The economic success of some of the countries within the East Asian region has generated a range of studies which have attempted to identify the sources of that growth. One strand within these analyses has focused on the critical role of schooling in the accumulation of human capital. This paper examines the role which education has played in the rapid development of the four 'Asian Tigers'; namely: Hong Kong, Taiwan, South Korea and Singapore. It is argued that whilst patterns of educational provision displayed some common features there were also significant differences in other areas such as the role of the state, sources of educational funding, the role of technical education and of the school curriculum. 相似文献

The aim of this paper is threefold: (i) to trace the idea of deliberation back in the history of philosophy and establish the link to the Kantian concept of public reason; (ii) to pave the way for rhetoric as a constituent part of public deliberation; (iii) to undertake an applied ethical approach to worldwide deliberation online. The two former aims are treated in part one of the paper, whereas the applied analysis is undertaken in part two. Jenny Morris, freelance researcher, David Abbott, research associate at the Norah Fry Research Centre at the University of Bristol, and Linda Ward, Director of the Norah Fry Research Centre at the University of Bristol, carried out research to look at whether the current system of legislation and regulation is adequately protecting and promoting the interests of disabled children placed at residential schools. This article summarises some findings from the research which investigated the decision-making processes leading to residential special school placements and explored the involvement of education and social services authorities after placements have been made. The research found that the needs of individual children are not central to these decision-making processes; and that the local authorities who make such placements do not pay sufficient attention to protecting and promoting children's educational or care needs once they have gone away to school. Jenny Morris, David Abbott and Linda Ward indicate some of the ways in which current practice could be improved; make recommendations for future developments; and call for further research into the role of special residential schools in the context of policy on educational and social inclusion. 相似文献

Organizational communication scholars are increasingly called upon to use theoretical knowledge to address problematic processes in public institutions. This article reports a process improvement project focused on a university conflict of interest (COI) policy as an example of how scholars can engage theory to improve ongoing policy processes. The project team included communication scholars and research administration staff who designed, implemented, and evaluated the mixed-methods project guided by structurating activity theory. Baseline survey results were used to design the process improvement project. Results of the follow-up survey indicate that researchers who participated in some aspect of the process improvement project (i.e. attending a policy café, using the redesigned website, or reading the new Quick Reference Guide) reported higher levels of policy communication and knowledge and more positive attitudes toward the COI policy than researchers who had not engaged with process improvement efforts. We offer theoretical and practical implications of results for organizational communication scholars and practitioners. 相似文献
