This paper examines the historical background of the development of special education and how “Learning in Regular Classrooms” (LRC) has become the major service delivery model to universalise compulsory education for children with disabilities in China. The authors assert that the current model of inclusive education in China was conceptualised through the influence of the Western ideology of inclusion and the practical consideration of Chinese socio-economical conditions. To realise this model, a number of strategies were introduced and widely practised in an attempt to effectively implement the LRC programs. Adverse social climate, the exam-oriented education system, and limited resources in all aspects, however, remained as critical elements to be overcome for the future development of inclusive education in China. The LRC model is expected to continue to be the main form of inclusive education in China.  相似文献

The roles of principal leadership in change management have long been documented. The key concern to examine in this study was the dilemmas and measures confronting principals’ when they led changes to instigate inclusive education in Hong Kong. Thus, this paper aims to report sources of dilemmas and how principals tackled them in the change process. Ten principals of schools recognized for effective inclusive education practices were interviewed in a qualitative study. Findings suggested that the process of leading change was very complex. Two dilemmas were identified: (a) principals’ struggles between benefits and issues of participating in inclusive education and (b) autocratic initial decisions versus need for staff involvement. The second dilemma stemmed from not involving key staff while the implementation required their active participation. Thus, the existing organizational culture and personnel capacities became obstacles required for the success of inclusive education. The leadership measures to tackle the obstacles began by building a shared vision which in turn required both transactional and transformational leadership activities in order to increase teacher commitment to reforms. This study has contributed to change leadership theories in affirming the need to include socio-political contexts in examining leadership decisions toward school reforms.  相似文献

In Hong Kong, the concept of equity and subsequently inclusive education began to gain ground in the 1970s. Inclusive education has been made the goal of special education since 1977 and was finally implemented in 1997. Meanwhile, Hong Kong has been struggling to maintain its competitiveness in a global and knowledge-based economy. Elitism and marketisation of education battle against the force of equity and will continue to form strong forces in determining educational policies and directions. Therefore, this article examines Hong Kong's inclusive education agenda, the roles of government bodies and higher education institutions, and the progress achieved. In addition, salient issues that have emerged and affected inclusive education in Hong Kong as a result of the struggle among equity, elitism and marketisation forces are discussed.  相似文献

Alhough Asian American students are underrepresented in special education, recent studies have highlighted concerns about the cultural and linguistic appropriateness of the identification and placement process. This study examined the characteristics of Asian American elementary students with learning disabilities (LD) in a school district in the Southwest that was selected because it served the largest number of Asian American students with LD in the state. Due to the small numbers of students served, the sample included all Asian American students with LD in Grades K to 5 (N = 26). Variables of interest included students' demographic characteristics, factors associated with referral, assessment practices and student profiles, and instructional recommendations for special education services. The results suggest that the experiences of Asian American students with LD are similar to those of Mexican American students with LD reported in earlier studies. These findings also reflect the challenges faced by educators in providing appropriate educational services for language minority students.  相似文献

This study represents an initial effort to understand the advocacy journey of Chinese parents of children with dyslexia in Hong Kong. Qualitative methods involving individual and group interviews were used to solicit detailed recount and perceptions of the experiences of 25 parents. Findings revealed a largely sequenced three-stage journey of parental advocacy: (1) parents’ emotional adjustment which involved self-blame and sorrow; (2) parents moving on to advocacy which comprised home-life adjustments, acquisition of knowledge about dyslexia, and seeking support through parent networks; and (3) parents advancing from advocacy to activism with increased knowledge about dyslexia and their conscious integration of Confucian and disability rights paradigms as strategies to interact and negotiate with authorities. This unique approach offers a conceptual framework for examining the interplay of dual or multiple cultural values affecting parent advocates’ actions. Their growth as advocates and activists affirmed the conceptualisation of the advocacy–activism continuum.  相似文献
