本文以物联网产业三个政策制定过程为研究对象,采用纵贯研究、访谈以及内容分析相结合的定性研究方法,讨论了政府是如何进行战略性新兴产业的政策制定。研究结果显示:政策决策者将战略性新兴产业政策制定过程分割为多个子决策过程,并且在每个子决策中,通过互动形成并实施众多微观决策,同时这些互动发挥了信息获取、行动协调、行动承诺和政策承诺四种功能。  相似文献

How fast are law-making processes and how often are lawmakers exploiting institutional fast lanes to help speed up legislation? To this day, Political Science has not managed to provide a quantitative answer to these questions. By placing a scientific focus on this gap, the current examination will conceptualise a quantitative measure for legislative pace which is analogous to the tempo of music. This will permit the author to place the (subjective) temporal perception of law-making procedures into the overall context of legislature.A database, which contains machine-readable data extracted and transformed from semi-structured documents, will be highlighted for its ability to measure legislative pace in Germany. As a result, every procedural step within all the adopted federal laws in Germany (between autumn 1990 and autumn 2017), is able to be processed by computers.Finally, the paper employs the aforementioned database and the conceptualised quantification of pace (metronome) to shed light on legislative pace in Germany. Results are presented for the 16th legislative period (2005–2009) of the German Bundestag. Thus, the paper contributes to an ongoing dispute between “acceleration-optimist” and “deliberation-supporters” with respect to their views on the speed of legislation. The paper shows to what extend law-making can accelerate in times of parliamentary truce or in cases of broad consent between the majoritarian actors. However, this does not always imply a diminished (parliamentarian) interest inclusion and control. In general, institutional time-rules and parliamentary practices offer reliable so called “checks and balances” to monitor legislative acceleration. Nevertheless, what seems to be lacking, is a stronger set of rules that control the power of government and the parliamentarian factions' ability to delay law-making procedures.  相似文献

In 2009, the South Korean government reformed its communications sector through legislation that addresses convergence services. This study traces the policy-making process of the convergence in terms of politics and regulation, and it also examines how the stakeholders' interests are aligned and coordinated in the policymaking process of convergence in Korea. Using actor-network theory, this study relates the socio-political construction of Korea's strategy for convergence reform. Key research questions include: (1) what social and political factors influence strategy formulation and (2) how do different interests stabilize ideologies in which actors formulate their strategies based on their interests. Despite the dynamic interactions, the actor-network around convergence has yet not been effectively stabilized, as the politics of convergence is complex and marked by paradoxical features. This study suggests new intellectual perspectives and methodological heuristics that may assist researchers and practitioners analytical efforts in examining socio-technical change and the implications for policy development and implementation.  相似文献

Smart-cities research has established itself as one of the most dynamic fields in research today, accommodating scholars from diverse disciplines, including engineering and computer science as well as social sciences. Even if only tacitly, the resultant debate increasingly oscillates around how the effective use of information and communication technology (ICT) might render cities and urban space better places. This article responds to this imperative by suggesting how to capture users’ views and perceptions of smart city services and applications and in this way enrich the decision- and policy-making processes. It is argued that by developing appropriate scales these otherwise subjective views and perceptions may be objectivized and hence made of great use to managers and policymakers. Accordingly, in this research, a process of scale development is conducted in four phases of both inductive and deductive methods. Following initial rounds of focus groups and assessment by experts, an international survey was conducted with 295 participants from Europe, Asia, Latin America, the Arab Peninsula, and other regions. The data were analyzed using IBM SPSS 24 and AMOS 20 tools. The study proposes a 20-item scale in five distinct dimensions: Technology anxiety; Work–life interface; Engagement orientation; Support orientation; and Quality of life. The significant theoretical and managerial implications are discussed to demonstrate how to manage information for the benefit of all stakeholders involved in the making of a smart city.  相似文献

Despite great potential, high hopes and big promises, the actual impact of big data on the public sector is not always as transformative as the literature would suggest. In this paper, we ascribe this predicament to an overly strong emphasis the current literature places on technical-rational factors at the expense of political decision-making factors. We express these two different emphases as two archetypical narratives and use those to illustrate that some political decision-making factors should be taken seriously by critiquing some of the core ‘techno-optimist’ tenets from a more ‘policy-pessimist’ angle. In the conclusion we have these two narratives meet ‘eye-to-eye’, facilitating a more systematized interrogation of big data promises and shortcomings in further research, paying appropriate attention to both technical-rational and political decision-making factors. We finish by offering a realist rejoinder of these two narratives, allowing for more context-specific scrutiny and balancing both technical-rational and political decision-making concerns, resulting in more realistic expectations about using big data for policymaking in practice.  相似文献

The ‘Curriculum for Excellence’ (CfE) guidelines and associated learning experiences and outcomes have been developed following a national debate on the purposes of education in Scotland. The recent development shifts physical education's (PE) role in Scottish education, changing from contributing to the ‘Expressive Arts’ area of the curriculum, to one central to the newly created curriculum area of ‘Health and wellbeing’ in the CfE. This paper provides an analysis of the broader policy context at national and global levels examining the policy developments for PE in Scotland situating them within a globalised discourse emphasising concerns about ill-health and obesity within society. Drawing on the work of Bowe et al., the paper examines the context of production and the context of influence that has contributed to the recent development of ‘Health and wellbeing’ within the CfE. It is argued that the role for PE and the focus on schools promoting daily physical activity within the CfE masks the complexity of addressing the issues of health and well-being. In conclusion it is highlighted that in the interpretation and implementation of policy there will be further issues for PE and as yet unknown consequences for the context of practice and pupils' experiences of PE in Scotland.  相似文献
