千舟险过万重山——改革开放30年中国基础教育发展研究概述

“千舟险过万重山”是对我国改革开放以来基础教育改革与发展之艰难历程和复杂体验的诗性表达,以此研究成果概述了我国基础教育30年改革全程的演化脉络和总体状态,系统阐述了如下基本观点：必须在当代中国社会与教育变革相互关系的意义上,认识基础教育改革的性质与任务;必须充分认识基础教育当代变革的艰巨性与复杂性;科学发展观在基础教育改革中的体现,是重视、支持教育学科的发展,提升教育改革中教育科学的含金量。     

School-based management developments and partnership: Evidence from Indonesia

School-based management (SBM) with devolution of authority and responsibility to school level decision-makers has become the most prominent feature of public school management systems in most countries around the world. This article provides the global trends and current developments in SBM in Indonesia with an emphasis on how SBM has created partnership and participatory decision-making processes in school level. The data reported here are on the basis of an empirical survey involving 504 school council members from Ngada Flores followed by 42 interviews with all relevant stakeholders.

教育信息化是一项复杂的系统工程,需要全球视野、登高望远,更要立足国情、脚踏实地。通过国际前沿观察,把握世界教育信息化的最新潮流与走向,为我国教育信息化提供有益启示和吸收借鉴。要充分考虑我国教育信息化的基本现实,尊重教育信息化的规律,不断稳固已有成果和学术地位,积极探索多元化发展道路。因此,可以从技术设计应用和理论创新研究两个方面关注国际和国内的教育信息化新发展。国际观察包括《地平线报告》、巴斯德研究范式等10项前沿问题,国内研究包括电子书包、协同学习理论等10项前沿问题。

目前,我国公共图书馆事业发展不平衡,这有违公共图书馆公平服务原则。促进公共图书馆事业均衡发展,必须更新发展观念,建立资源配置平衡机制,促进资源供给多元化,推动资源共享,科学布局公共图书馆服务网络。     

Regulatory Reform and the Promise of New Telecommunications Infrastructure in New Jersey

The information superhighway is depicted as important to maintaining national competitiveness in a global economy. The concept is particularly evident in the state of New Jersey and its legislatively supported plan, Opportunity New Jersey, to deploy advanced telecommunications technologies to all homes and businesses in just 20 yr. This case study of the decision-making process behind the passage of the New Jersey legislation illustrates how telecommunications companies have worked to couple their desire for less regulation with the desire of state officials for economic development, by promising to upgrade the infrastructure of the public network. With the upgrade promise comes a hoped-for economic development payoff in education, through distance learning, in health care, through telemedicine, and especially in new jobs, by attracting information-intensive businesses, like finance and insurance, to relocate in their service areas. The lack of clear connection between infrastructure investments and economic development means that the twenty-first century will come before strategies such as this are proven.
