Increasing Efficiency: A Process-Oriented Approach Originally published in 1993, PIQ 6.4

Increasingly, customer satisfaction and business success depends as much on speed and timing as it does on the cost and quality of the goods we produce or the sendees we render. As such, doing things faster is becoming just as important as doing them better and cheaper. Increased efficiency, however, will not be attained simply by imploring employees to work harder or by increasing employee workloads. Increased efficiency can only be accomplished through the systematic analysis and reengineering of our work processes, including the elimination or minimization of all associated non-value adding process steps. DO•CA•TIM, a seven-step methodology for systematically identifying and eliminating or minimizing non-value adding process steps, is presented. The methodology is appropriate for analyzing and improving the execution of any human task; it is equally applicable to the rendering of services and the production of products.     

Informational Sources,Social Media Use,and Race in the Flint,Michigan, Water Crisis

Safe, clean water is necessary for health and well-being. Water issues affect minority and vulnerable populations at disproportionate rates, including the poor and racial and ethnic minorities. An investigation of the relationships of race, social media use, and informational sources during the municipal water crisis in Flint, Michigan, reflects an instrumental view of communication and uses and gratifications theory in this study. Data from 208 Flint residents in 2016 indicated that African American respondents favored interpersonal networks and resources and were more likely than other racial groups to obtain current information about the water crisis via Instagram. Preferred channels and sources to receive additional crisis information varied on the basis of race.     

The three “Ds“ of successful performance measurement: Design,data, and display

Performance measurement is a critical enabler for better understanding, managing, and improving performance. The ultimate success of any performance measurement development effort is primarily a function of mastering the three “Ds“ of design, data, and display. It should always be remembered, however, that the real goal of any performance measurement system is to provide performance‐based data that can be easily converted into actionable performance‐based knowledge, thus enabling users to understand, manage, and improve what they measure.     

The politics of hope and cynicism in the realization of the vision of the 334 education reform in Hong Kong

According to Fanny Law Fan Chiu-fun, the former Permanent Secretary for Education and Manpower, the most significant education policy in recent years in Hong Kong was undoubtedly the new academic structure commonly known as “334.” As schools, universities, and the community at large seemed to accept the new academic structure in principle, the areas of contention would mostly lie in the timing and details. Sparked by the suicides of two teachers, a wave of unprecedented protests and opposition against the government’s education policy followed, which led to the departure of the former Permanent Secretary for Education and Manpower Fanny Law Fan Chiu-fun and the Secretary for Education and Manpower Arthur Li Kwok- cheung from the education portfolio. This situation suggests that something was wrong with the teachers’ working environment. This article aims to make sense of these discursive events through a critical discourse analysis of the “334” education policy with materials taken from documents, speeches, and press releases published by the government as well as newspaper articles drawn from South China Morning Post, which is a rich source of contested ideas. An eclectic approach is drawn from both “state-centered” and “policy cycle” perspectives synthesized and adopted for this article. Upon this contested terrain in which individual policy actors struggle to achieve the desired political outcomes, the intention of this article is to explore how the state and other interest groups acted, reacted, and interacted in the policy processes of the 334 Education Reform.     

Integrated performance management: A conceptual,system‐based model

Organizational success begins with the creativity of strategic vision bounded in the realities of requirements that are then transformed into daily operations and associated work outputs. These operations and outputs hopefully meet predetermined and tracked performance levels. This article graphically portrays and describes an integrated performance management system model linking these critical organizational ingredients in a holistic manner. Integrated performance management represents a construct that, if properly applied, may provide the “glue” to organizational understanding, transparency, and continued improvement.     

Human performance modeling: A case study

Modeling critical performance elements can assist the human performance technology practitioner in better understanding the often complex, messy, and fuzzy real world of human performance. As illustrated in the embedded case study, generically developed models that, in turn, can be adapted to context‐specific applications often have the greatest practical value. The key in developing any good model is to first identify those key variables—the critical few—that truly account for the greatest variance in performance.     

Applications of Temperament: A Review of Caregiver-Focused Temperament-Driven Interventions

Research Findings: Temperament, often defined in terms of reactive and regulatory tendencies, has been shown to predict child outcomes over and above other risk factors and represents a critical aspect of social-emotional development. The present article is a systematic review of temperament-based interventions targeting caregivers, wherein the aim is to inform caregivers about temperament in an effort to influence a variety of outcomes, such as goodness of fit, parenting stress, achievement, and behavior problems. In total, 13 randomized and nonrandomized trials were reviewed, with promising outcomes. Temperament-driven interventions have demonstrated the capacity to increase parental knowledge of temperament, reduce behavior problems, improve math and reading achievement, create more positive teacher–child relationships, and reduce numbers of medical visits. Caregivers report satisfaction with and usefulness of the interventions, which suggests promise for future application of temperament-based approaches. Temperament-driven interventions can be leveraged to improve multiple developmental outcomes, especially in early childhood, and are useful for both teachers and parents. Practice or Policy: Implications of temperament-based interventions for early childhood educators are discussed, as are limitations and future directions.     

Reading motivational differences among groups: Reading disability (RD), attention deficit hyperactivity disorder (ADHD), RD + ADHD,and typical comparison

This study assessed the reading motivation of 133 students at individual grade levels (2nd–5th), who were divided in subgroups with and without reading disabilities/difficulties (RD) and with and without attention deficit hyperactivity disorder (ADHD). Major findings were that students in the RD subgroup had lower reading motivation (intrinsic, extrinsic, and self-efficacy) and read less for enjoyment than the nondisability (ND) group; students in the combined group (ADHD + RD) showed these motivational deficits in earlier grade levels. However, students with ADHD did not differ from the ND group in reading motivation, and children with RD (with and without ADHD) were equivalent to ND in social motivation up to the 5th grade. Implications of these findings were (a) social reading is an instructional pathway for both groups of students with RD, (b) assessments of reading motivation, in addition to reading skill, may be important in assessing responses to intervention, and (c) motivational interventions should be implemented early before motivational responses become a motivational style.
