Replacing points by compacta in neural network approximation

It is shown that cartesian product and pointwise-sum with a fixed compact set preserve various approximation-theoretic properties. Results for pointwise-sum are proved for F-spaces and so hold for any normed linear space, while the other results hold in general metric spaces. Applications are given to approximation of L_p-functions on the d-dimensional cube, 1?p<∞, by linear combinations of half-space characteristic functions; i.e., by Heaviside perceptron networks.     

Teachers’ unions and compensation: The impact of collective bargaining on salary schedules and performance pay schemes

This study examines the impact that collective bargaining has on multiple dimensions of teacher compensation, including average and starting salaries, early and late returns to experience, returns to graduate degrees, and the incidence of different pay for performance schemes. Using data from the School and Staffing Survey (SASS) and a more recent data set, the Teacher Rules, Roles and Rights (TR3), we find that collective bargaining has a significant impact on all aspects of current, qualification-specific salary schedules. Further, we find some evidence that bargaining impacts the design of performance pay plans. Specifically, unions tend to encourage teacher bonuses that are based on additional qualifications or duties, but discourage bonuses that directly reward improved student test scores.     

世界男子单杠项目发展特点分析

采用文献资料、录像观察和统计分析法,对41届世界体操锦标赛和29届奥运会及我国11届全运会单杠决赛前6名运动员的成套D分动作的类型、难度、连接加分和完成情况进行研究,分析当前世界男子单杠发展的新特点。结果表明：飞行动作是构成单杠成套D分价值的重要动作组别,且动作的使用趋于多样化;具有0.2分连接价值的＂二连接＂明显增加,C组及以下难度的D分动作使用趋于减少;高D分是获胜的基础,动作完成质量是取胜的保证。     

论《聊斋志异》中的贤妻良母形象

中西部对外开放水平浅析及相应对策

在世界经济大发展的时代，尤其我国加入WTO在即，正确剖析中西部地区对外经济开放水平具有重要的现实意义。本文从对外贸易和外商投资两方面对中西部对外开放的现状进行了分析，并指出造成此落后状况的原因，最后从宏观和微观层次对中西部如何提高对外开放水平提出了一些可行性策略和建议。     

Measuring patent assessment quality—Analyzing the degree and kind of (in)consistency in patent offices’ decision making

We argue that consistent decision making in judging a patent's validity and basing this on its underlying technological quality are important elements of patent office service (“assessment”) quality. To understand which level of assessment quality patent offices (can) provide, particularly in new technological areas, we study the concordance of the European Patent Office's (EPO) granting and opposition decisions for individual patents. Using the biotechnology industry in the 1980s (an emerging patenting area then) as an example, we find no empirical evidence that the EPO provided maximal or optimal assessment quality as far as can be told from bibliographic indicators. We discuss research limitations and consequences of this first empirical analysis, and suggest ideas for refinements in future work.

本文首先就完善法人治理结构是我国国有企业建立现代企业制度的核心环节进行了分析，然后对法人治理结构的内涵进行了详细的阐述，对国有企业改制、建立法人治理结构的过程中出现的问题进行了深层次探讨，对目前国际上普遍认同的、并值得我国企业借鉴的“OECD《公司治理结构原则》”作了介绍，对国有企业改制过程中如何完善法人治理结构提出了若干对策建议。     

Who contributes voluntarily to OSS? An investigation among German IT employees

Based on newly assembled survey data, we analyze which individual characteristics of IT employees are associated with the willingness to participate voluntarily in Open Source Software (OSS) projects. We find that, contrary to common expectations, formal educational attainment is not positively associated with the probability or level of OSS contributions. The group of university dropouts, however, does show a particularly high probability of working on such projects. Furthermore, we obtain the striking and novel finding that work-related OSS activities play an important role in determining voluntary OSS contributions during leisure time. Although one has to be cautious regarding the direction of causality, we interpret this as evidence of career-oriented motives in voluntary OSS contributors. The finding is also reinforced by our more specific analysis of the importance of such motives in determining the actual effort invested in OSS projects.     

Academic spin-off’s transfer speed—Analyzing the time from leaving university to venture

For academic spin-offs I analyze the length of the time period between the founder’s leaving of academia and the establishment of her firm. A duration analysis reveals that a longer time-lag is caused by the necessity of assembling complementary skills, either by acquisition by a single founder or by searching for suitable team members. Furthermore, new ventures are established faster if there has been high-level technology transfer, if the founders have access to university infrastructure, or if they receive informal support by former colleagues.
