国际货币体系改革势在必行

随着美国金融危机和全球金融危机的步步恶化,改革国际货币体系的呼声日渐高涨。文章在分析国际货币体系存在问题的基础上,提出改革IMF,加强发达国家与发展中国家之间的协调,发挥其在稳定国际金融体系的应有作用;建立和加强国际金融监管制度,完善汇率体系,平抑汇率大幅波动;改变以美元为主的国际储备货币体系,加快人民币国际化进程。     

从分权和比例原则看WTO与IMF职能冲突之解决

在分析WTO与IMF解决职能冲突的现有规则基础上,从分权和比例原则的视角深入探讨对其职能进行适当划分和解决其职能冲突的方法,既有利于防范二者之间职能冲突的发生,又有利于在发生职能冲突时把损害降到最低,对维护国际经济环境的稳定和各个国家的根本利益具有重要意义。     

IMF与WTO法律关系之研究--以国际收支平衡为视角

国际收支平衡是IMF与WTO法律关系的联结点，二者关系的密切性决定其合作的必要性。现有调整IMF与WTO关系的协议仅是个框架性的机制，二者对国际收支平衡调整时可造成对缔约方的交叉条件冲突，IMF提供信息之效力在WTO争端案件中的地位仍是悬而未决。IMF与WTO应制定具体的协调程序、范围与方法，尽量避免交叉条件的产生。利用WTO贸易政策审议机制对一缔约方国际收支平衡提前作出指导和评估。IMF加强自身改革，以适应全球贸易自由化的发展趋势。     

Applying sub-band energy extraction to noise cancellation of ultrasonic NDT signal

In ultrasonic non-destructive tests, the echo signal at the flaw is highly complex due to the interference of multiple echoes with random amplitudes and phases, and is disturbed by all kinds of noises, such as thermal noise, digitalization noise, and structure noise. In this paper, the ultrasonic signal was decomposed by empirical mode decomposition （EMD） to obtain the intrinsic mode function （IMF） components according to ultrasonic defect echo signals occuring at the corresponding time, and the energy of the ultrasonic signal was concentrated. The IMF component selection criterion based on sub-band energy extraction was proposed to extract the ultrasonic signal component accurately and automatically from IMF components. When the selected IMF components were filtered by a band pass filter, the signal-to-noise ratio （SNR） was enhanced greatly.     

The national crisis and de/reconstructing nationalism in South Korea during the IMF intervention

Abstract

This paper explores the process by which Korean nationalism was challenged and transformed through utilizing sports celebrities as iconic figures during the International Monetary Fund (IMF) intervention in South Korea. The influences of the IMF intervention were not limited to economic and political fields; rather, Korean nationalism had undergone substantial changes through the national crisis. At that time, two Korean athletes who were hugely successful in the US became national celebrities, or even national heroes in South Korea, a baseball player, Chan‐ho Park and a goler Se‐ri Pak. The media representation of these two Korean athletes is useful for the understanding of altered nationalism during the IMF intervention. The analysis of media coverage of these two athletes can be summarized in three ways: first, the coverage is focused on a self‐governing individual; second, that individual is invested with the image of economic success in global competition; and third, that individual is invested with the image of responsibility for both family and nation‐state. Conclusively, the two celebrities were presented as models for a new kind of citizenship, i.e. a national individual. Finally, this paper suggests that Korean nationalism has been altered through the IMF intervention, but remains a hegemonic ideology albeit combined with neoliberalism.     

经验模态分解的分段二次算法

A new algorithm, named segmented second empirical mode decomposition （EMD） algorithm, is proposed in this paper in order to reduce the computing time of EMD and make EMD algorithm available to online time-frequency analysis. The original data is divided into some segments with the same length. Each segment data is processed based on the principle of the first-level EMD decomposition. The algorithm is compared with the traditional EMD and results show that it is more useful and effective for analyzing nonlinear and non-stationary signals.
