Brain drain has been a long‐lasting phenomenon. It existed in the former Yugoslavia, and was affected by various factors, from political through economic ones to the attractive offers for advanced studies and work in scientific institutions or firms in developed countries. Some ad‐hoc analyses were made concerning individual groups or periods, but there was no systematic monitoring and no complete and all‐inclusive data. It is however possible to draw a picture showing trends in the – mostly one‐way – movement towards highly developed countries.
Therefore, the current study has a mosaic character, which – we hope – shall throw some light and try to explain brain drain in the academic circles of Serbia and Montenegro (former SFRY). As the Republic of Serbia represents the largest component part (about 90 percent), most of the data is about Serbia. 相似文献

ObjectiveTo determine the prevalence of children and youth exposure to sexual content and inappropriate sexual questions on the Internet; and to identify emotional and behavioral reactions of children after such exposures.MethodsSample of the study included 2,880 of children and youth aged 10–16 who identified themselves as Internet users. Participants were questioned using Questionnaire on Child Experiences in Internet Use.ResultsResults show that 27% of children were exposed to messages of sexual content, mostly containing images of human nudity and sexual activity. Study also shows that children have experienced inappropriate sexual questions on the Internet. Exposure to questions of intimate nature increased with their age with certain differences in exposure and disturbing emotional reactions related to gender and age.ConclusionResults obtained by this study show that about a quarter of children are at risk for exposure to sexual content on the Internet.Practical implicationsResearch results can be used as a starting point for further research in order to throw more light on children and youth exposure to sexual content on the Internet. Furthermore, results can be used in developing prevention strategies for high-risk behavior of children and youth using the Internet and in working with children, parents and teachers. 相似文献

The presence of biofilms on stone monuments can lead to biodeterioration processes that significantly lower not only the aesthetic value of cultural heritage sites but also cause considerable physical and chemical damage to stone surfaces. In terrestrial environments, cyanobacteria have a significant role in biofilm formation on a variety of natural and artificial stone substrata, including granite, sandstone, limestone, lime mortar, etc. Studies on cyanobacterial diversity and estimation of biodeteriorative activity on stone cultural heritage objects can be very important for conservators and restorers, and cyanobacteria removal from stone monuments is currently a great challenge for conservation science. In that sense, the diversity of terrestrial cyanobacteria was investigated at six localities in Serbia. Samples for cyanobacterial analyses were taken from surface biofilms covering different substrata: granite and lime mortar (The Monument to the Unknown Hero), sandstone (Branko's Bridge, Eiffel’s Lock) and carbonate rock (Medieval tombstones from Mramorje and Rasti?te, Gradac Monastery). A total of 18 cyanobacterial taxa were identified. The highest diversity was found on carbonate rock, followed by sandstone. Cyanobacteria were also recorded on an artificial substratum – lime mortar, while cyanobacteria were not found on granite. All detected cyanobacteria seriously impaired the structural and aesthetic integrity of the studied monuments via mechanical and chemical actions, so their presence must not be overlooked. 相似文献

The article uses conceptual correlations between information literacy and financial literacy as a basis for arguing that financial literacy services have a place in library settings. The article discusses the general requirements, profile of services, and various challenges related to the introduction of financial literacy programmes in public libraries. An intensified interest in financial literacy matters may be assigned to the global financial crisis of 2007 to 2009. The interdependencies between financial crisis, financial literacy, and the potential of public libraries is illustrated by the example of one South-Eastern European country whose economic transformations and developments reflect the importance of financial literacy. 相似文献

Students’ evaluations of teaching are increasingly used by universities to evaluate teaching performance. However, these evaluations are controversial mainly due to fact that students value various aspects of excellent teaching differently. Therefore, in this paper we propose a new approach to students’ evaluations of university teaching based on data from conjoint analysis. Conjoint analysis is a multivariate technique used to analyze the structure of individuals’ preference. In particular, our approach accounts for different importance students attach to various aspects of teaching. Moreover, it accounts explicitly for heterogeneity arising from students’ preferences, and incorporates it to form comprehensive teaching evaluation score. We have conducted survey and confirmed applicability and efficiency of the proposed approach. 相似文献

This essay inquires into the pedagogical and political dimensions of art in the contemporary moment. Specifically, it seeks to reanimate Fredric Jameson's notion of “cognitive mapping,” which he introduced as a response to the postmodern problem of representing the social totality. To that end, the essay begins by explicating the twin impulses of cognitive mapping. It, then, undertakes a sustained rhetorical analysis of Jens Lien's award-winning 2006 Norwegian film, The Bothersome Man, demonstrating how the film employs entropic satire to, at once, map and critique the cultural logic of late capitalism. The essay concludes by reflecting on the important contributions rhetorical scholars can make to a renewed interest in cognitive mapping. 相似文献

Among ethicists and engineers within robotics there is an ongoing discussion as to whether ethical robots are possible or
even desirable. We answer both of these questions in the positive, based on an extensive literature study of existing arguments.
Our contribution consists in bringing together and reinterpreting pieces of information from a variety of sources. One of
the conclusions drawn is that artifactual morality must come in degrees and depend on the level of agency, autonomy and intelligence
of the machine. Moral concerns for agents such as intelligent search machines are relatively simple, while highly intelligent
and autonomous artifacts with significant impact and complex modes of agency must be equipped with more advanced ethical capabilities.
Systems like cognitive robots are being developed that are expected to become part of our everyday lives in future decades.
Thus, it is necessary to ensure that their behaviour is adequate. In an analogy with artificial intelligence, which is the
ability of a machine to perform activities that would require intelligence in humans, artificial morality is considered to
be the ability of a machine to perform activities that would require morality in humans. The capacity for artificial (artifactual)
morality, such as artifactual agency, artifactual responsibility, artificial intentions, artificial (synthetic) emotions,
etc., come in varying degrees and depend on the type of agent. As an illustration, we address the assurance of safety in modern
High Reliability Organizations through responsibility distribution. In the same way that the concept of agency is generalized in the case of artificial agents, the concept of moral agency, including responsibility, is generalized too. We propose to look at artificial moral agents as having functional responsibilities within a network
of distributed responsibilities in a socio-technological system. This does not take away the responsibilities of the other
stakeholders in the system, but facilitates an understanding and regulation of such networks. It should be pointed out that
the process of development must assume an evolutionary form with a number of iterations because the emergent properties of
artifacts must be tested in real world situations with agents of increasing intelligence and moral competence. We see this
paper as a contribution to the macro-level Requirement Engineering through discussion and analysis of general requirements
