While there has been much anticipation that open government data (OGD) would increase the inclusion of marginalized groups in government decision-making processes, researchers have found little evidence of it. Such findings or lack of findings of social impact have led researchers to call for critical review of present notions of OGD’s impact and also for better theoretical frameworks. In response to these calls, we develop a theoretical framework based on an ethnographic study of civic use of OGD in Hong Kong. We argue that constrained by the deliberative democracy models that focus on existing mechanisms of political participation, researchers have tended to overlook the use of OGD for protests, contestation, and other expressions of adversarial politics, which also produce a use of OGD for social impacts.  相似文献

Why would individuals who are capable of learning opt not to? Learning is important for stability and success. It would seem rational that students in groups that are frequently underrepresented or marginalized would be motivated to learn. However, negotiation of multiple identities and self-beliefs can impact motivations to learn. For example, young African American males frequently adopt a “cool pose” in their approach to education. They maintain that they do not care and will not try to be a part of the existing educational system. To better understand these issues, we studied African American males in the Glitch Game Testers program. High school students in the Glitch program worked as paid game testers and took workshops in computer science. More than 65% of the participants went on to study computing after high school. We found that these students persisted with education and computing because they navigated around motivations to not learn by creating many different faces for their involvement with Glitch. In this article, we explore the use and design implications of face-saving tactics these young men used to “geek out” on computer programming, choose computer science for their career, and maintain their current identities with friends and families.  相似文献

The notion of “critical making” suggests a new form of design, through which the political qualities of an issue are materialized by participatory means. In this essay I trace and describe this process through the Growbot Garden project—a design project directed at reimagining agricultural technologies to support small-scale agriculture. Through a discussion of this project I draw out the ways that politics were actively projected onto and through artifacts by the participants. In effect, these artifacts were a material expression of their desires and commitments. By creating these artifacts, the participants enacted a novel mode of “doing” political design as a collaborative and public endeavor of articulation.  相似文献
