民主社会主义产生和兴起的原因

19世纪后期，民主社会主义的产生有许多深层次的原因。在经济上，资本主义经济制度在微观和宏观两个层面上发生了深刻变化，股份公司兴起，国家职能扩大。在政治上出现了民主扩大的趋势，使政治制度化与政治参与相协调，这些变化降低了工人的革命性，导致工人阶级改良情续的滋长。苏东剧变进一步降低了科学社会主义形象，增强了民主社会主义的吸引力，并且民主社会主义本身也不断发展自己的理论，把新社会运动整合到自己的周围，这进一步增强了民主社会主义的势力。     

瑞典的社会福利制度及其特点

国际社会的现代福利制度的最重要特征就是社会福利的普遍享有原则。近百年来,瑞典比较彻底地贯彻了这一原则,使所有公民都可以享受到社会提供的基本福利,福利面前人人平等。瑞典福利制度有四大特点:全民性、高福利、均平性、政府负担。     

资源能力视角下公益性专利运营模式的结构研究

本文以公益性专利运营机构的运营模式为研究对象,从资源能力论视角,通过文献研析推演探析公益性专利运营机构及其运营模式的特征、概念;以系统论、资源能力论等为指导,构建“运营基础资源-动态运营能力-运营竞争优势”的公益性专利运营模式系统结构图,探索结构模块-要素及结构模块间的作用关系;并提出将PPP模式应用于公益性专利运营的创新思索,为公益性专利运营提供参考。     

The new ‘market‐state’ and education

This paper argues that changes at all levels of education and training (i.e., learning) policy exemplify a new capitalist state formation. This has been aptly named by US political scientist Philip Bobbitt (2002) ‘the new market‐state’, particularly with reference to its administration or ‘governance’. It can be seen especially in the governance of education and training where a new centralized system of contracting or devolving provision to ‘non‐governmental agencies’ has all but replaced the previous ‘national system locally administered’ (Ainley, ). The latter typified the administration of the classic post‐war welfare state, which Bobbitt calls the ‘nation‐state’. Like the former welfare state, the new ‘market‐state’ is also a capitalist state and, therefore, also the means to rule for a persisting capitalist ruling class (Roberts, , pp. 169–192). The new state formation is, however, as different as the former welfare state was in turn from pre‐war capitalist state forms in England. This is particularly clear when the new ‘settlement’ of education and training, imposed by the 1988 Education and 1992 Further and Higher Education Acts, is contrasted with the former welfare state ‘settlement’ established by the 1944 Education Act. In conclusion, implications for opposition to the ‘new market‐state’ are discussed.     

山西煤炭企业员工薪酬管理问题研究

山西各地煤炭企业亏损面超过70%,一些企业减发、欠发工资问题突出,作为煤炭企业要想在持续恶化的市场环境中保持竞争优势,除进行产业结构升级以外,必须建立完善的薪酬管理制度吸引人才、留住人才.本文以山西煤炭企业为对象,研究员工薪酬管理问题,通过分析山西煤炭企业员工薪酬现状,指出企业薪酬管理中存在的问题并在此基础上提出相应的解决对策.通过研究旨在对山西煤炭企业薪酬管理问题提供一定的理论参考.     

构建刑事被害人国家补偿制度的理论体系

近年来我国犯罪数量逐年递增,受司法能力和犯罪分子个人经济状况制约,每年有相当规模的刑事被害人难以从犯罪分子手中取得基本的赔偿。为了保护被害人权益,化解社会不稳定因素,国内学者纷纷呼吁参照其他国家的先进理论构建我国刑事被害人国家补偿制度。本文通过对从国外引入的建立该制度的一系列相关学说的批判,并结合社会契约理论,提出了有限国家责任说以及"有限国家责任说与社会保险说—社会福利说"这一理论体系。笔者认为应以此为理论依据,建立我国的刑事被害人国家补偿制度。     

How effective is parental prosecution as a method of improving school attendance among primary‐aged children?

Just under half a million children and young people in state schools in England miss school every day. Indeed, improving school attendance has remained a key aim for successive governments. Various strategies have been adopted at both national and local levels in an attempt to tackle the persistent issue of school attendance with varying degrees of success. This study explores the effectiveness of one of those strategies – that of parental prosecutions – as a means of improving children and young people's school attendance. It reports on the effectiveness of parental prosecutions while highlighting some of the emerging patterns among a cohort of those prosecuted within one local authority during one academic year.

该文通过文献资料法、专家访谈及实地调查等方法,对广西小篮球计划的实施现状进行研究。通过对广西小篮球项目推广的实地调查,总结存在问题,并提出:政府引领,顶层设计与基层实践的相互契合;市场主导,规模拓展与市场细分的相互衔接;社会参与,组织建立与活动开发的相互配合;保障实施,普遍推广与重点规划的相互扶持等措施,用以助推广西小篮球运动的发展。     

Mana Wahine and Washday at the Pā

Abstract

Washday at the Pā (‘pā’ is used colloquially by Pākehā to refer to a Māori settlement) is the title of an old schoolbook, a picture reading book for younger schoolchildren, which was produced in 1964 by the state education system in Aotearoa-New Zealand in 1964, written and photographed by Ans Westra, who later became one of the most famous photographers in the country. Washday at the Pā provoked a national debate when the Minister of Education acceded to protests by the Māori Womens Welfare League against its use in classrooms by withdrawing it completely, and the story of this controversy has remained alive in national consciousness ever since. This research brings Māori feminist philosophy to the Washday debate: I take up Mana Wahine theory as a useful lens on the controversy, understood as an event about, with and for women, in the history of Māori education. The purpose of this article is to reread, using Mana Wahine theory, existing arguments about the book’s withdrawal, and to propose an original resolution of the question at the centre of debate: should the book have been withdrawn from schools, or not?
