and (iii) E?+?M (n?=?195) combined exercise and metformin. Furthermore, participants completed baseline and 2-year follow-up evaluations including a Shortform Health Survey 36, Profile of Mood States – Short-form, the health history questionnaires, anthropometric, and blood biochemistry. E and E?+?M revealed improved mood states, with large effect size on the vigour domain, and moderate effect size in the anger and total mood disturbance (TMD) domains (P?<?0.05), in comparison with the M group. After 24 months’ intervention, the E and E?+?M groups perceived better physical and mental HRQoL than the M group. The M group unchanged HRQoL domains (P?>?0.05). Metformin had no significant effect on the self-referred HRQoL in T2D participants aged above 60 years, in an early stage of the disease. The E and E?+?M were the most effective long-term therapies to improve mood states and HRQoL in older adults with T2D. 相似文献

There is a developing interest in the role of the schoolteacher as mentor to teachers in training in Romanian secondary schools. Despite the fact that mentors are both overworked and under-rewarded in Romania, when their unique contribution to the teacher training process is diminished, the efficacy of the training process is shown to be adversely affected. This is the perception of both the mentors themselves, and of some 700 children exposed to the trainees. This paper attempts to demonstrate that the mentoring process is a viable way of supporting trainee teachers even in a context which would be seen by most European countries as extremely difficult. Governmental financial strictures are threatening this emerging methodology, and in the light of this the author proposes a number of ways in which the mentoring programme in Romanian schools might be encouraged and spread to other universities who are engaged in the teacher training process. 相似文献

There are child soldiers fighting with government forces and opposition groups in more than 30 countries worldwide. Although
studies have been conducted on the impact of war-related trauma on children, very few have focused on those children who do
not exhibit trauma-related symptoms after experiencing armed combat. The purpose of this study was to identify and understand
some of the mechanisms and resources that resilient children draw upon to overcome the trauma of child soldiering. Six Colombian
child soldiers were recruited through purposive sampling techniques to participate in a narrative study focusing on their
lived experiences and their personal understanding of how they were able to overcome the effects of war trauma. Six narrative
themes were identified and discussed in terms of the literature on trauma and childhood resilience and also related to counselling
