SAGA：一种新的船舶搁浅预警模型

随着船舶自动识别系统(Automatic Identification System,AIS)和电子海图信息与显示系统(Electronic Chart Displayand Information System,ECDIS)的出现及普及,使船舶交通管理系统(Ves-sel Traffic Service,VTS)对其辖区的航行船舶进行自动搁浅预警成为可能.针对预警自动化水平较低这一现状,提出搁浅预警(Search Area for Grounding A lert,SAGA)模型,通过判断船舶SAGA领域内最小水深是否满足安全要求来实现船舶搁浅预警.     

The Rise of the Small: The Effects of Industry Consolidation on Small Legal Publishers

Summary

The legal publishing industry has experienced waves of acquisition and consolidation, with almost all of the established players becoming affiliated with either Thomson or Reed Elsevier. A widespread assumption is that this consolidation is driving out the smaller participants in the market, especially in conjunction with the expansion of free Web sites for primary source material. It is presumed that the entrepreneurs who have smaller, profit-based companies are becoming less interested in the market due to financial pressures, increased difficulty of capturing market share, and threat of acquisition (friendly or hostile).

In order to confirm or refute this assumption, the author reviews the industry consolidations, describes the delineation of representative small legal publishers, and analyzes their responses to questions about how the recent industry changes have affected their strategies, markets and product lines. The resulting picture is of an environment much different than that painted by current media pundits. Contrary to the presumption of a disappearing landscape of small players, there is a positive perception of “ripe opportunity” pushing companies into this marketplace-companies armed with new technology tools and strong convictions that they can reach customers ready and willing to do old business in new ways. The small publishers seem to be weathering the climactic industry changes, and have expectations of growth and expansion.

基于短信息服务的宿舍电量提醒系统的实现

为了能在学生宿舍出现电量不足时,通过手机短信及时提醒学生向宿舍充电费,避免造成不必要的麻烦。本文提出了一种基于短信息服务的宿舍电量提醒系统的实现,通过该系统可以使得高校后勤管理部门应用手机短信息进行服务,它不仅可以提升高校宿舍管理的服务质量,还可以为学生提供更为主动和便捷的服务。

利用网站实现科技期刊的主动宣传是期刊进行组稿、扩大影响，进而提高被引频次和影响因子的最方便、最经济和最有效的手段，也是科技期刊网站建设的比较高级阶段，即从坐等读者上门转变为主动宣传，提高服务意识和服务内容的阶段。目前最广为采用的技术和服务主要包括两种：Email Alert服务和RSS聚焦服务。本文介绍了这两种服务的含义、内容和技术实现方法。     

Study of Variables Affecting Critical Value Notification in a Laboratory Catering to Tertiary Care Hospital

During post-analytical phase, critical value notification to responsible caregiver in a timely manner has potential to improve patient safety which requires cooperative efforts between laboratory personnel and caregivers. It is widely accepted by hospital accreditors that ineffective notification can lead to diagnostic errors that potentially harm patients and are preventable. The objective of the study was to assess the variables affecting critical value notification, their role in affecting it’s quality and approaches to improve it. In the present study 1,187 critical values were analysed in the Clinical Chemistry Laboratory catering to tertiary care hospital for neuropsychiatric diseases. During 25 months of study period, we evaluated critical value notification with respect to clinical care area, caregiver to whom it was notified and timeliness of notification. During the study period (25 months), the laboratory obtained 1,279 critical values in clinical chemistry. The analytes most commonly notified were sodium and potassium (20.97 & 20.8 % of total critical results). Analysis of critical value notification versus area of care showed that critical value notification was high in ICU and emergency area followed by inpatients and 64.61 % critical values were notified between 30 and 120 min after receiving the samples. It was found that failure to notify the responsible caregiver in timely manner represent an important patient safety issue and may lead to diagnostic errors. The major area of concern are notification of critical value for outpatient samples, incompleteness of test requisition forms regarding illegible writing, lack of information of treating physician and location of test ordering and difficulty in contacting the responsible caregiver.     

广州市土地资源安全预警及耕地安全警度判定

土地资源安全作为国家安全体系的重要组成部分,已经成为土地科学研究的热点问题.本文通过总结国内外土地资源安全预警研究的进展,从土地资源安全预警的概念出发.提出了广州市土地资源安全预警研究的总体思路及主要问题,为后继研究提供借鉴意义.然后,以广州市耕地安全为例进行实证研究,采用目标预警法计算1990年～2005年广州市耕地安全度,并利用灰色模型GM(1,1)预测2015年和2020年耕地安全度并划分其预警级别,结果表明:广州市1991年耕地安全度为-1.97,2005年为-2.12,总体呈不规则下降趋势,其动态拟舍方程为y=-3.096exp(-0.063694t)+3.096,预测出广州市2015年耕地安全度为-1.4585,2020年耕地安全度为-1.9051,均属于巨警级别,安全形势不容乐观,在不同的预警级别中应采取不同的对策措施.
