Creating a Binary Policy in Austria

In 1993, the Government of Austria passed legislation establishing a 'binary policy' in higher education. A new accrediting body the Fachhochschulrat was created, empowered to accredit vocationally oriented courses in any institution seeking to offer them. Institutions meeting certain conditions will be entitled to seek designation as Fachhochschulen. The policy marks an important departure from the traditionally highly regulated and centralized system of policymaking in Austria. The article offers an analysis of the factors leading to the policy and analyses the implications for the future. It draws on the author's experience as a member of a team of examiners from the Organization for Economic Co-operation and Development (OECD) undertaking a policy review of Austrian higher education, and points to lessons for Austria from the United Kingdom's experience over the last 25 years.     

Family Communication Patterns as Predictors of Organizational Dissent: A Replication Study

This study replicated a previous research project addressing connections between family-of-origin communication and organizational dissent expression. We predicted that family communication patterns (FCPs), specifically conversation and conformity orientations, would predict upward, lateral, and displaced dissent. As in the original study, significant findings emerged for upward dissent and conformity orientation. This replication study indicated family type as an inconsistent predictor of expressed dissent. Contrary to the original study, we found no evidence to support a connection between pluralistic family types and upward dissent. Finally, as an extension of the original study we analyzed effects of FCPs on displaced dissent, finding an inverse association with conversation orientation. Implications for future research are discussed.     

How young people respond to learning spaces outside school: A sociocultural perspective

This article focuses on educational enterprises outside the formal sector, such as museums, botanical gardens and interactive science centres. International research is drawn on to illuminate how design, culture, educational strategies and settings combine to affect the way in which young people respond to experiences on offer, leading to analysis of the impact of such settings in promoting learning, and the likely implications for those who staff such venues. Aikenhead’s concept of the educator as ‘culture broker’ is developed to suggest ways in which learning might be best supported. It envisages a shift from ‘delivery’ strategies targeted at large groups towards approaches which focus on what learners choose to know about using dialogue between children and ‘known and trusted people’. Analysis of observed responses in various settings is undertaken from a sociocultural perspective using the notion of communities of practice. Implications for the roles of education managers and their staff in further research are developed.     

Information and communication technology (ICT) in secondary schools: the role of the computer coordinator

A study was conducted in 2002 to evaluate the use of information and communication technology (ICT) in 21 secondary schools in one region of New Zealand. As part of the study, the role of the ICT coordinator was investigated. All the ICT coordinators were surveyed and 14 of them were interviewed in‐depth. It is found that they were all well‐equipped to take up a significant leadership role in their schools and some of them have already demonstrated visible leadership. This paper also identifies some obstacles that have reduced their effective leadership in ICT use in their schools.     

Toward a resolution of inconsistencies in the phonological deficit theory of reading disorders: phonological reading difficulties are more severe in high-IQ poor readers

This study examined whether high- and low-IQ poor readers differed in patterns of reading performance. Ten-year-old poor readers with IQ scores of 110 and higher showed difficulty in taking a phonological approach to reading, failing to show an advantage in reading high-frequency regular versus irregular words and showing impaired nonword reading accuracy for their reading age. However, poor readers with IQ scores of 90 and below showed a more phonological approach to reading, with better reading of regular than irregular words of both high and low frequency, and with nonword reading skills slower than, but as accurate as, those of reading-age controls. We concluded that the high-IQ poor readers experienced difficulty in taking a phonological approach to reading, whereas the low-IQ poor readers had much less marked phonological problems, supporting Stanovich's phonological-core variable-difference model.     

The significance of best-friend relationships in adolescence

Research is summarized that documents the nature of the best-friend process in adolescence. Similarities and differences between the sexes are detailed. Female relationships are described as more intense, demonstrative, exciusive, and nurturant than male. Females depend heavily on the friend as a confidante with whom to process their mutual experiences and psychological reactions, apparently in an effort to understand and develop their own personalities. While males also confide at an intimate level, male relationships are more likely to be based on enjoyable companionship and similarity in attitudes, with less emphasis on continual analysis of experience. For both sexes, but especially for females, the relationship is important enough to development that lack of a close friend should be viewed as a deficit that responsible adults should help a student to remedy. Resources are cited that may be utilized by school personnel in helping the unfriended to make more effective contact with potential friends.     

Guideposts and Roadblocks to the Career-Long Scholarly Engagement of Physical Education Teacher Education Faculty

Purpose: Scholarship is essential for the growth and development of the physical education field. Over time, scholarship expectations have changed, forcing faculty members to alter time spent for research, teaching, and service. Social-cognitive career theory (SCCT) presents a model for understanding performance and persistence in an occupational environment. The interconnected aspects of SCCT have different emphasis related to self-efficacy, outcome expectations, or personal goals pursuit. This study explored physical education teacher education (PETE) faculty members’ continuing engagement in scholarly activity through SCCT. Method: Data collection included interviews with 9 senior PETE faculty members who met the criteria for “productive scholars over time.” Curriculum vitae were collected to verify productivity. Results: Data analysis revealed guidepost themes that included collaborating, finding balance, defining a research process, and maintaining a strong work ethic. Roadblocks encountered included other obligations and lack of support for research. Conclusions: Participants demonstrated strong self-efficacy; held high, positive expectations for success; and set very specific, clear, and deliberate goals. Participant behavior was moderated by their personal attributes (capacity to build relationships, set goals, and maintain interest and passion) and was tempered by the environments in which they worked. Fostering similar behaviors has the potential to guide future and current PETE faculty members in creating supportive and encouraging atmospheres for sustained productivity. The lack of literature relating to this topic warrants the need for more research exploring the influential factors and benefits gained from sustained scholarly productivity over time for PETE faculty members.     

Facilitating Intercultural Communication in Parent–Teacher Conferences: Lessons From Child Translators

In this article Abraham Lincoln is considered as an alternative to the usual type of patriot's hero. He reminds us of our great historical failings. He remains a figure of controversy, a national hero in only some corners of society. He is the heroic President who serves as the first compassionate defender of the downtrodden, and he is a hero in those subcultures as well. Lincoln's treatment in the movies is discussed, focusing particularly on the recent movie Lincoln. Lincoln is seen as a match for the usual movie hero. His famous immunity to casual treatment in popular culture is discussed as well.
