Can ubuntu provide a model for citizenship education in African democracies?

Some proponents of Africanism argue that African traditional education and the principles of ubuntu should provide the framework for citizenship education. While conceding that understandable concerns lie behind defences of ubuntu as underpinning African democracy, we argue that the Africanist perspective faces various problems and makes substantial errors: political, moral, epistemic and educational. While democracy and democratic citizenship necessarily involve sensitivity to local context, their fundamental principles and tenets are universal. Failure to acknowledge this comes at a substantial price. Taking as its initial focus an analysis and critical evaluation of Malegapuru William Makgoba's critique of liberal democracy, the paper questions the purported uniqueness of ubuntu and its value and efficiency as a practical guide to action and policy, as well as its capacity to indicate how conflict between its associate principles and values might be resolved, insofar as these principles and values are indeed morally worthy.

Pain, suffering, and trauma in labor and prevention of subsequent posttraumatic stress disorder

In this column, Kimmelin Hull, community manager of Science & Sensibility, Lamaze International's research blog, reprints and discusses a recent blog post series by acclaimed writer, lecturer, doula, and normal birth advocate Penny Simkin. Examined here is the fruitful dialog that ensued-including testimonies from blog readers about their own experiences with traumatic birth and subsequent posttraumatic stress disorder. Hull further highlights the impact traumatic birth has not only on the birthing woman but also on the labor team-including doulas and childbirth educators-and the implied need for debriefing processes for birth workers. Succinct tools for assessing a laboring woman's experience of pain versus suffering are offered by Simkin, along with Hull's added suggestions for application during the labor and birth process.     

Entering the occupational category of ‘Farmer’: new pathways through professional agricultural education in Ireland

Purpose: Understand the emergence of new potential career trajectories in the liberalised Irish dairy farming sector through analysis of the narratives of students of a Professional Diploma in Dairy Farm Management

Design/methodology/approach: A review of the literature highlights that entry to a working life in agriculture has been characterised by protracted farm succession processes; a strong association between being a farmer and owning land in the family name; lingering male identities esteeming manual labour; and a pragmatic need at farm level for manual work. The abolition of milk quota in 2015 was predicted to catalyse expansion of production on dairy farms with an increase in milk production; accompanied by a demand for qualified personnel. The BNIM method was employed.

Findings: Results confirm that agricultural education is perceived and experienced as offering new pathways for young farmers to enter the occupational category of ‘farmer’, helping to manoeuvre around the constraints of non-inheritance. The students’ narratives evidenced managerial identities, being strongly influenced by encountering management approaches through their agricultural education. All students desired to eventually own a farm someday and to be to employed as a professional dairy farm manager was a perceived as an intermediary goal.

Practical implication: Discontinuation of the traditional family farming model based on family farm/land ownership is not imminent even among a cohort qualified to become employed dairy farm managers.

Theoretical implication: This paper contributes to theoretical framework which highlights the shift in farmer masculine identity and the career trajectory of graduates of specialised agricultural education programmes.     

Mainstreaming the Hearing Impaired Student‐‐An Area of Preparation Responsibility for Teacher Training Programs: A Pilot Study

Interviewing, as an information‐gathering tool for prospective teachers of the deaf, was used to document the perspectives which deaf children, their parents, teachers and administrators bring to the mainstreaming process. Data revealed the different, and sometimes competing priorities of mainstreaming participants; these priorities are discussed in terms of their impact upon the success or failure of the mainstreaming process and the preparation responsibilities of teacher training programs.     

Designing policy: collaborative policy development within the context of the European capital of culture bid process

ABSTRACT

How do ideas become policies? What route do they take from inception to implementation and what criteria are used to evaluate one set of proposals against another? This paper examines the development of the Creative Work Fellowship policy proposal in Limerick, tracing the origins of the idea, itself a contended and negotiated object, from discussions between academics and policy-makers through to scoping, pitching and scaling the policy to its eventual users. This policy idea was designed during the Intelligence Unit (IU) commissioned by Limerick2020 as part of the city’s bid to become European Capital of Culture in 2020. The IU took the form of a policy think-tank, tasked with generating insights, ideas and policy proposals into the place of culture within Limerick city and region. The IU structure created a set of actors and an epistemic community capable of both generating and using ideas effectively, chiefly through two mechanisms. The first involved a robust critique and rebuilding process that every element of the policy was exposed to; the second involved feedback from interested parties at specific stages in the process. This created a series of “policy entrepreneurs” capable of taking a fully costed and modelled policy suggestion to government. The findings presented in the paper include an analysis of the collaborative nature of this policy development process, Based on this framework, we also consider the role of the European City of Culture bid process as catalyst for policy development in a regional context, and present findings on this subject.
