Towards professionalisation? Restructuring of administrative work force in universities

This article examines the restructuring ofadministrative staff in universities throughempirically documenting such processes andproviding a theoretically foundedinterpretation and analysis of change. Theempirical material is drawn from a context ofNorwegian universities the last two decades.Two major changes can be observed in thisperiod. First, a period of steep growth inuniversity administration in early 1990sfollowed by a period of moderate growth and insome cases even decline. The second dominantdevelopment pattern in the 1980s and 1990s isthe change within administrative staff,which could be interpreted as a professionalisation of administrative staff.The article concludes by presenting possibleexplanations to the structuring of theadministrative work force in universities onthe basis of different theoretical approachesto organisational change.     

Governmental policies and organisational change in higher education

In this article a theoretical framework designed for a comparative research project on organisational change in higher education is presented. In the project the main focus is on how organisational change in universities and colleges is affected by governmental policies and programmes. The framework is based upon two major theoretical perspectives, resource dependency and neo-institutionalism. It is argued that for examining changes in universities and colleges both the relationship between these organisations and the government, as well as their internal dynamics are of importance. In addition to integrating the two main theoretical perspectives in the project also attempts to do justice to the complexities of the concept of (governmental) steering by attempting to incorporate general models on the role of the state. The article suggests that these models offer a meaningful insight into how and why governmental steering approaches have been changed over time.     

Contract arrangements in the Nordic countries—solving the efficiency/effectiveness dilemma?

Steering higher education through the establishment of a “contract” between the state and the individual higher education institution is becoming an increasingly popular way of regulating the relationship between the two actors in the Nordic countries. This article addresses some theoretical foundations for this approach derived from principal/agent theory and analyzes the strengths and weaknesses of established contract arrangements in Finland, Sweden, and Denmark. The article discusses the potential of using such arrangements in relation to the efficiency/effectiveness dilemma. It is emphasized that trust is vital in solving this dilemma and that the balance between the need for public accountability, the efficient regulation of higher education, and institutional change must be given high priority in refining existing contractual arrangements.     

Internationalisation of higher education: the gap between national policy‐making and institutional needs

The article discusses the impact of the growing emphasis on internationalisation on higher education institutions. Based on case studies of 12 Scandinavian universities and colleges, it is shown how issues related to internationalisation trigger processes of trying to enhance the institutional capacity for strategic decision‐making and institutional integration through processes of formalisation, centralisation and professionalisation. Based on the institutional history and tradition, strategic ability and institutional characteristics, the outcomes of this process still show a considerably degree of variation in the motives and institutional adaptation to internationalisation. In the conclusion, it is argued that future policy‐making in the field of internationalisation should pay attention to the diverse needs of higher education, and develop policies that allow more flexibility and autonomy at the institutional level.
