齐抓共管 依法维权——试议如何有效地预防和遏制家庭暴力

一般地说,《婚姻法》所明确禁止的家庭暴力通常是指丈夫殴打妻子的暴力行为,而这种暴力往往具有较强的隐蔽性、明显的持久性和一定的复杂性,因而屡禁不止。对此,应该有的放矢,双管齐下,即社会各方面齐抓共管,受害妇女个人依法维权,这样才能真正有效地预防和遏制家庭暴力。     

大疫当前谈供应链思维：从“啤酒游戏”说起

2019年底暴发的新冠肺炎疫情是一次重大的公共卫生事件,它对我国乃至世界的社会经济都将产生巨大而深远的影响。遗憾的是,这样的事件已不再是百年一遇,而是十年一遇或更短的时间,因此如何有效地应对大规模传染性疾病的暴发是人类社会面临的十分重要而迫切的问题。这次新冠肺炎疫情既是一个不幸,也是一个难得的学习机会。通过对疫情防控过程的回顾,以及对在该过程中所遇到的一些困难的梳理,发现很多问题最终都可以归结为供需矛盾的问题,而供给侧的挑战通常又都源于供应链的无序和混乱。文章结合现代供应链管理理论的一些基本原理,对疫情防控工作进行了分析并给出了建议,如建立全国联网传染病监测中心、国家防控战略物资安全库存、国家突发事件应急管理指挥中心等。另外,疫后经济重建也至关重要,因此还从供应链思维的角度,分析了新冠肺炎疫情的行业影响,以及企业复工复产过程中应该注意的事项。

Assessment of Containment Structures Against Missile Impact Threats

In order to ensure the highest safety requirements, nuclear power plant structures (the containment structures, the fuel storages and transportation systems) should be assessed against all possible internal and external impact threats. The internal impact threats include kinetic missiles generated by the failure of high pressure vessels and pipes, the failure of high speed rotating machineries and accidental drops. The external impact threats may come from airborne missiles, aircraft impact, explosion blast and fragments. The impact effects of these threats on concrete and steel structures in a nuclear power plant are discussed. Methods and procedures for the impact assessment of nuclear power plants are introduced. Recent studies on penetration and perforation mechanics as well as progresses on dynamic properties of concrete-like materials are presented to increase the understanding of the impact effects on concrete containment structures.     

Urban jungle,Ferguson: Rhetorical homology and institutional critique

In this article, I use the rhetorical homology of the urban jungle to conduct an institutional critique of law enforcement in Ferguson, MO, after Michael Brown was killed. Rhetorical homologies and institutions intersect where language and practice coalesce, which is to say where group consciousness takes material forms. I investigate how, in news coverage of Ferguson, a common form was present across verbal devices and nonverbal practices at macro and micro levels that constituted black neighborhoods as subterranean spaces that needed colonization or containment, as frontier scenes with a savage character logic imposed upon its residents. The homology inscribes particular meanings into black and white skin colors with Anglophile cultural codes, which establishes a savage/explorer binary and keeps black people and spaces invisible, impoverished, and susceptible to racialized policing. The tools of institutional critique—postmodern mapping, boundary interrogation, and micro/macro alignment—inform the discourses and practices of those entrusted to keep daily realities well ordered and organized and to safeguard the social systems of everyday life. Scholars can use homology as a strategy to decode why institutional representatives include some and exclude others, and how they naturalize violence in the name of public service.     

试析冷战后中美关系的发展趋势

冷战结束以后，中美关系失去“向苏看”的特点，进入了一个新的时期．中国的崛起引起了美国的特别关注。美国对中国采取“接触加遏制”的政策，而中国则采取积极主动的应对措施，从而使两国关系形成了一些新的特征并给双方带来了影响．中美双方应当在和平共处五项原则的基础上扩大双方的合作，以塑造一种稳定、和谐与共赢的中美关系．     

Development of Light Weight Structures to Provide Blast-Resistant Designs

In the past, blast-resistant designs for structures were often constructed with massive type structural systems, which relied more on brute strength than on finesse to achieve the required blast resistance. However, structures composed of COLD-FORMED steel components, such as sheet metal and metal studs, have shown great promise in providing blast resistance with the added benefits of low cost and ease of construction. Some examples of using such structures to provide containment for package handling facilities (PHF) are described in the paper for situations where blast containment is needed, such as a potential package bomb being discovered during the package vetting process. Results from tests and analytic data are used to illustrate aspects of design peculiar to such types of applications. Designs for specific capacities of PHF are described.     

冷战后美国的亚太战略与对华政策调整

冷战结束后，随着美国全球战略的改变，美国的亚太战略也随之发生了重大的变化，这使其对华政策也做出相应的调整。冷战后美国对华政策的调整经历了一个由以遏制为主接触为辅向下接触为主遏制为辅助的过程。形成这一特点的原因是美国对中国战略地位认识的变化及美国国内不同利益集团在对华政策上的竞争和力量消长。美国对华政策上的两面性特点成为影响冷战后中美关系的主要因素。     

Containment and denial: raising awareness of unconscious processes present when teachers are working with children and families where there is domestic abuse

This paper reports a small-scale, mixed methods research project exploring the perceptions and experiences of primary school teachers regarding domestic abuse. The paper focuses on the psychoanalytic concepts of containment and denial present in such situations. Questionnaire findings suggested that there was a significant difference between teachers who had attended relevant training and those who had not in their confidence levels in 1) responding to disclosures, and 2) recognising whether a child was exposed to domestic abuse (n = 165). Semi-structured interviews, analysed using thematic analysis, were carried out with experienced teachers (n = 8). Four overarching themes were identified: emotional factors of the teacher’s role; working within the school system; the relationship with the child and family; and uncertainty about what teachers need to know. Findings are discussed in relation to the psychoanalytic concepts of containment and denial. Implications for practice, identifying the roles of unconscious processes and holistic containment, are discussed.     

群体腐败的表现、产生原因及遏制对策

群体腐败是个体腐败的变种,它以集体渎职、集体浪费、集体行贿、集体截流等多种形式表现出来。现阶段,公共权力部门的决策权与其收入的反差、行政升迁动机和社会心理压力以及法不责众的社会现实是诱发群众腐败产生的主要原因。因此,为有效地遏制群体腐败,必须提供组织、制度、法制三方面的保障。
