ABSTRACTWe explore the role of neoliberalism within portrayals of internationalisation in higher education (HE). Through an analysis of four features of internationalisation, we suggest that they embody a complex entanglement of neoliberal categories and assumptions with other, primarily progressive humanitarian ideals. This framing of internationalisation has three affects. One, humanitarian ideals coupled with neoliberal categories normalise inequalities, turning internationalisation into a meritocratic global race, focusing on celebrating the possibility of the few who can achieve, instead of the embedded inequalities within the system, which disadvantage the many. Two, this allows neoliberal practices to be advanced through the discourse of internationalisation and its association with progressive humanitarian values. Three, this neoliberal framing does not explain the nature of internationalisation of HE in many nations; we demonstrate this by analysing internationalisation in China, Israel and Cuba. We suggest that internationalisation in HE cannot be adequately explained by analyses which rely on neoliberalism. 相似文献

This paper provides a review of Israel's science and technology policy and traces the growth and development of technology intensive industry in that country. Such policy has generally been neutral with regard to industry, technological field or class of product; concentrates on industrial R &; D directly performed in industrial firms; and is an integral part of overall national industrial policy — being centred in the Ministry of Industry and Commerce. Drawing upon case studies and other statistical evidence, the paper argues that such policy has been partly responsible for Israel's success in building up an indigenous, export-oriented, high technology sector. 相似文献

This paper offers a model for evaluating the strengths and weaknesses of judicial involvement in educational reforms. It uses the model to analyze two case studies of court-led educational reforms in the third rail of Israeli politics – the curricula and the admission policies of ultra-Othodox (Haredi) schools. These case studies are located at the knotty junction of human rights, religion, and politics in education policy, generating concern in many countries. The conclusions demonstrate that even when the courts are cautious, judicial involvement in third rail educational reforms may produce impacts that drive the cogwheels of policy-making in directions that are apt to undermine the interests of the petitioners. Therefore, the choice of courts as a forum for shaping education policy in political third rails should be prudently considered. The paper also demonstrates the need to evaluate litigation by means of a contextual, evidence-based analysis. It highlights that in certain cases, what may appear to be unjustified judicial activism or restraint is, in fact, a reasonable response, whose harmful ramifications may be attributed to the context of political third rails. This case study worked with 80 lecturers drawn from Israeli teachers’ colleges who reported that they face relatively few discipline problems; most appeared to be related to low motivation and/or dishonest behaviour. They treated each case in an ad hoc way, responded mildly and avoided imposing sanctions. It is argued that the student teachers’ misconduct could have been used by their lecturers as excellent raw material to analyse the conditions in which problems are likely to occur in the school classroom, as well as to discuss possible underlying motivation of the provocative conduct, and to suggest ways for teachers to cope with these situations. Unfortunately, the lecturers did not draw any connections between the misbehaviour of the student teachers and the skills and moral values prospective teachers need to possess. The lack of transference from the college setting to the student teachers’ experience in the classroom is discussed with regard to the current highly competitive climate in which colleges must attract students. 相似文献

Teen suicide is a widespread problem which has recently increased dramatically. Part of the problem relates to the prevalence of anxiety during the teen years. Librarians and the library can help with the problem in direct and indirect ways. Librarians are encouraged to be supportive of young adult patrons. Suggestions are given concerning young adult departments. Public libraries could directly help with the problem by sponsoring programs to help young adults deal with anxiety and depression, to help parents and teachers identify teenagers at a high risk for suicide, and to increase community awareness. Librarians who suspect that a teenage patron or employee may be suicidal should intervene, preferably by referring the young adult to a trained counselor or suicide prevention agency. 相似文献

Our research is a response to the need to improve the understanding of the complexity of global professional communication. To investigate the complex cultural interpretations that producers and audiences apply to professional texts, we developed a two-year interactive project. Business students in New Zealand and Israel produced promotional “texts” – video clips to promote a university program – which they exchanged with their counterparts overseas to receive feedback. We adapted models of home-made visual communication and advertising which used the categories of participants, settings, topics, and style, to analyze the eight clips. Emergent findings suggested two more categories – information and language – as important analytical tools. Variables of age, gender, intra- and intercultural differences, and (cultural) context also resulted in student audiences’ multiple interpretations of the texts. The outcomes indicate the need to extend the culture-in-context approach for a “situation focused communication approach,” where the primary focus is a group of producers and their audience as they produce and interpret a professional text. This approach also foregrounds contextual variables and a plural understanding of culture to accommodate the potential for miscommunication of business and professional texts in pluricultural contexts. 相似文献

The article describes Israel’s approach to the education of gifted and talented children. It describes the programs for gifted and talented children in Israel and the process for selecting students for these programs. The method of selecting students for programs is consistent with the Ministry of Education’s definition of giftedness, the goals of the giftedness programs, and the characteristics of these programs. The selection method is affected by the standards required of the instruments as well as other constraints, such as the constraints on funding for this purpose.The author of this article is the director of the Szold Institute program for identifying gifted children.
