This paper considers the role of the Special Educational Needs Coordinator (SENCO), the teacher responsible for the implementation of policies relating to the teaching and learning of children with special educational needs (SEN) in mainstream schools in England and Wales. SENCOs also have a role to play in the inclusion of children with learning difficulties/disabilities in mainstream schools. Yet research indicates that despite the revision of the Special Educational Needs Code of Practice in 2001, many SENCOs are still overwhelmed by the operational nature of the role with little support, time or funding to consider more strategic aspects of inclusion and SEN. The article draws on research by the author and offers the voices of SENCOs from two unitary authorities in the north of England which suggest that where the SENCO is supported by senior management within the school, the role can be a powerful one in relation to inclusion. It concludes by arguing that the role of the SENCO needs to be re‐conceptualized, redefined and remunerated as a senior management post within mainstream schools. If this were to be enforced by national policy, every mainstream school could have at least one powerful advocate for the inclusion of children with learning difficulties/disabilities.  相似文献

The provision of service to students with Special Educational Needs (SEN) at university libraries in the UK differs based on the types of positions that are being used to staff these programs. This study finds that although nondedicated staff tended to provide services that required fewer specialized skills, they seemed to place a higher priority on meeting the immediate needs of students with SEN, while dedicated staff members tended to focus on the quality of the support being provided. Second, this study finds that it is difficult for university libraries to provide the tailored training or alternative formats required by students with SEN without support personnel on staff who have specialized expertise. It remains to be determined which type of special needs staffing and support system is most effective, since no significant differences were observed in the responses of those surveyed.  相似文献

In both the literature on inclusive education and in international policy development, there has been considerable interest in the use of sets of indicators for the implementation of inclusive education at national and local levels. Drawing on sets of indicators developed in Europe and the Pacific Islands, this study proposes a set of such indicators for Kuwait. These indicators are then presented in a survey of 161 special education teachers working in public elementary mainstream schools across Kuwait. Analysis of the results is used to explore how such indicators could play a role in promoting policy implementation for inclusive education in Kuwait and more widely in Gulf Cooperation Council (GCC) countries.  相似文献

One outcome of the UK Government's commitment to inclusive educational policies was an increase in the number of pupils with special educational needs (SEN) being taught in mainstream schools. From the perspective of SENCos, this article analyses whether parents and pupils are able and willing to influence the development of SEN provision and distribution of SEN resources, both of which aim to ensure that pupils have more meaningful experiences of mainstream education. The findings of the study cast light on the power and influence of parents when it comes to SEN provision and resources, the importance of consulting parents and the ways in which parents empower SENCos to make decisions on behalf of themselves and their children. The importance of negotiating and attempting to seek a compromise with pupils was another key issue identified in the article. Ultimately, however, the power to decide where resources go and what is done with them appears to reside with SENCos.  相似文献

In this article Lynne Meiring and Nigel Norman focus on the notion of entitlement and the demands this has made on schools and teachers to cater for the needs of a wide range of pupils previously denied an experience of foreign languages. In order to enable all pupils to realise their potential, facilities and strategies have to be reviewed and developed to ensure that their learning experience is appropriate. This article focuses on the contribution that one such facility, namely information and communications technology (ICT), can make towards removing some of the barriers to learning experienced by some pupils, enabling them to realise some of the benefits of what has often been perceived as a particularly inaccessible curricular area. The authors examine how the generic capability of ICT can enhance and enable the learning of pupils with special educational needs (SEN), but do not purport to consider specifically the specialised technology required for certain manifestations of special need.  相似文献

As a result of their high contact time with children, particularly children identified with special educational needs, it is widely acknowledged that teaching assistants (TAs) have great influence on pupils' education (Balshaw). However, recent research into the impact of TAs on pupils' learning has questioned TAs' usefulness in improving pupils' learning (Blatchford, Bassett and Brown; Higgins). This paper argues that TAs' influence on pupils' education has not yet been researched effectively. Previous research has primarily focused on determining TAs' influence on pupils' achievement in terms of academic outcomes and has neglected to explore social outcomes. Two interconnected literature bases are reviewed in this paper; the current research exploring TAs' role and influence on pupils' learning is first explored, followed by a critical discussion of the literature regarding the process of social inclusion in mainstream primary schools. This paper concludes that for TAs' influence on pupils' learning to be effectively researched, TAs' influence on the process of social inclusion must be researched within mainstream primary schools.  相似文献

Identifying individuals with mathematical difficulties (MD) is becoming increasingly important in our education system. However, recognising MD is only the first stage in the provision of special educational needs (SEN). Although planning the effective remedial support is vital, there is little consensus on the interventions that are appropriate. There are two main reasons for this: first, MD has a variety of manifestations which appear to change with age; and second, there are many potential causes for the difficulties individuals experience. This paper addresses these issues by reviewing research evidence from three 'domains' of psychological research (genetic, cognitive, behavioural), all of which appear to offer insights into potential influences on mathematical ability.  相似文献

In schools, the Special Educational Needs Coordinator (SENCO) could be considered a key policy implementer of special educational needs and inclusive policy. Issues related to time, status and the effective facilitation of the SENCO role have been reported on extensively, yet literature has predominantly focused on the role prior to the introduction of the Special Educational Needs and Disability (SEND) reforms in 2014. This paper reports on research which explored the SENCO role post-reform. The research aimed to understand how widely the role varied across differing educational settings and phases, whilst also exploring the breadth and depth of the role, post-SEND reform. The research design was mixed methods and had two phases: online focus groups (n = 15), followed by a national online survey (n = 1903). The findings suggest that the facilitation of the SENCO role remains problematic post-reform. Constraints include the time to undertake responsibilities, the increasing breadth of the role and how the role is understood by others. This combined with increased external bureaucracy, budgetary constraints and a lack of consistency nationally has led to a situation where only approximately one-third of SENCOs intend to remain in the role in five years’ time.  相似文献

In order to obtain maximum benefits from the educational system, it is imperative that the system should work as a unified coherent unit. Gaad, Arif and Scott (2006) conducted the systems analysis of the United Arab Emirates' (UAE) general education system. They analysed three components of the system in order to assess the development, delivery and evaluation. This paper utilises the same framework to analyse the special needs education (SEN) system in the UAE. Data for the research were collected through observations and semi-structured interviews. Analysis of the data identifies some possibilities for improvement. In the area of development, more teaching and supplemental material specific to special needs education needs to be developed. Currently, teachers are working with what is known as the 'para curriculum'. It is based on the regular textbook; with chapters that are difficult being simplified or removed. In the area of delivery, more training would be beneficial to teachers. The monitoring and evaluation component's analysis points out that the evaluation instrument used currently needs to be modified for special needs education monitoring and additional resources in the area of special needs education would required.  相似文献

It is a feature of Irish second-level teaching that teachers will encounter pupils with special educational needs (SENs). To prepare them, the National College of Art and Design (NCAD) has designated SEN placements as part of the ITE programme, whereby students are immersed in SEN settings. These placements have been acknowledged as good practice by Merriman & Rickard, on behalf of the National Parents and Siblings Alliance (2013). Over the ten-year duration of this specific SEN placement, this immersion has led to positive outcomes for both the student teachers and the centres in which they have been placed.  相似文献
