Managed health care deliberations in Oregon point to a "civic bioethics" model to resolve allocation issues through publicly articulated community values and priorities that influence legislative action. Communication practices in the Oregon experiment provide data to develop an evaluative framework to assess public moral deliberation in value-laden contexts such as health care distribution. The Oregon experience also points to dialogical virtues to heighten citizens' ethical sensibilities and political will, discursive tools to inform ethical communication practices in a civic bioethics model.  相似文献

This essay argues that a sustained form can be located in the complicated history of populist rhetoric. Despite its chameleonic qualities, the advancement of populism is constituted by alterations in the focus and content, not the structure, of populist activism. This structure, or what I term its argumentative frame, positions a virtuous people against a powerful enemy and expresses disdain toward traditional forms of democratic deliberation and republican representation. I trace these themes through the rhetoric of the People's Party, Huey Long, and George Wallace. I conclude by analyzing the link between populism's persistence in U.S. history and the nation's Founding.  相似文献

This paper analyzes the argumentative style and the characteristics of writers of newspaper letters to the editor. Writers are more likely to be White, male, older, more politically active, and less likely to be politically moderate than the local population. Inequality in political participation persists in this forum. Gender and sense of local political efficacy influence how letter writers make their points. Letters to the editor mostly display inequalities similar to other forms of political participation.  相似文献

Over a six-month time period a school board and its community discussed their district's strategic plan goals about diversity. This article analyzes that discussion within the practical theory frame articulated by Craig. Meeting talk and documents were analyzed to determine how the group's policy deliberation became an argument over what words to have (or avoid) in the strategic plan document. Proposals about document language were framed as technical editing, as inadvertent changing of a policy, and as wordsmithing. In addition to each frame being used, each was also challenged as to its being used to advance some group members' interests at the expense of others. Moving back and forth between using and resisting wording proposal frames, we suggest, is a reasonable way for groups to manage a dilemma they face in crafting policies about controversial, abstract issues. The paper concludes by identifying implications for dilemma theorizing and future study of groups.  相似文献

Normative and practical accounts of deliberative democracy cite open-mindedness as a key feature of good deliberation. Yet scholars have often focused on attitude change or self-report measures to empirically demonstrate openness. This paper draws on grounded practical theory to understand openness as a discursive stance in public deliberation. Openness is used to address four practical problems encountered in deliberation: disagreement, opinion formation, dysfunctional community problem-solving, and deliberative sense making. Indicating openness and expressing attitude change are different discursive practices. Expecting participants to refrain from forming opinions before deliberation may be naïve. Instead, participants’ eagerness to make sense of deliberation by invoking shared understanding and openness should be used to develop meta-consensus.  相似文献

Social media’s potential for political and social discussion provides great promise since deliberation is key for democracy. Unfortunately, there is a problematic presence of incivility in conversations on digital platforms. We conducted an experiment to examine the effects of this phenomenon, driven by the elaboration likelihood model. Each of our four conditions showed a media outlet’s Facebook post with a story about genetically modified organisms and a comment section beneath with one of the following: a civil discussion, an uncivil discussion, an uncivil conversation with metacommunication encouraging civility, and a control group. Results revealed a mediated relationship of exposure to civil and metacommunicative comments on willingness to engage in a discussion through mental elaboration. We also found evidence of modeling behavior for civility and metacommunication.  相似文献

This essay examines the ways in which the rhetoric of the reparations debate elucidates the varying accounts of history favored by Americans of different backgrounds, the political and ideological foundations underlying different perspectives on the nature and uses of history, and the norms guiding public deliberation in the contemporary U.S. about how to remember the past. Because the controversy explicitly connects questions about race and cultural memory, it has generated positions that seem irresolvable; yet, ironically, the debate suggests ways in which rhetoric about race in the U.S. might begin to move beyond current impasses.  相似文献

Research has neglected a critical factor in promoting successful citizen deliberation: the public forum facilitator. The facilitators create the discursive framework needed to make deliberation happen while setting the tone and the tenor for how and what participants discuss. This essay brings facilitators more clearly into the discussions about deliberative practice by offering an expanded and nuanced notion of facilitation in action. I modify D. Ryfe's continuum of involvement concept to outline three distinct types of facilitators: passive, moderate, and involved. Using this continuum, I investigate how the various moves, types of talk, and discursive strategies used by each of these facilitators differ during six National Issues Forums style deliberations. Results demonstrate that facilitators are not neutral, inactive participants in deliberative forums. The analysis indicates that the pedagogical choices made by facilitators about their involvement in forums affect deliberative talk and trajectories. Scholars evaluating deliberation should take into account facilitation and its different dimensions.  相似文献
