Information management in law enforcement: The case of police intelligence strategy implementation

Strategy implementation is important because failure to carry out strategy can cause lost opportunities and leave police officers reluctant to do strategic planning. Lack of implementation creates problems in maintaining priorities and reaching organizational goals. The strategy execution task is commonly the most complicated and time-consuming part of strategic, management. Yet, strategy implementation suffers from a general lack of academic attention. This research paper makes a contribution to police strategy implementation literature by developing a, research model to study the extent of intelligence strategy implementation.

Drawing on communication accommodation theory in a law enforcement context, young adults rated one of four written vignettes wherein an accommodating or nonaccommodating police officer issued a ticket for a minor or major traffic violation. The officer was rated less favorably along both cognitive and affective dimensions when he nonaccommodated rather than accommodated the offender. The effect of officer accommodation on evaluations of officer competence and social attractiveness were both mediated by intergroup sensitivity. These effects, which supported the theory, emerged irrespective of the severity of the violation. The findings add to the literature regarding the effects of intergroup sensitivity and open up new affective parameters for communication accommodation.     

Police Stops of and Interactions with Latino and White (Non-Latino) Drivers: Extensive Policing and Communication Accommodation

Following previous research on traffic stops involving police officers with African American and White drivers, a content analysis of 69 recorded stops was conducted in a very different locale of Latino and non-Latino drivers with non-Latino officers. The study was guided by communication accommodation theory, and predicted differences in interactants' communication strategies and stop outcomes based on ethnicity, driver accent, and the level of accommodative and nonaccommodative strategies. The results largely supported the hypotheses and suggested that there is a disparity in the treatment of certain stigmatized ethnic groups as evidenced in the dynamics of officer and driver communication behaviors. The findings are discussed in terms of their empirical, theoretical, and practical implications for negative experiences the Latino community may have with police.     

Reporting rates of child sexual abuse in Indigenous communities in two Australian jurisdictions

Child sexual abuse is a significant problem in many Indigenous communities; there is also evidence of chronic under-reporting of this crime. This study aimed to compare reporting rates between Indigenous and non-Indigenous cases of child sexual abuse across two Australian jurisdictions. Datasets comprising child sexual abuse reports from the Police Information Management Systems of the two jurisdictions were used to calculate reporting rates, and to compare case characteristics and case progression. Results indicated that the reporting rate for child sexual abuse of Indigenous children was between two and four times that of non-Indigenous children. In the Indigenous cases, the second jurisdiction had lower reporting rates than the first jurisdiction. Further analysis of the Indigenous cases only found that cases in the second jurisdiction were more severe, more likely to have a forensic interview, and more likely for the suspect to be charged, than in the first jurisdiction. However, there were no significant differences in conviction rates between the two jurisdictions. Differences observed in severity and case progression suggest that the lower reporting rates observed in the second jurisdiction may be due to comparatively high levels of under-reporting, rather than lower actual levels of child sexual abuse. In conclusion, reporting rates of child sexual abuse can be better understood when further information, such as case characteristics and case progression rates, is available.
